Provincial Accomplishments

Upon the establishment of the provincia, it was determined that the dieties for the provincia would be Pater Mars, Diana, and the Capitoline Triad. Lucius Sicinius Drusus issued the following edictum in regards to the Patron Dieties of the Provincia in Fl. Vedio (II) M. Cassio (II) cos. MMDCCLIV a.u.c./(2001 CE):

Whereas, our Provincia has a long and proud history of Military Service, to the United States, and to the Confederacy. Whereas, many of our citizens are members of Legions. Whereas, agriculture is a mainstay of our provincial economy. We shall ask Pater Mars to be our primary patron, for it is Pater Mars, who keeps our fields abundant and protects our Legions.

Whereas, America Austrorientalis is a land of great natural beauty. Whereas, Her people have a long history of enjoying the gifts of nature. Whereas, our Provincia is home to the Spaceport from which men first left the Earth to go to the Moon. It is proper that we ask Diana, Goddess of the Moon and of Natural places, the divine huntress to watch over us as one of our patron Goddesses.

Whereas, we are a Nova Roman Province, it is proper for us to pay honor to the Capitoline Triad as our patrons. Iuppiter Optimus Maximus, Ruler of the Gods and men, who watches over our Nation and our province, Iuno, who protects our families, and Minerva, who gives us the wisdom we need in our endeavors.

Under Sicinius' governorship, Regiones were established and Praefectus Regiones appointed to over see them with the assigned duties of (A) reporting the conditions of the Regio to the Propraetor, (B) settle disputes between Citizens of the Regio, subject to Appeal to the Propraetor, and (C) establishing the boundaries of any Municipia within the Regio.

The Regio of Florida was to consist of the state of Florida.

The Regio of Carolina was to consist of the states of North Carolina and South Carolina.

The Regio of Medius Terra was to consist of the states of Georgia and Alabama.

The Regio of Magna Flumen was to consist of the states of Mississippi, Louisiana, Arkansas, and Tennessee. Gaius Popillius Laenas was appointed as Praefectus Regio for the Magna Flumen Regio of America Austrorientalis.

The Concilium Provincia was established to consist of all Legates appointed to Provincial Offices, with the duties of keeping the Propraetor informed of the conditions in the Provincia, and offering their advice to the Propraetor.

The Legatus Provincia was appointed to be the chief aide to the Propraetor with the duties consisting of serving as Chairman of the Concilium Provincia and serving as acting Governor when the Propraetor was absent from the Provincia.

The Praefectus Fabrum was appointed to oversee relations with the Legions of the Provincia, with duties being to assist citizens of the Provincia who wished to join a Legion, assisting members of the Legions who wished to become citizens of Nova Roma, and coordinating Legion events and Provincial events. Quintius Vitalis was appointed as the first Praefectus Fabrum for Provincia America Austrorientalis. Later, Marcus Vitellius Ligus was appointed as Praefectus Fabrum for America Austrorientalis.

The Sacerdos Primus was appointed to oversee the official acts of the Religio for the Provincia with the duties of the office consisting as follows: A. To perform the rites of the Religio on behalf of the Provincia. B. To advise other officials regarding the calendar. C. To assist citizens who wish to perform private rites of the Religio. Helena Galeria Aureliana was appointed as the first Sacerdos Primus of America Austrorientalis.

Each Legate was given the power to appoint a Scriba to assist him/her.

Provincial Scribes were also appointed. The Curator Provincia was the chief Scribe of the Provincia with the duties of the office being to maintain the Provincial web site and serve as moderator of the Provincial mailing list. The Official America Austrorientalis Web site was determined to be located at http://www.freehost.nu/members/austrorient/, which is now inactive. The official mail list for America Austrorientalis Provincia was determined to be located at http://groups.yahoo.com/group/Austrorientalis, and still remains the current mailing list. It was further ordered that all Provincial Edicta and Official Announcements would be made on the Provincial list and the Nova Roma main list. The official repository of all Provincial Edicta and other documents was ordered to be the Tabularium Austrorientalis on the web site.

The Quinquennalis was appointed to maintain the Album Provincia and to hold a Provincial Census at the discretion of the Propraetor, additionally assisting the Consular Quaestors in the collection of taxes from the Provincia.

MMDCCLVI a.u.c. | (3 Mar 2003 CE) and served until a.d. IV Non. Nov. K. Buteone T. Labieno cos. MMDCCLVI a.u.c. | (2 Nov 2003 CE). He was appointed for a second term as the first Proconsul of America Austrorientalis from a.d. IV Id. Mar. Cn. Salvio Cn. Equitio cos. MMDCCLVII a.u.c. | (12 Mar 2004 CE) until prid. Kal. Apr. Fr. Apulo C. Laenate cos. MMDCCLVIII a.u.c. | (31 Mar 2005 CE).

G. Popillius is recognized as a Senator and Consular of Nova Roma. From Provincia America Austrorientalis, he has served as Propraetor before being admitted to the senate upon election to the office of Praetor.

Provincial Accomplishments

He declared that the new praetorium of Provincia America Austrorientalis was to be the city of Jacksonville, Florida. He extended and confirmed Edicta I, III and VIII of his predecessor.

He ordered the reorganization of regiones. The Regio of Florida now consisted of the state of Florida. The Regio of Carolina now consisted of the states of North Carolina and South Carolina. The Regio of Georgia now consisted of the states of Georgia and Alabama. The Regio of Mississippi now consisted of the states of Mississippi and Louisiana. The Regio of Tenneessee now consisted of the states of Arkansas and Tennessee.

Helena Galeria Aureliana was retained as Praefectus Regio (Legate) of the Carolina Regio of America Austrorientalis and Sacerdos Primus of America Austrorientalis. Lucius Vitellius Triarius was appointed as Praefectus Regio (Legate) of the Tennessee Regio of America Austrorientalis.

Provincial Accomplishments

F. Galerius, upon appointment redesignated the Praetorium America Austrorientalis to be Vandium (Nashville, TN) and reaffirmed Edictum I, III, VIII, XVI, XIX, XX, XXI and XXII of his predecessor.

Lucius Vitellius Triarius was appointed Curator Anarei (Scriba) of America Austrorientalis.

Appius Galerius Aurelianus was appointed as Praefectus Regio Georgia (encompassing the states of Georgia and Alabama), but was later released from the responsibilities, obligations, and prerogatives of this office with the gratitude of the province and the Gubenator.

Tiberius Cornelius Scipio was appointed as Praefectus Regio Florida (encompassing the state of Florida), but was later released from the responsibilities, obligations, and prerogatives of this office with the gratitude of the province and the Gubenator.

Servia Iulia Caesaris Metelliana (also known as Servia Iulia Caesar Valeriana) was removed as Scriba Propraetoris of America Austrorientalis and an edictum was issued to offer her the gratitude of the province for her service.

Gaius Antonius Germanicus was appointed as Praefectus Regio Mississippi (encompassing the states of Mississippi and Louisiana).

F. Galerius ordered the duties of a Praefectus Regio of America Austrorientalis to be defined as the fiollowing: (A) to respect & obey the Constitution & By-laws of Nova Roma; (B) to report the conditions of the Regio to the Propraetor; (C) to encourage active participation by the citizens in the Regio via meetings and events; (D) to resolve any difficulties or disputes that may arise between citizens of the Regio by discussion and compromise; subject to Appeal to the Propraetor; (E) to assist the Propraetor in the establishment of the borders or boundaries of any Oppidia or Municipia within the Regio as may be defined by the appropriate legislation; (F) to sit in the Provincial Council and to offer wise advice to the Propraetor for the good of the province; (G) to encourage the citizens of the province to become assidui by paying the annual tax to Nova Roma for the improvement of the province and the model republic of Nova Roma; (H) to pay appropriate honors & deference to the Immortal Gods at public ceremonies & rites of the province.

In an order to further the growth of Nova Roma within America Austrorientalis and to ease the duties of the praefecti regii, the provincial office of sub-praefect was created by F. Galerius, with the following provisions:

The sub-praefect shall be appointed by the Gubenator America Austrorientalis by means of a provincial edictum, and will be subordinate in rank to the Gubenator America Austrorientalis and the praefect regio over the sub-praefecture within their regio. There shall be five sub-praefectures created, at this time, corresponding to the five regiones of the province. Each sub-praefecture shall encompass a specific geographical area to be declared by the Gubenator.

The sub-praefect's responsibilities, prerogatives, and duties were defined to be:

  • i. to hold meetings such as are necessary for business, education, fasti, and recruiting;
  • ii. to recruit new citizens;
  • iii. to organize events and/or participate in events sponsored by other organizations that are appropriate to the goals of Nova Roma;
  • iv. to appoint scriba (with the consent of their praefect regio) and give them appropriate work assignments;
  • v. to distribute appropriate and approved printed and/or etheric material to encourage the growth of Nova Roma within the province;
  • vi. to give all appropriate honors and respect to the Senate and People of Nova Roma by following the NR Consititution and Leges of Nova Roma along with the edicta of this province;
  • vii. to actively seek the cooperation, participation, and support of the Gubenator Am. Austrorientalis and their praefect regio in all their laudable undertakings;
  • viii. to honor the Religio Romana and Dii Immortales and never act in any manner that would diminish the Pax Deorum;
  • ix. to be assidui citizens of Nova Roma by paying the annual taxes unless released from that obligation by the consent of the Gubenator Am. Austrorientalis;
  • x. to be members of the provincial curia and to offer good and wholesome advice.
