Citizen status is determined by the Nova Roma Census, held approximately every 30 months. Citizens who fail to respond to the census or otherwise don't maintain activity are considered Inactive.

* Citizen is considered inactive according to Nova Roma census data but is otherwise considered active through provincial observation.
** Includes resignations, reported deaths, and citizens that have moved from the province.
CONSILIUM PROVINCIAE (PROVINCIAL COUNCIL & STAFF)
Provincial citizens may apply to the governor as a volunteer to become staff. Applicants need to have paid their yearly taxes (membership fees). Potential roles that may be filled can be seen listed on the Praetorium page.
CIVES OPTIMO IURE (ACTIVE CITIZENS, CENSUS REGISTERED)
These are Active citizens who have responded to the census, hold a central role in Nova Roma or otherwise only registered as a new citizen this period. They have all rights to stand as a candidate for office and vote in Nova Roma elections as a full citizen possessing the civitas Nova Romana optimo iure.

CIVIS INCENSUS (INACTIVE CITIZENS, DISAPPEARED)
These are Inactive citizens who failed to responded to the last census and who have not shown any sign of activity or communication with Nova Roma this period. Although they will formally retain their type of citizenship (civitas optimo iure, civitas sine suffragio, civitas Latina) or assigned allied status (socius or amicus), their ability to exercise the rights attendant thereto are suspended. They have temporarily lost all rights to stand as a candidate for office or vote in Nova Roma elections and exist as a Civis Incensus, an Unregistered/Disappeared Citizen.
