Clarity for governors on the latest provincial reporting period

I. Senatus Consultum De Relationibus Praesidum Provinciarum, enacted on Non. Oct. P. Aurelio C. Flavio cos. (7 October, 2025), defined a new regular reporting period for governors. It defined the requirement for submissions to be Kal. Mar. (1 March) yearly.

II. Since the enactment of the Senatus consultum de provinciis ordinandis, on Non. Oct. Q. Arrio (II) T. Domitio (III) cos. (7 October, 2020), governors have had a requirement to submit reporting of their provinces for evaluation by the senate. Although the legislation implied regular reporting, it was not well defined and reporting obligations have since been implemented in an inconsistent manner. Eventually, with the release of the Senatus consultum de relatione provinciali requirenda, on a.d. III Kal. Mar. Sex. Lucilio (II) A. Tullia (II) cos. (27 February, 2022), a reporting period was established and would become a precedence for the following years, even if it was not adhered to or enforced on an exact schedule.

III. With this edict, the senate advises the governors, that, in accordance with the new regular reporting period of Kal. Mar, they are to deliver reports for the following missing periods:

A. A amnesty is declared for all those provinces yet to submit a report for the following two periods. Although not explicitly articulated in law, a second round of reporting was suggested in the Senatus consultum de provinciis examinandis et ordinandis annis C. Cethego Q. Arrio coss. et M. cotta C. Petronio coss. Only those provinces that previously failed to submit a report may do so before the new reporting date:
i. Kal. Apr. Sex. Lucilio (II) A. Tullia (II) cos. - C. Cethego Q. Arrio (IV) cos. (April 1, 2022 to April 1, 2023).
ii. Kal. Apr. C. Cethego Q. Arrio (IV) cos. - Kal. Apr. M. Cotta C. Petronio cos. (April 1, 2023 to April 1, 2024).
B. All provinces are mandated to report for the following two periods before the new reporting date:
i. Kal. Apr. M. Cotta C. Petronio cos. - Kal. Apr. P. Aurelio C. Flavio cos. (April 1, 2024 to April 1, 2025).
ii. Kal. Apr. P. Aurelio C. Flavio cos. - Kal. Feb. M. Metello D. Aurelio cos. (April 1, 2025 to 1 March 2026).

IV. Reporting should meet requirements as per extant legislation:

A. Senatus consultum de provinciis ordinandis
B. Senatus consultum de relatione provinciali requirenda

V. Reports are to be submitted to the consuls prior to 00:00 AM on Kal. Mar. Governors may individually apply for extensions by writing to the consuls. Extensions are not automatic and may only be granted by consular edict. Extensions are not guaranteed and are at the digression of the consuls. A failure to submit reports will be handled in accordance with extant legislation and assessed accordingly.
