Presiding Magistrate

D. Aurelius Ingeniarius, Consul

The session was chaired by D. Aurelius Ingeniarius. The 'Call to Convene' was announced on a.d. VI Id. Ian. .

Consular Auspices

The auspices were taken by D. Aurelius Ingeniarius, consul. They were taken in a small garden, just 1.8km from the outer walls of the original foundations of the Augusta Taurinorum. Under guidance from Cn. Corenlius Lentulus, pontifex, sacrifices and prayers were made to Iuppiter Optimus Maximus. The auspices were found to be favorable.

Consular Opening and Closing Ceremony

An opening ceremony of rites and sacrifice was made on the day of opening by consul, D. Aurelius Ingeniarius. The dedication day of Concordia Augusta was acknowledged. The closing ceremony rites were performed by consul, D. Aurelius Ingeniarius, on the afternoon of closing the session.

Quorum

The senate has 23 voting members registered. In accordance with article XI.E. of the Senatus consultum de ratione senatus MMDCCLXV, no senator was deemed absent as no senator lodged their pending absence on this forum. As per article I, 2/3 of registered members constitutes a quorum; this is 16 members. With 23 of 23 members accounted for, quorum was achieved. It was noted that senator M. Octavius Corvus subscribed late to the Curia Cornelia. Senator Ap. Curius Rullus has not yet subscribed to the Curia at this time. The 23 voting members are:

Presiding Magistrate's Closing Comments

This was an ambitious session with lots of information and lots to consider. I very much appreciate all those who commented or provided feedback, even if the comments were small. This was an exciting session as we saw our senators actively considering legislation. It was invigorating to be a part of. There is plenty of actions to take away and I look forward to our next senate sessions.

Comments:

  • AIP: This follows recent precedents very closely, but by setting an ongoing tax plan should enable citizens to plan further ahead and possibly pay a bit earlier if they choose. A positive development, I think.

Comments:

  • DCA: While I agree with most items in this agenda item, I think the unnecessary tributum militare payment which was implemented 2 years ago (and still hasn't been explained since many people do not live near a NR legion, making it not a choice) should be abolished (or set to 0). To gain assuidi status, in my opinion there should be only one straight forward minimum tax amount for everyone. Additionally, my question of if that extra $6 is even segregated so it to could go to the legions as its stated goal since 2 years went unanswered.

Comments:

  • AIP: I think Cn. Lentulus has made a good point that the existence of this committee doesn't really cost us anything and could be kept as an option for any magistrate (empowered to call together the Senate) who wants it. Review of the relevant senatus consultum (http://www.novaroma.org/nr/Senatus_consultum_on_the_establishment_of_the_senate_preparation_committee), it seems likely that we would need such a body very rarely, since in most cases the Senate should be able to accomplish the same tasks, but I could imagine scenarios in which we would want to bring in outside experts to research particular topics prior to voting on relevant things. If we had to first hold an earlier session to vote to create the committee that would be doing that, it could translate to a few extra months of delay.
  • CnCL: I ask all fellow senators to vote against this, because there is historical precedence in ancient Rome for a senate preparation committee (it was called consilium, later consistorium). To keep it is free of burden, and it stays as a legal option to prepare sessions with the most active senators and then to hold faster and better informed sessions with the plenum. It might very well be the case the no current consul, or consul in the near years, wishes to use it, but the option should exist.

  • AIP: It makes sense to have one place where we talk about changes to the wiki, but I think the "# nr-website-coordination" channel on the Forum Domitum is already fulfilling that role. Having multiple places where this discussion is taking place may make it harder to follow. Since this senatus consultum leaves the Curator rei Informaticae with the option for approving an alternative to groups.io, I will await his decision whether "# nr-website-coordination" provides such an alternative or if a new group should be created should this senatus consultum pass.

Comments:

  • DCA: I am looking forward to attending this convention and hope it is a success - and for that reason, it would be hypocritical of me to vote against motion. Nevertheless, I think spending €4,000, which was added to this item only a day before voting started, is not financially responsible even after getting some bits of information regarding finances and that level of spending is not necessary to have a successful convention. That amount today is equivalent to $4,788 USD, far higher than the annual revenues minus mandatory spending, and is equivalent to over 16% of all money that Nova Roma has per the consul's snapshot. As the dollar is falling quite a bit compared to the euro, and paypal has rather high fees converting currencies, it could end up being above that amount in USD terms. I wish that financial topics would have been debated on their own, full financial reports would have been finally be made, and spending priorities for the year could have been set (including the very large costs apparently needed to overhaul the website once that will be decided). But no, those were not on the agenda. My only hope at this point is that the statement in the proposal made shortly before voting opened: "It is likely that we are staying well under the projected 4000 €" will indeed come to pass.
