Charter of the Sodalitas Musarum

REGULA SODALITATIS MUSARUM

The Sodalitas Musarum, under the patronage of Apollo and the Nine Muses, shall endeavour to develop and serve the cultural and artistic life of Nova Roma.

1. The Sodalitas Musarum shall be composed of ten Collegia as follows, each of which shall be named after and be under the patronage of the appropriate Muse or Apollo. These shall be:

I. Calliope (Epic Poetry) II. Clio (History and Social Science) III. Euterpe (Music) IV. Melpomene (Tragedy) V. Terpsichore (Dance) VI. Erato (Lyric Poetry) VII. Polyhymnia (Sacred Song and Verse) VIII. Urania (Astronomy and Natural Science) IX. Thalia (Comedy) X. Apollo (Graphic and Plastic Arts, and Architecture)

2. Each Collegium shall be composed of those cives of Nova Roma and Amici Musarum who have registered with the Sodalitas for that Collegium. It shall be permissible to register for more than one Collegium. The collegae in each Collegium shall by secret ballot elect a Musaeus or Musaea to coordinate its activities. He or she shall serve for a normal term of one year ending on the day preceding the Kalends of October and may run for the same office again indefinitely.

3. There shall be five Curatores to constitute a collegial presidency and executive of the Sodalitas: a Coryphaeus/Coryphaea as its chairperson, a Scriba, a Retiarius (webmaster), a Curator Sermonis (list moderator), and a Librarius (book manager), the corresponding feminine forms being: Scriba, Retiaria, Curatrix Semonis, and Libraria. They shall be elected by the whole membership of the Sodalitas at the initial elections of the Sodalitas and subsequently in September of each year, to serve until the day before the Kalends of October of the following year. Each sodalis shall receive five votes to be cast for five different candidates. The candidate having the most votes shall be Coryphaeus/Coryphaea unless he or she chooses to designate another of the elected Curatores and that one accept. In case of a tie vote for Coryphaeus/Coryphaea, the tied parties may resolve the issue between them, or that failing, the remaining Curatores shall determine the issue by a secret ballot. The other positions shall be arranged by mutual consent, or by voting among themselves when that cannot otherwise be reached. The Coryphaeus/Coryphaea is primus inter pares and the normal chairperson for meetings of the Curatores and of the Chorus Musarum. In case of a tied vote on any matter in either body, he or she shall have a casting vote. In the absence of the Coryphaeus/Coryphaea the Scriba shall be the chairperson of both bodies, and in his or her absence as well, the Curator/Curatrix Sermonis.

3. The Musaei and Musaeae of the ten Collegia shall together with the five Curatores constitute the Chorus Musarum, which shall collegially determine the policies, budgetary decisions and legal acts of the Sodalitas. Additional Sodalitas officers may be created by the Chorus as it sees fit, either from among its number or from the body of the sodales, and also removed at its pleasure. Unless otherwise originally members of the Chorus, such officers may not be made members of or have a vote in the Chorus. A Musaeus/Musaea may also simultaneously serve as a Curator/Curatrix if elected, and in that case shall have two votes in the Chorus Musarum.

4. Each Collegium may by vote of its own membership select collegae from its number to be responsible for Latin, Greek, Modern Nova Roman, and other varieties of relevant art or culture in the realm of Nova Roman interest.

5. Each Collegium shall be responsible for its own internal functioning within the provisions set forth herein and subject to regulae issued by the Chorus Musarum. It must keep the Chorus informed of its activities. It is expected that each Collegium will strive to further research into its field of study and to make the fruits of that research available in appropriate ways to the cives and civic institutions of Nova Roma. Each Collegium must submit a written report of its activities and accomplishments to the Chorus Musarum once annually.

6. The Sodalitas with the permission of the Respublica of Nova Roma and in consultation with the Curator/Curatrix Araneae thereof shall through the coordination of its Retiarius/Retiaria assist in the maintenance of the Museum/Camenaeum/Mouseion of Nova Roma for the common use of all, providing there materials and links suitable to the enjoyment and learning of the arts and sciences for which the Sodalitas is responsible. If for any reason it is not able to do this, it may maintain its own website for the same purposes.

7. The Sodalitas shall also, as possible and appropriate, present and perform its arts, and sponsor competitions, games, shows, publications, etc. for the benefit of the cives of Nova Roma and the better knowledge and love of the arts of Rome and of Nova Roma among others.

8. All desirous cives of Nova Roma may become sodales of the Sodalitas, as may non-cives The latter category shall be termed Amici Musarum (Friends of the Muses) and have full rights of voting and participation, except that they may not become Musaei or Curatores. Both categories of sodales must be at least sixteen years of age and must be registered as collegae in at least one Collegium. The normal right of a sodalis to express himself or herself on the lists of the Sodalitas shall only be limited by the authority of the Curator/Curatrix Sermonis to ban perpetrators of defamatory attacks against other list members, according to a procedure to be approved by the Chorus Musarum

9. If there are not collegae registered for any Collegium, it may be permitted to remain dormant until at least one presents himself or herself, and this will not invalidate the functioning of the Sodalitas or its Chorus Musarum. If fewer than five candidates present themselves for elections to the position of Curatores, the elected Curatores may coopt other willing sodales to the vacant positions, subject to a secret ballot in each case by the Chorus Musarum in approval, or should that fail, to divide among themselves the functional posts in such a way that one Curator/Curatrix might have more than one such post. This shall not impair the validity of the functioning of the Curatores or of the Chorus Musarum. If a vacancy occurs for a Curator/Curatrix, including the Choryphaeus/Choryphaea, before the Kalends of September, the Chorus Musarum shall by secret ballot select a suffectus/suffecta to serve out the remainder of the term. If a position of Musaeus/Musaea shall become vacant before the Kalends of September, the Chorus Musarum shall see to the election of a suffectus/suffecta by the collegae of that Collegium. Any Curator or Curatrix not in touch with any other member of the Curatores for thirty-days without having stated the anticipated date of return in advance may have his or her post declared vacant by a majority vote of the remaining members of the Chorus Musarum.

10. This Regula may be amended by a secret ballot in favour of the specific wording of the amendment by a majority of two-thirds of the votes of the Chorus Musarum ratified by an absolute majority of the total membership of the Sodalitas (i.e. not only of the sodales actually voting) including the Amici Musarum, by secret ballot .

11. The Sodalitas shall come into existence when this Regula is approved by a majority vote of the membership in a secret ballot. It shall admit all interested and desirous cives of Nova Roma and applicants for the category of Amici Musarum to membership in advance of such vote. All sodales of both categories must enroll in at least one Collegium to be granted Sodalitas membership. After a due allowance of time to allow registration as determined by the Delecti ad Partum Sodalitatis Musarum Expediendum, the vote on the Regula shall be organised and carried out. If approved by a majority of the Sodales, the Delecti shall submit it to the Senate of Nova Roma for approval. It shall also then provide for the internal organisation of all Collegia for which there are members registered.

If approved by the Senate, the Delecti ad Partum Sodalitatis Musarum Expediendum shall conduct the elections for the Curatores, after which it shall hand over the responsibilities of the Sodalitas to the Chorus Musarum and be dissolved
