The lex Cornelia Domitia de re publica constituenda stipulates that each citizen shall have the optional duty to pay taxes and to perform the munus militiae (ceremonial and reenactment military service for Nova Roma) which shall be redeemable by alternative solutions, regulated by law. Assiduus status is the reward for performing these optional duties, but until today the Senate did not regulate the ways and alternative solutions for the munus militiae. In this paragraph, the Senate resolves this question in the current issuance of the tax rates for the year of the consulship of M. Aurelius Cotta Iovius and C. Petronius Stephanus Turpilianus AUC 2777:


I. From this year on, Nova Roman citizens who wish to maintain assiduus status shall both pay the basic citizen taxes and perform the munus militiae. Only those citizens who satisfy both criteria will be classified as an "assiduus" (taxpayer) for the current year M. Cotta C. Petronio cos. (2024).

I.A. The basic tax: tributum capitis
The basic citizen tax is required from everyone who wishes to maintain assiduus status - regardless of their service in the Nova Roman legions. All citizens who wish to maintain assiduus status shall contribute a donation of at least 9 USD toward the Nova Roman Treasury. To this shall be the tributum militare added by those assidui who do not serve in any Nova Roman legion.
I.B. The munus militiae and the tributum militare
There shall be two possible ways to perform the munus militiae: participation in the legions of Nova Roma (see: I.B.1) or a financial donation to support the legions of Nova Roma (see I.B.2). Citizens who wish to maintain assiduus status shall perform the munus militiae:
I.B.1. Either by membership in a Nova Roman legionary reenactment group (in any type of unit that is listed in the lex Aurelia de legionibus reconstructivis); where the actual role of the member, weather it is a civilian clothes wearing role or military equipment wearing role, or just a supporting/honorary membership without Roman dress, shall not matter, which also covers the case of women who thus qualify as performing the munus militiae by being members in these groups (the quaestores aerarii shall decide if a citizen qualifies based on their application);
I.B.2. Or by donating a tributum militare (service substituting donation) to the the treasury at the same time when paying the basic tax. The tributum militare for the current year shall be 6 USD.
I.C. Clarification of the amount to be paid
The regulations above mean that a citizen who is a member of a Nova Roman legion (either in civilian clothing or military clothing) shall contribute at least 9 USD; but a citizen who is not a member in any of the affiliated legions of Nova Roma shall donate 15 USD (9 tributum capitis + 5 tributum militare). A Roman military reenactor citizen who belongs to a legion which is not affiliated to Nova Roma (and consequently does not serve within Nova Roman military) shall perform the munus militiae to Nova Roma by paying the tributum militare which means that their tax is also 15 USD.


II. Special Privileges for Larger Donations

II.A.1. Citizens donating 45 USD in total (this can include the tributum militare, too), will be recognized as preliminary members of the equestrian order with the title “tribunus aerarius equestris”, and will receive 25 CP which is an advancement by one class upwards. Officially recognized reenactors and Latinist can receive a discount, if requested, so they have to donate only 27 USD. A tribunus aerarius equestris, besides the 25 CP, only receives the clothing privileges of equestrians, nothing else.
II.A.2. Citizens donating 135 USD in total (this can include the tributum militare, too), will be recognized as full members of the equestrian order with the title “eques equo privato”, and will receive 400 CP which is an immediate advancement to the First Class. Officially recognized reenactors and Latinist can receive a discount, if requested, so they have to donate only 81 USD.


II.B. Definition of Reenactors and Latinists
II.B.1. Reenactors can be recognized as such by presenting photographic evidence to the quaestores aerarii and/or the curator aerarii and/or the Consular Office who shall forward it to the Censorial Office, or directly to the Censorial Office. It is in the power of the Censorial Office to accept the evidence and to register the name of the reenactment group where they belong (if there’s any). Reenactors applying for this reduction agree that the presented photographs can be used in publications of the websites and internet pages of Nova Roma.
II.B.2. Latinists can be recognized as such with a certification, obtained through a Latin examination by a Nova Roman educational institution, or outside Nova Roma, which proves Latin fluency in writing, to the quaestores aerarii and/or the curator aerarii and/or the Consular Office who shall forward it to the Censorial Office, or directly to the Censorial Office. It is in the power of the Censorial Office to accept the evidence or to assign the task of examination to a Nova Roman committee of Latin teachers who shall decide if the applicant for the status of Latinist may be qualified as having Latin fluency in writing.


III. The deadline for submitting the taxes will be the Kalends of Quinctilis (1 July).


IV. Citizens who don't contribute the donations as described above will be classified as capite censi and will lose their state positions, offices and titles, which are connected to a required assiduus status, including senatorial or equestrian status, by Kal. Oct. (1 October). Only citizens who have already paid this year’s taxpayment donations are allowed to run for office and be appointed to any office or priesthood.


V. A late donation made after Kal. Quinct. (1 July) should be no lower than 18 USD, the double of the basic donation. Citizens who obtain citizenship after the Kalends of Quinctilis (1 July), shall donate the normal amount until the new tax season will be announced, without the lateness fee.
