With the completion of census registrations and the celebrations of the ceremonies of the Lustrum, we, the censores, M. Aurelius Cotta Iovius and C. Petronius Stephanus Turpilianus, hereby officially edict, declare, proclaim and announce the Census of the Nova Roman People of the Quirites and the Nova Roman Republic completed and closed. The Nova Roman People, all of our citizens who registered on the census, have been ritually purified and lustrated and renewed for a new lustrum period. At the lustrum ceremony in Aquincum which we both conducted in person together, propitious blessings from the gods immortal of the Roman people have been received for our citizens and for our mission to restore the Roman nation, state and culture. This edict contains the "Relatio Census P. Aurelio Barbato C. Flavio Constantino Aenea Stilichone consulibus" (Census 2025 Report) which reports the census period that started on a.d. VI Id. Mai. ‡ P. Aurelio C. Flavio cos. (10 May, 2025) and was ceremonially closed on a.d. XIV Kal. Nov. P. Aurelio C. Flavio cos. (19 October, 2025), but it was practically completed on prid. Kal. Quint. M. Metello D. Aurelio cos. (30 June, 2026). ________________________________________
Census 2025 Report by Censores M. Aurelius Cotta Iovius and C. Petronius Stephanus Turpilianus
The current census was completed and managed by the Officium Censuale (Census Office), directed by the scriba magister census, praeco ad censum, Cn. Cornelius Lentulus. Important assistants of the work were quaestor and praeco of the Officium Rei Informaticae, scriba of the Officium Administrationis Publicae C. Marcius Augustinus; and praeco ad censum and scriba censorius D. Aurelius Ingeniarius. The following is the detailed Report of the Census P. Aurelio Barbato C. Flavio Constantino Aenea Stilichone consulibus:
I. Summary and Introduction
The censors conducted a census of all citizens of Nova Roma from a.d. VI Id. Mai. ‡ P. Aurelio C. Flavio cos. (10 May, 2025), opening the census with the EDICTVM CENSORIVM DE LEGIBVS CENSVI CENSENDO. That edict contained the legal basis and regulation for the current census. This present edict contains some more regulations that were not previously proclaimed.

Lucilio II A. Tullia II cos. (15 October, 2022). with the lustrum being conducted, and thus the census completely closed on Id. Oct. Sex. Lucilio II A. Tullia II cos. (15 October, 2022).
- I.B.2. The current lustrum was performed on a.d. XIV Kal. Nov. P. Aurelio C. Flavio cos. (19 October, 2025), in the Roman forum of Aquincum, by censors M. Aurelius Cotta Iovius, flamen, and C. Petronius Stephanus Turpilianus, pontifex, assisted by pontifex Cn. Cornelius Lentulus, and was attended by consul C. Flavius Stilicho and by other magistrates and senators. The ceremonies were instructed by pontifex Cn. Cornelius Lentulus.

II. Appendix to be added: the results of the Census
Due to technical problems, we, the Censors, can't publish the results of the Census today before our term expires, paperwork is pending. However, all documents have been prepared and editorial work is left to our remaining staff and scribal apparatus. The remaining part of this edict will be published as soon as possible, as an APPENDIX to this edict. The new publication will not form a separate document or a new edict, it shall be considered part of this current edict, since the results already exist, but are in a raw format to be edited. With this present edict, hereby we order, enact and proclaim, that M. Aurelius Cotta Iovius, former censor, is appointed praefectus relationi census annuntiandae, special commissioner to publish the APPENDIX of this edict revealing the complete report, with the title CENSUS REPORT: EDICTUM CENSORIUM DE RELATIONE CENSUS P. AURELIO C. FLAVIO COS (2778/2025). When he made the announcement, his office of praefectus expires immediately.

Preamble. The lex Arria de censu civium aestimando instructs the censors to issue the Censorial Awards, marked with 12 Census Points, for major Nova Roman achievements or extraordinary excellence in virtue, morality and civic life between two censuses, only to be awarded upon the conclusion of the census, after the lectio senatus and the recognitio equitum, as a reward those who have already been admitted to the public knighthood or to the senate, or those who should not yet receive the highest distinction of being elevated to the knighthood, but whom the censors would like to honor with a distinction. The censors are granting the Censorial Award to the following excellent citizens:
I. C. Flavius Constantinus Aeneas Stilicho, for his increased efforts in advancing Nova Roma, serving excellently in the highest magistracies, leading one of the largest reenactment battles in Roman revivalist history, and significantly increasing the media reach and followers of the Nova Roma Instagram page within this lustrum.
II. Cn. Cornelius Lentulus, for his continued service to guide Nova Roma, to increase the number of legions and citizens, recruiting the best Romans of the world, and organizing most of the events and civil life of Nova Roma within this lustrum, as well, and for many new achievements, including the organization of the first complete Roman triumphus of the modern era.
III. P. Aurelius Barbatus, for helping out the curator aerarii to fix the banking affairs of Nova Roma, and to serve in the highest magistracies as an exemplary citizen within this lustrum.
IV. Ti. Iulius Nerva, for exemplary management of Provincia Marcomannia, and dutiful dedication, exemplary committment as officer and citizen within this lustrum.
V. A. Vitellius Celsus, for exemplary service to Nova Roma and Roman reconstructionism, participating in the most ambitious and highest quality projects, for growing his province with new citizens, new legion and a local community, and for exemplary committment as officer and citizen within this lustrum.
VI. Ti. Caecilia Sabina, for her continued exemplary civic service within this lustrum, assisting all Pannonian events of Nova Roma, and for co-founding a new Nova Roman group "Lumen Mundi."
VII. C. Valeria Terra, for immense help in the organization of many international and provincial events of Nova Roma within Pannonia, solving desperate situations, and being a reliable officer in all of her positions within this lustrum.

His virtue is particularly praised by the censors since he is doing all this work in very difficult health and strategical circumstances, without surrendering anything.
XIX. C. Marcius Augustinus, for exemplary work organizing provincial life as proquaestor of Provincia Lacus Magni, and for excellently assisting the Officium Rei Informaticae of Nova Roma in this lustrum.
XX. M. Hortensia Maior Fabiana Faustina, for continued exemplary citizenship as flamen and propraetrix in Sarmatia, assisting religious life at our affiliated temple of Jupiter, and for training and guiding the priests and camilli of Nova Roma in this lustrum.

Preamble. The lex Arria de censu civium aestimando instructs the censors to issue Activity Census Points to recognize accomplishments "increasing the reputation of Nova Roma" (III.E.4). The lex cites examples which kinds of achievements may be recognized: "a publisher of a high quality website on Roman studies, an author of book, film, renown blog, high quality production, or program. This recognition shall be given to citizens whose association to Nova Roma can make Nova Roma more famous and more respected. Such recognition shall be entirely within the judgement of the censors collegiately." It shall be noted that the censors cannot give these Activity Census Points for Serious Accomplishment in Romanitas for the same achievement that was once prized at the previous Census even if the individual in question continued or repeated the same accomplishment. One accomplishment may be recognized only once with these Activity Census Points.
In light of the above, the censors give the 30 Activity Census Points for Serious Accomplishment in Romanitas to the following citizens as part of the current Census at this time:
I. Cn. Cornelius Lentulus, for organizing, coreographing and conducting the first complete and academically researched modern era Roman triumph in Savaria (Savaria Történelmi Karnevál, 2023), with a closing ceremony in Rome (Natale di Roma, 2024), with scholarly reconstructed ornamenta triumphalia, Latin trochaic tetrameter triumphal songs, painted boards announcing the details of the victory, triumphal ferculum, specially instructed and dressed musicians and captives.
II. Marcus Caecina Maxentius Conditor, for his famed achievement as a public educator of Romanitas, especially about the historic characters of Maxentius and Romulus, by his television and other media works, published articles and book.
III. Gaius Flavius Constantinus Aeneas Stilicho, for his widely respected educational work in social media with his TikTok channel "Flavius Stilicho" (https://www.tiktok.com/@flaviusstilicho) and to a lesser extent, on Instagram with "The Age of Constantine" channel, teaching about Roman history, reensactment and world view, becoming a renown public educator in social media, too, after his fame in the world in reenactment which was prized by previous censors.
IV. Gaius Petreius Reinhardus, for his very high quality historical reconstruction art works of jewelry, equipment and various accessories of the Roman and post-Roman era, sharing his knowledge and products thoughout our various provinces and events related to Nova Roma.
V. L. Decius Sebastianus Maiorianus, for his high quality and famous educational YouTube channel "Maiorianus" (https://www.youtube.com/@Maiorianus_Sebastian), spreading knowledge about Roman history, especially about a topic that is less known to the public, late antiquity.
VI. T. Antonius Cursor, for opening Areál Terra Felix, for starting the initial works to build a Roman fortress, Castellum Felix (https://legionari.eu/castellum-felix/) in our Provincia Marcomannia (Czechia), and by doing so, working towatfs the goals and founding principles of Nova Roma.
VII. A. Ocratius Maximus Gittus, for completing the principia (HQ) of Castra Ovum, which is the largest replica wooden Roman military building in the whole of Britain, making significant progress toward completing the entire fortress and its accompanying barbarian buildings around, and for founding and continuing the "Auxilia - Rome's Cutting Edge" Festival in his fortress, doing all this under extreme diffulties and despite personal tragedies.

Edictum censorium de moribus et operibus publicis

We, the elected censors of Nova Roma, with authority granted to us by the lex Cornelia Domitia de re publica constituenda, have the duty to safeguard the public morality, virtue, honor and decency through public admonition, and to review, evaluate and set the direction of the public works, properties and finances of the state between two censuses. To fulfill our legal duties and to finalise our work as censors in this elected term, we have evaluated the public works, properties and finances of Nova Roma as part of the current census, and as part of the closing acts of the Census, we proclaim the following edict:
I. Morals.
- I.A. We, the censors, are generally content with the public morality of Nova Roma, and we encourage our fellow citizens to keep up this amicable, brotherly and very Roman spirit of unity and comradery that can be experienced in Nova Roma everywhere.
- I.B. We should also warn our fellow citizens that hostility, rudeness and contempt of another Nova Roman citizen, or any individual of Roman identity, anyone who holds our Roman heritage dear, is not acceptable and is certainly not condoned by these or any future censors of Nova Roma. This is a warning to cease such behavior, if anyone recognizes himself, or the next censors will be forced to issue Censorial Reprimands in the future. We need to have a sense of unity in this small world of ours, Roman reconstructionists, we must appreciate anyone in this world who recreates Rome, whether they do it excellently, or poorly, if they do it, this is already a good thing, because they remind people of the name of Rome, and the idea of a better world.
- I.C. We, the censors, determine and prescribe that politeness shall be the standard public behaviour in Nova Roma: each citizen shall publicly act in the supposition that every fellow citizen is here in good will and for the common good, the common goal. In this spirit, we are instructing the government of Nova Roma to enforce the following principles until review in the next Census:
- I.C.1. Public civil discourse in all official or public forums of Nova Roma shall always be polite, respectful, amicable and good spirited. Strong disagreement is natural and healthy in the public debates of a republic, but it always shall be phrased in a respectful and kind manner in Nova Roma.
- I.C.2. Stronger, especially emotionally sensitive religious, philosophical, ethical or political disagreements, whenever possible, should be discussed privately between citizens, or in private forums, within private circles. When they are discussed publicly (which should be allowed only if there is a very wide and intense public demand for their public discussion), hurtful and offensive statements shall be managed according to rigorous but fair moderation policies.
- I.C.3. All activities and discussions that separate rather than unite the fellow Nova Roman citizens shall be pursued in private. Nova Roma shall provide a place for activities and discussions that facilitate cohesion and productivity, to build Nova Roma, and not to provide a place for self-serving debates and confrontation of views which do not advance the causes and mission of Nova Roma.
- I.D. Government officers who will not enforce these principles, and notorious offenders of this set of rules, will face rigorous reprimands in form of censorial notae and other forms of retribution. Citizens acting in this spirit will be praised and awarded, those acting against this spirit will be chastised and punished.
II. Finances.
- II.A. We, the censors, are reporting that the total financial reserves of Nova Roma amounts to $21,560 USD (with a degree of uncertainty due to an account's exact amount to be clarified). The Nova Roman Aerarium has three accounts, one managed by P. Porcius Licinus with approximately $1000 USD (current information was not available at the moment of publication), and two managed by quaestrix aerarii T. Popillia Laenas with one having $8,929 USD, and the other having $11,631 USD.
- II.C. There have been only small expenses since the last census. The only transactions occurring were to maintain our registered legal representative in Maine and the cost of website maintenance. The only bigger transaction in this lustrum was the sponsorship of the XI Conventus of Nova Roma and the Natale di Roma festival, with 4000 EUR.
- II.D. We, the censors, encourage that Nova Roma should continue the policy ordered by the previous censors, Q. Arrius Nauta, and P. Annaeus Constantinus Placidus. Nova Roma has a mission to accomplish and saved funds should be invested where we can advance our mission. We are content that the Senate and the People have introduced laws and measures as instructed in the previous edict of the last censors. We instruct the government of Nova Roma to follow the same direction in the next Lustrum, namely:
- II.D.1. to support official state sacrifices, ceremonies and rituals financially which are public and for the benefit of all of Nova Roma.
- II.D.2. to support the provinces to organize high quality events, and where possible, in support of reenactment. We define reenactment as the use of historically authentic Roman clothing and engaging in Roman activities, including: rituals, celebrations, military drills, gladiatorial or other theatrical-spectacular performances, banquets or even simple community moments and face-to-face meetings in historically authentic Roman clothing.
- II.D.3. to support our legions and other reenactment groups who promote Nova Roma in return.
- II.D.4. to continue the work of establishishing a central stock of ceremonial vestments, equipment and tools which magistrates, governors, priests and officers of Nova Roma can borrow and use.
- II.F. Our magistrates shall implement and execute these financial policies, within these conditions and observing these principles. They shall make proposals to the senate for cases when senate approval is needed.
III. Properties.
- III.A. Nova Roma has a main website, a Facebook page, a main official forum through Groups.io, a public forum through the Facebook group and Discord server, and an official Twitch Channel. Nova Roma also has a number of unofficial pages and forums (for example: Instagram, Reddit, Twitter, YouTube etc.) for publicity, for special interest groups, for our legions and other reenactment groups or for provincial purposes. These unofficial pages and forums are not under our purview.
- III.B. We, the censors, instruct the magistrates and the government to continue the enhancement towards unified guidelines and moderation policies in all of our forums.
- III.B.1. In keeping with our points in the Morals section of this edict, the aediles and all forum managers shall continue and strengthen the policy that all online discussion platforms, remain free from internal politics (with exception for the Forum Romanum), macronational politics, and any unpleasant or poorly toned debates.
- III.B.2 The government shall review and evaluate the many unofficial pages and forums of Nova Roma and integrate them into the official system wherever it is permissible and logical to do so.
- III.B.3. We recognize the successful completion of the order of the previous censors regarding the reconstructionist creation of the cohortes vigilum, cohortes praetores and cohortes rei publicae.
III.C. In keeping with our points in the Finances section of this edict, the magistrates, the governors and the senate of Nova Roma, shall develop the details of how to store the new authentic Roman vestments and accessories, which are public property, so that they can be easily accessible. They are to develop a financial assurance framework and system of cautions to issue and investigate those citizens who borrow them and fail to return them or pay for damaged property.
IV. Public projects and works.
- IV.A. We, the censors, stipulate that the main direction of public activity, projects and works should focus on Roman living-history and Roman reenactment. Within the frame of these objectives, it is possible to conduct all activities desired by Nova Roma: festivals, rituals, ceremonies, celebrations, social meetings, educational and cultural programs and banquets. Since all ceremonial occasions of Nova Roma require Roman attire and authentic choreography, all of our public appearances fit in the category of living-history and reenactment. Another reason for this main direction is that these spectacular aspects of our public activities have the potential to be the best recruitment tool, and to become a reception of support by macronational authorities and institutions. This priority in our public works is further justified by the nature of the mission of Nova Roma which requires us to conduct Roman historical education, for which purpose living-history and reenactment have scientifically been demonstrated to be the best method. In light of this:
- IV.A.1. we instruct our government, the aediles and governors in particular, that they do everything they can to make Nova Roma part of as many public Roman festivals as possible in our provinces and in Italy.
- IV.A.2. we instruct the government of Nova Roma to support Roman camp, village or city building projects, which promote Nova Roma in return, with priority given to those that are managed or owned within Nova Roma itself.
- IV.A.3. we instruct the government of Nova Roma to continue and expand our cooperation with Templum Project and to look for similar opportunities globally.
- IV.A.4. we instruct the government of Nova Roma to develop a comprehensive Latin educational program within Nova Roma which would offer Latin education for citizens and non-citizens, and which could be used to generate revenue for Nova Roma and for employed teachers.

Pursuant to the Senatus Consultum de funere censorio L. Equitii Cincinnati Auguris and to honour the memory and service of the late L. Equitius Cincinnatus Augur, I, as consul have determined that:
I. The funus censorium of L. Equitius Cincinnatus Augur, funerary ritual and sacrifice will be held at a.d. VII Id. Mai. (9th May). The ritual and sacrifice will be officiated by pontifex Cn. Cornelius Lentulus on behalf of both consuls.
II. A state mourning is declared from a.d. VIII Id. Mai. (8th May) to a.d. VI Id. Mai. (10th May). In accordance with the Senatus Consultum de funere censorio L. Equitii Cincinnati Auguris those days are declared Dies Nefasti Publici (NP).
III. The consuls instruct the aediles to hold the Ludi Equitii memorial games in this period within one month of the state mourning period.

I hereby convene the Comitia Curiata to invest the consuls and praetors with imperium. The agenda is the following:

Consular edict concerning the establishment of prior edicts at the beginning of the magistracy
I. In accordance with the Lex Arria de edictis, magistrates are required to confirm or revoke those edicta of their office predecessors before any new edicta can be issued. This edict is hereby issued to meet this legislative requirement. This comprehensive review has been conducted to not only ensure a high level of accuracy, it serves as a way to install confidence that the consuls place a high priority on good governance, but also to serve as a benchmark that will make it easier for current and future magistracies to understand all the current applicable law. We proclaim this edict prior to the calling of the Comitia Curiata.
