Overview

Founded in M. Cotta C. Petronio cos. MMDCCLXXVII a.u.c., the Collegium Iurisprudentium (Collegium Sodalitas Iurisprudentium) was a concept first introduced by D. Aurelius Ingeniarius, with the purpose of providing wider education on ancient and Nova Roman law. The Collegium aims to provide a service to the Res Publica by offering subject matter expertise to magistratus and cives alike. Offering advocate and jurist training programs as well as legislative editing services, the Collegium focuses discussions and legal tasking through the experience of past and present senior magistratus and officers, like the decemviri stlitibus iudicandis.

Unlike other Collegia Sodalitates, the Collegium Iurisprudentium was endorsed, not by the senate but by the passing of the lex Aurelia de Collegio Iurisprudentium condendo. So named after the presenting praetor and fellow Collegium founding member, P. Aurelius Barbatus, the path chosen by the Collegium to seek comitia approval and a lex links with the Collegium's vision to be on the leading edge of Nova Roman law and legislation. The members took advantage of article I in the lex Cassia de creatione sodalitatum which permits the creation of a state-sponsored Collegium “…through vote in any one of the Comitia…”. The very act of seeking the foundation of the Collegium in this manner holds true to society objectives and helps all of Nova Roma explore the laws of the Republic.

The Collegium acknowledges and pays homage to the goddess Minerva of the Capitoline Triad, the god Liber of the Aventine Triad, and the goddess Iustitia of the imperial era.

Joining the Collegium Iurisprudentium

As the activities of the Collegium concern the analysis and potential lobbying for changes in Nova Roman legislation, membership is restricted to certain Nova Roman citizens, with limited exceptions. Basic entry into the membership of the Collegium is restricted to:

  • Cives optimo iure (Full Nova Roman citizens)
  • Cives sine suffragio (Partial Nova Roma citizens)
  • Cives Latini (Associate Members)

The only exception to the above is that the Collegium may invite practicing advocates, lawyers, attorneys, barristers, notaries, counselors, solicitors, legal executives, or public servants who have a recognized Bachelor of Laws or have completed postgraduate studies in law. Those invited are not required to be Nova Roman citizens but may be encouraged to register with Nova Roma.

Collegium Iurisprudentium Services

Besides providing an education on ancient Roman and Nova Roman law, the Collegium provides both internal programs for Collegium members and external support for citizens and magistrates alike.

Cursus Advocatorum - the Advocatus Development Program (ADP)

Like the advocates of the ancient Roman Republic, citizens and members of the Collegium may undertake training to become a recognized Nova Roman advocate. Advocati are trained to support and provide advice to those citizens undergoing any judicial or court procedure in Nova Roma, or who are otherwise seeking support in understanding their rights to redress a grievance. Advocati may also represent their clients in any formal procedures.

The Cursus Advocatorum, Advocatus Development Program (ADP), is a 12-month self-paced course requiring research, written academic work, and presentations to the collegium by participants. Graduates are awarded 5 Census Cultural Points.

Nova Roma Legal Advocate Support

Trained advocates, graduates of the Cursus Advocatorum, are available to all citizens to support them in legal matters or matters of law. Advocates can support and represent you in any Nova Roma legal trial, ensuring you know your rights and managing the process on your behalf. They can also provide specialist services to citzens forming municipalities or navigating their rights on specific Nova Roman matters.

Cursus Iurisconsultorum – the Iurisprudens Development Program (IDP)

Like the Advocati, the Iurisconsulti are similarly trained to provide advice; however, their expertise is intended to support and advise magistrates, governors, the senate, or any other citizens seeking constitutional or legislative guidance. Graduate Iurisconsulti provide commentary on Nova Roman law and legislation and contribute to the public Journal of Nova Roman Law, an annual requirement.

The Cursus Iurisconsultorum Iurisprudens Development Program (IDP), is a 12-month self-paced course requiring research, written academic work, and presentations to the collegium by participants. Graduates are awarded 5 Census Cultural Points.

Tabularium - Record of Collegium Resolutions

Several actions or decisions of the Collegium require a vote to be conducted. Resolutions of this nature can only be presented and passed during a meeting called by a Magister (or other officers as appointed by a mandatum of a Magister). Successful Resolutions are to be numbered in the order of their passing. Unsuccessful Resolutions are not published as Resolutions and the attempted action is merely recorded in minutes only. Resolutions consist of "Collegium Resolution Records" (CRR) and "Collegium Approved Tabularium Adjustments" (CATA). The latter is the formal advice from ther Collegium to a Nova Roman official or magistrate.

The magistri enact their decisions and interpretation of the charter through the formal issuing of mandata (mandates). The magistri may present a mandatum that concerns the operation and structure of the Consilium Collegii and all Collegium matters, not otherwise covered by the charter. Although mandata are technically used to call for collegium meetings, only those mandata concerning other matters are recorded below.

The Journal of Nova Roman Law (JNRL)

Overview of the JNRL

Established under collegium resolution XV, on a.d. IV Non. Sext. P. Aurelio C. Flavio cos. MMDCCLXXVIII a.u.c., the Collegium established a formal, published academic study journal called the "Journal of Nova Roman Law" (JNRL). The JNRL is sponsored by the Collegium Iurisprudentium and managed by the Collegium Magistri. The JNRL is an important piece to the Advocate and Jurisconsult course, run by the Collegium, where students are required to submit a final article to this journal. The journal stands as a high-end collection of researched corroborations, analyses, commissioned studies, and opinion pieces by Nova Roman citizens, qualified to provide commentary on Nova Roman law.

The journal sits as a live, "living" document, constantly added to over time. Every new and approved submission is amended as a new catalogued article in the journal. The journal will be online accessible from the Nova Roma Wiki website and via a downloadable PDF. The latter requires the Magistri to release a new version with each edition. The journal remains free and open to view, but the PDF is only available to download by Collegium members.

The Journal is subdivided into years, where articles that were submitted in that year will be listed in chronological submission order. There is no restriction on how often the journal may be updated with new submissions.

Who can submit to the JNRL

The following citizens are eligible to make submissions to the JNRL:

A. All members of the Collegium Iurisprudentium.
B. All citizens who are serving or who have served as praetor, consul, or censor.
C. Citizens assigned to the Law Revision Committee of Classicists and Latinists.
D. All current Nova Roman senators.
E. Current serving decemviri stlitibus iudicandis.

In all cases, it is implied that authors must be current active citizens in good standing, cives optimo iure, and be tax-paying citizens, assiduus.

Submission process

All submissions are initially assessed by the Magistri for compliance and editorial appropriateness. Under the will of the Magistri, they will bring the submission to the Collegium to be voted on under a resolution. Upon a simple majority voting in favour of the resolution, the submission is to be included in the journal, facilitated by the magistri. If the author(s) of the submission are members of the Collegium, they are entitled to 3 Merit Points as under Article XXIII.I of the Collegium charter. Submissions must follow the following format requirements:

  • Submissions must be a minimum of 1000 words, with a tolerance of 10 percent. Submission cannot be any larger than 3000 words with a tolerance of 10 percent. Bibliography is not included in the word count.
  • Submissions must be typed in English, opting for North American spelling, although use of Latin is permitted for ad hoc words, concepts, positions/offices, and short phrases. The text should always be easily discernible to an English reader.
  • Submissions must use Chicago NB style referencing, a system of note citation and bibliography reference list. There is no limit to the number of authors, but submissions with an overly large number of authors may be requested to provide a breakdown summary of contributions.
  • Submissions must not use Artificial Intelligence (AI). Although the use of AI to guide submission planning and layout is acceptable, AI cannot be used to write any portion of the body of text.
  • Submissions may contain a single line for attributions or acknowledgments.
  • Images are permitted but must be captioned, numbered, and must contribute to the submission (cannot simply be for decorative illustration). No more than four images are permitted per submission, and they must each be less than or equal to 600 pixels in either dimension.
