Relatio de legione extra provinciam pro provincia Pannonia constituta (Nova Roma)

A senatorial decree concerning the legion established outside the province for Provincia Pannonia.

I. The senate acknowledges the investigation by the consuls under edictum consulare de legionibus extra provincias constitutis, concerning the establishment of a legion outside the legal boundaries of provincia Pannonia.

II. The senate concurs with the position of the consular edict going forwards, concerning interpretation of the lex Aurelia de legionibus and the lex Aurelia de familiis gladiatoriis et ludis gladiatoriis with respect to the ability of governors raising or establishing new units.

III. The senate instructs the consuls to present an amending law to the people through the comitia, to address the ability for magistrates to present edicta from the distant past.

IV. Acknowledging the relationship developed through the provincial governor, the senate hereby places Legio VI Herculia under the direct command and imperium of the governor of provincia Pannonia for two years from the date of the enactment of this senatus consultum. In this period, the senate should evaluate the viability of a new province or an expansion to provicia Pannonia. The governor of provincia Pannonia is instructed to cultivate activity in the region of the province to promote future independent administration. If the senate has not enacted a decision by the expiry of this time period, then the legion will automatically return under the direct command and imperium of the consuls. In the future, if a new province encompassing the legion is established or if the borders of another province is expanded to encompass the area of the legion, then the legion is automatically assigned under the imperium of the responsible governor, even without explicit remarks of the senate.
