Census in Roma Antiqua

The census was a register of Roman citizens and of their property, first established by Servius Tullius, the fifth king of Rome. After the expulsion of the kings it was taken by the consules, until censores were appointed for the purpose of taking it in 443 B.C.

The census, the first and principal duty of the censors, for which the proper expression is censum agere (Liv. III. 3, 22, IV.8), was always held in the Campus Martius, and from the year B.C. 435 in a special building called Villa Publica, which was erected for that purpose by the second pair of censors, C. Furius Pacilus and M. Geganius Macerinus (Liv. IV.22; Varr. R. R. III.2). Learn more...

Useful Information

Requirement for Registration
Certain citizens are considered already counted for the census. Citizens who do not have to respond are:

  • Citizens who obtained citizenship after Id. Oct. Sex. Lucilio II A. Tullia II cos. (October 15, 2022).
  • Citizens who have paid taxes for the current calendar year (P. Aurelio C. Flavio cos., 2025).
  • Magistrates of the current calendar year and any current officers or priests of Nova Roma, excepting senators.

Proxy Registrations
Governors are entitled to obtain from censors their provincial citizens' data. Governors also have a remit to declare to the censors the activity, and therefore, an official response, on behalf of his or her province's citizens. Governors should take care to only respond on behalf of those citizens who have shown sufficient local activity in his or her province, where it would otherwise not be recorded. Misrepresenting the active status of citizens is harmful to Nova Roma and has flown-on effects to other areas of society and senate decision making.

If a citizen knows of an extended period of unavailability that will coincide with the census, the citizen can entrust a personal representative to register him or her on the census. The personal representative can be anyone the citizen selects, but this representative must produce evidence (for example an email) of being chosen as a citizen's representative for the census.

Failure to Register

Failure to register on the census is considered a dereliction of the one and only obligatory civic duty, and it involves all census points and civic rights in Nova Roma. Citizens who fail to register on the census will formally retain their citizenship or the type of their allied status, but their rights will be suspended. It will be possible for such citizens to register themselves later, between two censuses, at which time their rights will be reinstated, but their census points will be restored only partially and gradually.
