Preamble

Inasmuch as the Senatus Consultum de Ratione Senatus X.C.5.g. stipulates the following:

“If the Princeps Senatus cannot be contacted either between the call to convene and the call to order during a formal meeting of the Senate in session, then the Censors shall appoint a Senator of their choice to act for the princeps senatus during that session only. That Senator should match exactly or as close as possible, in their opinion, the requirements under X.A. Should the Princeps Senatus subsequently declare himself/herself present before the call to close, the appointment of the acting Princeps Senatus shall be automatically terminated.”

in my capacity as the sole Censor of Nova Roma, I am issuing the following unofficial, non-corporate censorial edictum to be enacted as temporary measures, not to be held as binding under the corporate constitution of Nova Roma, Inc. or the regulations of the State of Maine:

I. In my capacity as the sole Censor of Nova Roma, I declare that the current Acting Princeps Senatus, L. Cornelius Sulla Felix, cannot be contacted, because he, as one of the organizers and leaders of a coup d’état against the Nova Roman Republic, attacked the Res Publica, the rule of law and the legal order, and the Senate and People of Nova Roma, and by doing so, he removed himself from among the good standing citizens of Nova Roma and from the commonwealth of law and order of Nova Roma; and because, by every reasonable assessment of his character, his involvement in the proceedings of this honorable Council can be expected to be greatly subversive, disruptive and driven by malicious agenda of enforcing only his strictly personal goals on his own advantage, his involvement and contacting him is reasonably expected to provoke his vicious attacks against the law-abiding citizens of Nova Roma, and it would result in his obstructing the procedures of this lawful Senate to the detriment of Nova Roma and to the cause of restoring the Res Publica; thus I conclude, confirm and declare that contacting the current Acting Princeps Senatus, L. Cornelius Sulla Felix, and involving him into the business of this Order, is impossible, as he is not among the honorable citizens of Nova Roma, and it is dangerous and potentially very harmful, given his and his faction’s agenda; therefore it is against the interests of the Senate and People of Nova Roma, and against the spirit of our laws.

II. In the absence of the official, corporate Acting Princeps Senatus, I appoint Senatrix A. Tullia Scholastica to act as Princeps Senatus during our next session only.

III. This unofficial, non-corporate censorial Edictum shall not have any legal meaning or official status either under the laws of the State of Maine or within the context of Nova Roma, Inc. as a corporation chartered in the State of Maine, USA; however, it shall become an official Edictum of the Nova Roman Censor upon later confirmation by the lawful, legal state and corporate authorities of Nova Roma after order is restored to the Republic.

Edictum consulare VI de comitiis populi tributis convocandis et de suffragiis ferendis

EDICTUM CONSULARE VI DE COMITIIS POPULI TRIBUTIS CONVOCANDIS ET DE SUFFRAGIIS FERENDIS I. I hereby convene and I summon a Non-Corporate Session of the Comitia Tributa to gather in the Free Forum of Nova Roma (the “Saving Nova Roma” mailing list) in order to vote on the election of quaestores. The Contio has been held and is hereby closed.

II. The auspices were taken for the 26th December by Augur C. Claudius Quadratus, it was used for the Contio, and today it has been taken again for today’s date by me through the performance of Pontifex Cn. Cornelius Lentulus, approved by Augur C. Claudius Quadratus, and were, again, favorable.

III.A. Authorized by the NON-CORPORATE SENATUS CONSULTUM ULTIMUM ON THE CONTINUED OPERATION OF THE RES PUBLICA DURING THE CRISIS, and by the LEX CORNELIA DOMITIA DE RE PUBLICA CONSTITUENDA, the time between this convening of the Comitia and the start of voting is hereby shortened from the period required by the lex Cornelia de ratione comitiorum tributorum, because of the extreme urgency due to the end of the year. As normally under our laws, one voter can endorse eight, seven, six, five, four, three, two, one or zero candidates for the quaestor position.

V. The diribitores shall have access to the Cista e-mail box, and they shall count the votes, supervise the voting process and report the results as required by the laws of Nova Roma in force.

VI. No other change is done to the regular electoral process as defined by the laws of Nova Roma in force.

VII. II. The auspices were taken by Augur C. Claudius Quadratus, and were favorable.

Edictum consulare II de candidatis

EDICTUM CONSULARE II DE CANDIDATIS

I. The “non-corporate senatus consultum ultimum on the continued operation of the res publica during the crisis” stipulates that the consules are exempted from under all restrictions and regulation concerning the holding of senate sessions or assemblies of the comitia, including the regulations on elections and candidacies, in order to ensure a timely and viable process of any necessary legislation and election before pridie Kal. Ian. (December 31) in the current calendar year Cn. Cornelio Lentulo Alexando et T. Domitio Dracone consulibus MMDCCLXIX AUC (2016 AD).

II. The temporary rules and requirements about candidacies are the following:

II.A. Candidates for the presidential magistracy (consul or tribunus militum consulari potestate) shall be at least 21 years of age and shall have been a citizen of Nova Roma for at least 3 years as of the next Kalends of January. Candidates for the quaestorship shall be at least 21 years of age and there is no other requirement.

II.B. All other legal requirements for presidential (consul or tribunus militum consulari potestate) or quaestor candidacy are waived for this election, with the exception of the lex Salicia de prorogatione et cumulatione, in order to keep annuity and accountability, the basic principles of Roman republicanism intact.

EDICTUM CONSULARE I DE OFFICIO CONSULARI

I. I here appoint my consular office staff with their specific titles and tasks:

A. Cn. Cornelius Lentulus, as praefectus officio consulari et praetorio, to serve as the head, director and chief of staff of the consular government, to manage and lead all of my official duties and activities according to my approval, and to be in charge of real life events and Roman reenactment projects specifically.

B. P. Porcius Licinus, as praefectus consularis iuri consulendo et bello civili gerendo, to be the head of the Legal Action Bureau, and the director of my office’s strategy and action regarding the ongoing “civil war” i.e. internal conflict within Nova Roma, our liberation and renewal movement.

C. C. Claudius Quadratus, as praefectus cultui culturae administrandae promovendae, to serve as the head of the Religious and Cultural Bureau. In the absence of aediles, he is in change of all aedilician tasks.

D. Q. Lutatius Catulus,

1. as accensus consularis primus, to serve as the head of the Administrative Bureau and as such to be in charge of all scribae and accensi; and to serve as staff member in the Religious and Cultural Bureau;

2. and as praeco consularis primus, to serve as the head of the Public Communications Bureau and as such to be in charge of consular office public communication.

E. Sex. Lucilius Tutor, as accensus consularis, to serve as staff member in the Legal Action Bureau.

F. A. Liburnius Hardianus, as accensus consularis, to serve as staff member in the Legal Action Bureau.

G. Q. Arrius Nauta, as scriba consularis, to serve as staff member in the Legal Action Bureau, Religious and Cultural Bureau and Public Communications Bureau.

H. In addition to his chief of staff duties, Cn. Cornelius Lentulus,

1. as praeco consularis interpres, to serve in the Public Communications Bureau, and to serve as English language assistant and translator;

2. as accensus consularis, to serve as staff member in the Legal Action Bureau;

Edictum interregis V de comitiis curiatis convocandis

EDICTUM INTERREGIS V DE COMITIIS CURIATIS CONVOCANDIS I. As described by the Edictum interregis IV de suffragiis ferendis, and as historical tradition dictates, whereas the presiding magistrates, and not the pontifices convened the Comitia Curiata in ancient Rome for the conferral of imperium, Pontifex Cn. Cornelius Lentulus is hereby authorized to convene the Comitia Curiata, under my auspices, in place of the pontifex maximus.

II. The session of the Comitia Curiata starts at 8:00 AM, Rome Time, October 21, and shall be opened by Pontifex Cn. Cornelius Lentulus. The lictores curiati shall post their witness statements after the opening.

III. The session ends at the time when Pontifex Cn. Cornelius Lentulus announces the closing of the session.

IV. After the closing of the session, the new consuls are deemed to be invested with imperium.

Preamble. As the perpetrators of the illegal takeover of Nova Roma, Cn. Iulius Caesar, L. Cornelius Sulla Felix and their coup senate still maintain control of the corporate infrastructure, all communication channels and the voting tools of Nova Roma, refuse to defer to lawfully established procedure, disallow any exercise of electoral process and willfully impede the election of magistrates, I, as interrex of the Nova Roman Republic, authorized by the NONCORPORATE SENATUS CONSULTUM ULTIMUM ON THE APPOINTMENT OF A NONCORPORATE INTERREX AND ON THE HOLDING OF NONCORPORATE ELECTIONS, establish the following temporary rules and method of voting in the comitia centuriata:

I. Voting shall be conducted by e-mail, and the e-mails containing the votes shall be sent to the following e-mail address, designated as the Cista:

V. After the results of the election have been announced, pontifex Cn. Cornelius Lentulus is authorized by this edict operating under the NONCORPORATE SENATUS CONSULTUM ULTIMUM ON THE APPOINTMENT OF A NONCORPORATE INTERREX AND ON THE HOLDING OF NONCORPORATE ELECTIONS, to convene the Comitia Curiata to invest the consules designati with imperium. This present edict also validates the Comitia Curiata session certified by pontifex Cn. Cornelius Lentulus which ceremonially invested Cn. Cornelius Lentulus Alexander with imperium, adding the commentary that neither the imperium of the interrex needed, nor the that of consuls need Comitia Curiata approval when operating under a senatus consultum ultimum. As per the instructions of this present edictum, the lex curiata de imperio on the newly elected non-corporate consules will take effect immediately after the first lictor curiatus has witnessed the investment.

VI. This unofficial, Non-Corporate Edictum shall not have any legal meaning or official status either under the laws of the State of Maine or within the context of Nova Roma, Inc. as a corporation chartered in the State of Maine, USA; however, it shall become an official Edictum upon later confirmation by the lawful, legal state and corporate authorities of Nova Roma after order is restored to the Republic.

I. I hereby designate the “Saving Nova Roma” Yahoo mailing list as the free State forum of Nova Roma for the duration of the crisis caused by the coup d’etat of Cn. Caesar and L. Sulla. This mailing list shall be the main community forum of the Free Nova Roma itself, and of the “Free Nova Roma Movement” (or “Saving Nova Roma Movement”, there is no official name).

II. Any topic of discussion is allowed that furthers the goals of the liberation of Nova Roma, or which helps citizens to build and enjoy an authentic Roman community, to learn and spread Roman culture and all things Roman, or to strengthen solidarity and friendship among the list subscribers.

III. The priority focus of the “Saving Nova Roma” mailing list shall be to discuss our problems caused by Caesar and Sulla and their harmful faction, our ideas and action plans about how to prevent Sulla and Caesar from doing more harm, and how to present our ideas better on the communication forums of Nova Roma, and how to remove these offenders, Sulla and Caesar from any position where they would continue causing more harm to Nova Roma.

IV. It is not permitted to discuss preferences for, or recruit for, other organizations and the ideas of giving up and leaving Nova Roma.

V. It is not permitted to use harsh, insulting or hurtful language against other list members, or to conduct personal quarrels on the mailing list.

VI. A violation of these rules shall result in being put on moderation for an interval determined by the list moderators, or, in irreconcilable cases, in removal from the mailing list. The final judge for appeals on this forum shall be the magistracy with the highest imperium present on this forum.

Pompeio Sex Lucilio cos., and I summon a Non-Corporate Session of the Comitia Centuriata to gather in the Saving Nova Roma forum in order to elect the consuls for the remaining months of the 2769 AUC term. The Contio begins now – 17:00 PM Rome Time today, the Nones of October (7th October 2016).

II. The auspices were taken by Augur C. Claudius Quadratus, and were favorable.

III. The schedule for this Non-Corporate Session of the Comitia Centuriata:

V. Authorized by the NONCORPORATE SENATUS CONSULTUM ULTIMUM ON THE APPOINTMENT OF A NONCORPORATE INTERREX AND ON THE HOLDING OF NONCORPORATE ELECTIONS, the time between this convening of the Comitia and the start of voting is hereby shortened from the period required by the lex Cornelia de ratione comitiorum centuriatorum, because the favorable auspices were obtained explicitly for 10th October, and there is urgency not to delay this elections for more weeks.

VI. This unofficial, Non-Corporate Session of the Comitia Centuriata shall not have any legal meaning or official status either under the laws of the State of Maine or within the context of Nova Roma, Inc. as a corporation chartered in the State of Maine, USA; however, it shall become an official Session of the Nova Roman Comitia Centuriata upon later confirmation by the lawful, legal state and corporate authorities of Nova Roma after order is restored to the Republic.
