Introduction

Ius edicendi, the right to issue edicta (edicts) is enshrined in the Nova Roma constitution, defined as "the executive resolutions of the officers of the corporation" as per I.C. in the Constitutional Basis.

Edicta form part of the hierarchy of legal authority and legislation within Nova Roma. The constitution is the highest legal authority and takes precedence over all other legislation and any edicta. Below senatus consulta ultima, a legally appointed Dictator’s edicta takes precedence. After all other leges, decreta and normal senatus consulta, various magisterial edicta are permitted in order of office precedence as listed in IV.A. of the constitution.

For edicts to take effect, they must be published to the Forum Romanum, the official list in accordance with Lex Vedia de ratione edictorum. They will then be published here for record keeping. Edicts are also subject to ius intercessionis, intercessio (intercession; a veto) by magistrates of higher authority or from a Tribunus Plebis.

Edicta of the Magistratus Extraordinarii

The magistratus extraordinarii are those offices that are by exception, not part of the central elected government of Nova Roma. Offices include Dictator, Promagistratus (Promagistrate), and special commissioners. A typical promagistratus that can issue edicta are governors. Special commissioners include offices such as the praefectus rei publicae administrandae (chief executive officer) and the curator rei informaticae (chief information officer).

Due to the importance of these offices, and in some cases an absence of term limits, the edicta of the magistratus extraordinarii can be enduring. The edicta of these magistrates can last multiple years, remaining valid, so long as the issuing incumbent remains in the authorized office. Governors' edicta remain valid for the duration of their appointment, in accordance with the Lex Arminia de ministris provincialibus.

As per IV.B.1 of the constitution, a dictator's "...edicta, or the parts of an edictum that are not in conflict with a lex, the day-to-day management, operational actions and decisions implemented by the dictator for Nova Roma that do not create new law conflicting with laws of higher legal precedence, will not become reversed or annulled automatically after the tenure of the dictatura, only the changes to the legal system of Nova Roma which would be in conflict with existing leges, Senatus consulta or decreta".

A governor's edicta are often recorded in a provincial tabularium, or in some cases listed in the praetorium as provincial legislation.

The magistratus ordinarii are defined in IV.A. of the constitution. According to the Lex Arminia de ratione edictorum the edicts of these standard magistrates only last as long as their term in office.

Edictum consulare on acting magistrates

I. This edictum is under the force of senatus consultum ultimum and the lex Cornelia Domitia de re publica constituenda, in the name of, and is issued based on the constitutional interventional power of, the liberators' committee.

II.The terms of office of quaestors would expire on 5 December, of the plebeian tribunes and aediles on 10 December. In order to avert any troubles out of this, all current magistrates remain in office as acting magistrates until the elections are concluded.

Edictum Proconsulare de rebus Provinciae Australiae intercedendis

I. Instructed by the senate, on the basis of my authorization as proconsul with greater imperium over certain provinces where I am not the actual governor, including Provincia Australia, I issue a special edict intervening into the internal matters of Australia in order to help and support the favorable developments in the province started by citizen D. Aurelius Ingeniarius.

II. D. Aurelius Ingeniarius started to develop an active local community of Nova Roma within Australia with promising success, entering contact with various Roman cultural organizations with the potential of alliance. As proconsul with supervising authority, I applaud and recognize the efforts of D. Aurelius. The governor of Australia, M. Claudius Nero legatus pro praetore is unfortunately incapacitated to conduct the necessary guiding and directing work and oversight, as he is located in a different geographical area, and as he is busy with other obligations and is currently unable to conduct fast and effective leadership, therefore I intervene with my imperium maius possessed over Australia and give the necessary authorizations to D. Aurelius Ingeniarius in order to build an active province of Nova Roma.

III. I hereby appoint citizen D. Aurelius Ingeniarius as my legatus in Australia, with the full title legatus proconsulis Cn. Lentuli Alexandri in Australia, and with the mandate to represent Nova Roma in my name and under proconsular power and authority. He has the special mandate to recruit citizens, recruit cooperating reenactment groups, and to establish a living and working community of Nova Romans in Australia.

IV. In addition to the previous office, I hereby appoint D. Aurelius Ingeniarius as the vice-governor of Provincia Australia, with the title praefectus provinciae Australiae administrandae. In this capacity, he reports to governor M. Nero legatus pro praetore Australiae, and secondarily, to me as his shared supervisor. His task is to govern Australia in lieu of the incapacitated governor, unless and until the governor becomes actively governing or instructs him otherwise. In case of need, I reserve the right to intervene, but intend not to, unless absolutely needed.

V. Oath of office is required, this edict takes effect immediately.

I. By consular imperium, we declare this next a.d. IV Id. Sex. (10 August) as a memorial day of grief for L. Cornelius Sulla Felix, who was an important protagonist in the early history of Nova Roma. While his actions in his joint faction with Cn. Iulius Caesar caused him to be declared an enemy of the res publica, his role as a dedicated patron to his numerous friends and as an important early citizen during Nova Roma's birth was significant, and as a closure to a period of internal conflicts, we, the consuls, in the name of the Nova Roman People, the Quirites, wish to make his memory publicly honored by the state.

II. The magistrates, all the officers of the state, the priests and all citizens are hereby invited to offer sacrifices for L. Cornelius Sulla Felix on this next a.d. IV Id. Sex. (10 August).

III. Financed by donations, the Senate and People of Nova Roma, the Nova Roman Republic shall send a flower wreath and a ribbon inscribed with "NVLLVS AMICVS MELIOR NVLLVS INIMICVS PEIOR : NOVA ROMA AD SVLLAM" (No better friend, no worse enemy. Pursuant to the Senatus Consultum de funere censorio M. Minucii Audentis and to honour the memory and service of the late M. Minucius Audens, the Consules have determined that:

I- The funus censorium of Ti. Galerius Paulinus funerary ritual and sacrifice will be held at a.d. V Id. Mai. (11th May) during the Lemuria and the Nova Roman Floralia: may the festival of flowers bless his memory! a) The ritual and sacrifice will be officiated by Pontifex Cn. Edictum consulare de Parilibus Pacis Deorum

I. After Nova Roma received the new Palladium and came into the possession of the worldwide renascent Roman People in its 20th year, on the Ides of October Sex. Lucilio C. Claudio P. Annaeo Q. Catulo tr. mil. cos. pot. (2770 AUC / 2017) at the Completion of the Founding of the New Roman Nation, and the Confirmation of the Declaration was issued by the royal decree of the interim rex sacrorum and interrex Cn. Lentulus Alexander, in which Nova Roma proclaimed itself as the property of all Romans around the world, and after the leaders of Nova Roma presented the new Palladium and Nova Roma in Rome on the Parilia C. Claudio T. Domitio (II) cos., (2771 AUC / 2018) in the 20th Anniversary, the Sacred Year of Concordia, Nova Roma entered a new phase in the history of Roman revivalism and reconstructionism, where a fully established New Roman People can honor the Roman gods. After all these important steps, this year the Parilia, the birthday of Rome, and the Pascha or Easter fall on the same day, today.

II. The end of the history of our ancestors, the ancient Romans, was marked by an exacerbated religious conflict between the traditional Roman religion and the Christian religion, when Rome adopted the Christian religion as its state religion, and the old religion of our gods was banned. Rome fell, and the Roman People soon disappeared as an entity and identity. There are still among us who cannot forget that Christianity eliminated our ancestral religion, however, during the 1500 years after the fall of Rome, Christianity also became an ancestral religion of Rome, and almost all of the ancestors of the present day Nova Romans were Christians generations after generations since the fall of Rome. The state religion of Rome was Christian ever since, and Christianity rules Rome and the inhabitants of Rome today. We cannot deny these facts, and as a polytheist culture, we cannot deny the divinity of the Christian god or the validity of the Christian religion, either. We cannot continue to consider the Christian god a foreign god, either, after his cult in Rome was established about 1950 years ago and it has been the official religion for 1600 years. It would be impietas not to recognize the god of our more recent ancestors, because honoring our ancestors is the core of the Roman religion. The period of hostility or ambivalence shall end, and we shall reconcile the old gods of Rome with the Christian god of Rome.

III. Based on the advice of pontifex Cn. Lentulus, I interpret the coincidence of the Parilia and the Pascha as a sign for Nova Roma: after the recent developments of Nova Roma, the Completion of the Founding, the establishment of the new Palladium, the bringing of the Palladium back to Rome, the Roman gods are pleased, and the Christian god of Rome and the old gods of Rome are giving a joint sign together on the birthday of Rome: the rebirth of Rome has really started.

IV. For all these reasons, I hereby give the mandate to pontifex Cn. Cornelius Lentulus, praefectus rei publicae, quaestor, to conduct the Parilia rituals in my name and under my consular, head of state, auspices, and I order him that he request all the gods of Rome, the Lares, Manes, Penates and Genius of the Roman People, that they recognize this Parilia as the start of a new era in Roman revivalism, and that they confirm the new Pax Deorum, not only because Nova Roma has made its contract with them at the Completion of the Founding ceremony, which has been dutifully maintained, but also as a recognition that the revival of the Roman People is the will of both the old Roman gods and the Christian god of Rome, who can be worshiped as one of the gods of Rome and the Roman People, in order to establish the new Pax Deorum.

I. I hereby convene and I summon a Non-Corporate Session of the Comitia Centuriata to gather in the Free Forum of Nova Roma (the "Saving Nova Roma" mailing list) in order to vote on proposed legislations, the rogatio Aurelia de legionibus and the rogatio Aurelia de familiis gladiatoriis et ludis gladiatoriis.

XVII Kal. Oct. (September 15) with T. Popillia Laenas. This is an extremely rare occasion of modern or Nova Roman history that we can publicly celebrate an official state wedding according to the most ancient Roman traditions. It is an important event of reconstruction and restoration of Roman way of life as practiced within community in our time, and it deserves our attention, support and good wishes, not only as a serious event of Roman reconstructionism, but also because Cn. Cornelius Lentulus gave so much to our community that we Nova Romans are almost like his greater family, and as family, we shall celebrate this joyous day with newly weds.

I. Due to impediments the 20th Anniversary Ludi Apollinares could not be organized by the praetors in proper time in July as part of this year's Vicennalia events.

The praetors are rescheduling the Ludi Apollinares to start tomorrow on August 27, on the VOLTURNALIA which is the festival of the Sacred Pignora Imperii of Nova Roma and the Genius of the Roman People in them. The Ludi Apollinares starting tomorrow are part of our Vicennalia celebrating 20 years of Nova Roma.

I. I hereby designate the “Saving Nova Roma” Yahoo mailing list as the free State forum of Nova Roma for the duration of the crisis caused by the coup d’etat of Cn. Caesar and L. Sulla. This mailing list shall be the main community forum of the Free Nova Roma itself, and of the “Free Nova Roma Movement” (or “Saving Nova Roma Movement”, there is no official name).

II. Any topic of discussion is allowed that furthers the goals of the liberation of Nova Roma, or which helps citizens to build and enjoy an authentic Roman community, to learn and spread Roman culture and all things Roman, or to strengthen solidarity and friendship among the list subscribers.

III. The priority focus of the “Saving Nova Roma” mailing list shall be to discuss our problems caused by Caesar and Sulla and their harmful faction, our ideas and action plans about how to prevent Sulla and Caesar from doing more harm, and how to present our ideas better on the communication forums of Nova Roma, and how to remove these offenders, Sulla and Caesar from any position where they would continue causing more harm to Nova Roma.

IV. It is not permitted to discuss preferences for, or recruit for, other organizations and the ideas of giving up and leaving Nova Roma.

V. It is not permitted to use harsh, insulting or hurtful language against other list members, or to conduct personal quarrels on the mailing list.

VI. A violation of these rules shall result in being put on moderation for an interval determined by the list moderators, or, in irreconcilable cases, in removal from the mailing list. The final judge for appeals on this forum shall be the magistracy with the highest imperium present on this forum.

Preamble. As the perpetrators of the illegal takeover of Nova Roma, Cn. Iulius Caesar, L. Cornelius Sulla Felix and their coup senate still maintain control of the corporate infrastructure, all communication channels and the voting tools of Nova Roma, refuse to defer to lawfully established procedure, disallow any exercise of electoral process and willfully impede the election of magistrates, I, as interrex of the Nova Roman Republic, authorized by the NONCORPORATE SENATUS CONSULTUM ULTIMUM ON THE APPOINTMENT OF A NONCORPORATE INTERREX AND ON THE HOLDING OF NONCORPORATE ELECTIONS, establish the following temporary rules and method of voting in the comitia centuriata:

IV. No other change is done to the regular electoral process as defined by the laws of Nova Roma in force.

V. After the results of the election have been announced, pontifex Cn. Cornelius Lentulus is authorized by this edict operating under the NONCORPORATE SENATUS CONSULTUM ULTIMUM ON THE APPOINTMENT OF A NONCORPORATE INTERREX AND ON THE HOLDING OF NONCORPORATE ELECTIONS, to convene the Comitia Curiata to invest the consules designati with imperium. This present edict also validates the Comitia Curiata session certified by pontifex Cn. Cornelius Lentulus which ceremonially invested Cn. Cornelius Lentulus Alexander with imperium, adding the commentary that neither the imperium of the interrex needed, nor the that of consuls need Comitia Curiata approval when operating under a senatus consultum ultimum. As per the instructions of this present edictum, the lex curiata de imperio on the newly elected non-corporate consules will take effect immediately after the first lictor curiatus has witnessed the investment.

VI. I. As described by the Edictum interregis IV de suffragiis ferendis, and as historical tradition dictates, whereas the presiding magistrates, and not the pontifices convened the Comitia Curiata in ancient Rome for the conferral of imperium, Pontifex Cn. Cornelius Lentulus is hereby authorized to convene the Comitia Curiata, under my auspices, in place of the pontifex maximus.

Preamble

Inasmuch as the Senatus Consultum de Ratione Senatus X.C.5.g. stipulates the following:

“If the Princeps Senatus cannot be contacted either between the call to convene and the call to order during a formal meeting of the Senate in session, then the Censors shall appoint a Senator of their choice to act for the princeps senatus during that session only. That Senator should match exactly or as close as possible, in their opinion, the requirements under X.A. Should the Princeps Senatus subsequently declare himself/herself present before the call to close, the appointment of the acting Princeps Senatus shall be automatically terminated.”

Cornelius Sulla Felix, cannot be contacted, because he, as one of the organizers and leaders of a coup d’état against the Nova Roman Republic, attacked the Res Publica, the rule of law and the legal order, and the Senate and People of Nova Roma, and by doing so, he removed himself from among the good standing citizens of Nova Roma and from the commonwealth of law and order of Nova Roma; and because, by every reasonable assessment of his character, his involvement in the proceedings of this honorable Council can be expected to be greatly subversive, disruptive and driven by malicious agenda of enforcing only his strictly personal goals on his own advantage, his involvement and contacting him is reasonably expected to provoke his vicious attacks against the law-abiding citizens of Nova Roma, and it would result in his obstructing the procedures of this lawful Senate to the detriment of Nova Roma and to the cause of restoring the Res Publica; thus I conclude, confirm and declare that contacting the current Acting Princeps Senatus, L. Cornelius Sulla Felix, and involving him into the business of this Order, is impossible, as he is not among the honorable citizens of Nova Roma, and it is dangerous and potentially very harmful, given his and his faction’s agenda; therefore it is against the interests of the Senate and People of Nova Roma, and against the spirit of our laws.

I. The “non-corporate senatus consultum ultimum on the continued operation of the res publica during the crisis” stipulates that the consules are exempted from under all restrictions and regulation concerning the holding of senate sessions or assemblies of the comitia, including the regulations on elections and candidacies, in order to ensure a timely and viable process of any necessary legislation and election before pridie Kal. Edictum tribunicium III Lucilii on clarification of the validity of legal acts of January

I. There was a technical error and delay with the Comitia Curiata and therefore as Tribunus Militum Consulari Potestate I had to convene the senate session and issue edicts before the Comitia Curiata completed the conferment of imperium on the Consular Tribunes.

II. With this edictum I confirm and clarify that I acted under the authority of Senatus Consultum Ultimum through the Lex Cornelia Domitia de re publica constituenda VI.B, and regardless of the status of the lex de imperio of the Comitia Curiata, the senate session, the new senate decrees and my edicts in January were valid and are in full force. With this edictum I clarify and confirm all edicts, senate sessions and senatus consulta that we had so far this year as valid.

With unanimous decision the consular tribunes appoint Cn. Cornelius Lentulus praefectus officio tribunicio praetorio in accordance with part II.E of the lex Cornelia Domitia de republica constituenda.

EDICTUM TRIBUNICIUM II Lucilii Claudii Annaei Lutatii on diplomatic relations with other Roman organizations

I. This edictum is an unanimous decision of all the four tribuni militum consulari potestate, and it determines the short term policy on the diplomatic relations of the Non-Corporate Nova Roma with three other Roman organizations that had ultimately originated in Nova Roma but left our Roman res publica and nation due to the atrocities and abuses committed by the Sulla-Caesar Faction between 2009 and 2015.

II. The Non-Corporate Free Nova Roma acknowledges, respects and recognizes the members of the “Res Publica Romana” Organization (est. 2011), “Roman Republic” Organization (est. 2016), and “Roma Aeterna” Organization (est. 2017) as brothers on the Roman path that we walk on together, and Nova Roma insists that these organizations (as well as all other benevolent Roman groups) must maintain mutual respect, friendship and good intentions towards each other.

III. The Non-corporate Nova Roma will enforce a policy on our communication fora that will require posters of our fora to be polite, respectful and positive towards all these aforementioned Roman organizations. The Non-corporate Nova Roma will defend our Roman brothers and sisters in whichever community they belong to. Insulting and disrespecting any of these Roman organizations will result in moderation and potential removal from our communication fora. We respectfully expect the aforementioned groups to apply the same policy regarding Nova Roma on their own communication fora.

IV. Our aim is to maintain peaceful coexistence, the mutual ban of insults between our organizations and cooperation for the greater good of the Roman revivalist movement. This might include help to each others’ organizations when in trouble: the content and nature of this help must be discussed each time the necessity arises. Future cooperation can include common projects, decided and discussed from idea to idea. The decision about common projects and cooperative actions shall be decided by the tribuni militum consulari potestate, unless the decision affects areas under the authority of the senate, the people or the priestly colleges, in which case the decision shall be made by the bodies affected.

V. For inter-organizational negotiations and discussion, the Non-corporate Nova Roma elects to conduct discussions on a third party platform, which shall be, for the time being, a Facebook chat group, and Nova Roma shall be represented by the tribuni militum consulari potestate who can delegate this role to their appointed representatives. The names of the current inter-organizational representatives, who are delegated to stand in for their appointing consular tribunes, are:

Sex. Lucilius Tutor Tribunus militum consulari potestate Edictum tribunicium V Lucilii – CALLING THE COMITIA CURIATA IN ORDER

I. Authorized by lex Cornelia Domitia de re publica constituenda VI.B, acting under SCU, due to emergency, delays and time pressure, I issue alternative session rules of the Comitia Curiata just temporarily for the next session, and I suspend the restriction “presiding over an election” from lex Cornelia Domitia de re publica constituenda VI.C. temporarily, as section VI.B allows it.

II. Sextus Lucilius Tutor is hereby authorized to convene the Comitia Curiata, jointly with Pontifex Gnaeus Cornelius Lentulus, as described by lex Cornelia Domitia de re publica constituenda VI.C

III. Every other detail must be those what Pontifex Lentulus will announce in reference to our joint call.


EDICTUM INTERREGIS DE PRAEFECTO REI PUBLICAE

According to the order of the Senate, described in the SENATUS CONSULTUM DE SACRO INTERREGNO ET DE POPULO NOVO ROMANO RITE CONDENDO, Section IV, I hereby appoint Cn. Cornelius Lentulus as Praefectus Rei Publicae, and I delegate my mandates, my auctoritas, imperium and auspices to him to act in my name and under my auspices in order to perform and carry out all the sacred actions mandated by the Senate in the aforementioned senatus consultum.

EDICTUM INTERREGIS DE COMITIIS PLEBIS TRIBUTIS

As Section V of the SENATUS CONSULTUM ULTIMUM DE INTERREGIBUS NOMINANDIS ET DE RE PUBLICA ADMINISTRANDA, enacted on a.d. IV Id. Oct. Sex. Lucilio C. Claudio P. Annaeo Q. Catulo tr. mil. cos. pot., stipulates, the interrex can issue temporary rules for all kinds of comitia in order to facilitate the election process in our current crisis government. Hereby, as Interrex, I am issuing the following temporary rules for the Comitia Plebis Tributa:

The process, methods, rules and time frames of the plebeian elections and the rules of the holding of the Comitia Plebis Tributa shall be those defined by the Tribune of the Plebs Q. Arrius Nauta, subject to his colleagues’ intercessio.
