Introduction

Ius edicendi, the right to issue edicta (edicts) is enshrined in the Nova Roma constitution, defined as "the executive resolutions of the officers of the corporation" as per I.C. in the Constitutional Basis.

Edicta form part of the hierarchy of legal authority and legislation within Nova Roma. The constitution is the highest legal authority and takes precedence over all other legislation and any edicta. Below senatus consulta ultima, a legally appointed Dictator’s edicta takes precedence. After all other leges, decreta and normal senatus consulta, various magisterial edicta are permitted in order of office precedence as listed in IV.A. of the constitution.

For edicts to take effect, they must be published to the Forum Romanum, the official list in accordance with Lex Vedia de ratione edictorum. They will then be published here for record keeping. Edicts are also subject to ius intercessionis, intercessio (intercession; a veto) by magistrates of higher authority or from a Tribunus Plebis.

Edicta of the Magistratus Extraordinarii

The magistratus extraordinarii are those offices that are by exception, not part of the central elected government of Nova Roma. Offices include Dictator, Promagistratus (Promagistrate), and special commissioners. A typical promagistratus that can issue edicta are governors. Special commissioners include offices such as the praefectus rei publicae administrandae (chief executive officer) and the curator rei informaticae (chief information officer).

Due to the importance of these offices, and in some cases an absence of term limits, the edicta of the magistratus extraordinarii can be enduring. The edicta of these magistrates can last multiple years, remaining valid, so long as the issuing incumbent remains in the authorized office. Governors' edicta remain valid for the duration of their appointment, in accordance with the Lex Arminia de ministris provincialibus.

As per IV.B.1 of the constitution, a dictator's "...edicta, or the parts of an edictum that are not in conflict with a lex, the day-to-day management, operational actions and decisions implemented by the dictator for Nova Roma that do not create new law conflicting with laws of higher legal precedence, will not become reversed or annulled automatically after the tenure of the dictatura, only the changes to the legal system of Nova Roma which would be in conflict with existing leges, Senatus consulta or decreta".

Edicta of Provincial Governors

A governor's edicta are often recorded in a provincial tabularium, or in some cases listed in the praetorium as provincial legislation.

Edicta of the Magistratus Ordinarii

The magistratus ordinarii are defined in IV.A. of the constitution. According to the Lex Arminia de ratione edictorum the edicts of these standard magistrates only last as long as their term in office.

I. The senatus consultum de Canali Twitch Novae Romae, section III, mandates the following:

"The owner has to be appointed as the first editor-in-chief of the Nova Roman Twitch Channel by the curator rei informaticae, with an appropriate Latin title, and the Nova Roman Twitch Channel shall be made part of the official internal structure of the Officium Rei Informaticae. With the consent of the owner, other citizens can be appointed as subsequent editors-in-chief by the curator rei informaticae. The owner cannot make anyone an editor-in-chief on his own initiative."

I authorize the praefectus to recruite and name assistants, to submit their names to me, whom I shall appoint as apparitores with the relevant titles to work within the Officium Rei Informaticae (Office of Information Technology), in the Scrinium Canalis Twitch (Twitch Channel Department). Edictum consulare de funere censorio Cn. Cornelii Lentuli Alexandri patris patriae

Pursuant to the Senatus Consultum de funere censorio Cn. Cornelii Lentuli Alexandri censoris et proconsulis and to honour the memory and service of the late Cn. Cornelius Lentulus Alexander, pater patriae, the Consules have determined that:

I. The funus censorium of Cn. Cornelius Lentulus Alexander, pater patriae, funerary ritual and sacrifice will be held at a.d. VI Kal. Quint. (26th June). The ritual and sacrifice will be officiated by pontifex Cn. Cornelius Lentulus on behalf of both consuls.

II. A state mourning is declared from a.d. VII Kal. Quint. (25th June) to a.d. VII Id. Quint. (9th July). In accordance with the Senatus Consultum de funere censorio Cn. Cornelii Lentuli Alexandri censoris et proconsulis those days are declared Dies Nefasti Publici (NP).

III. The consuls instruct the aediles to hold the Ludi Cornelii memorial games in this period.

Preamble As we have heard the march brought a plethora of insides into the marching equipment and behaviour of a miles of the late imperial era. Sadly due to broken equipment, sore muscles and hardships. To commemorate this further the following is issued:

I. The previous EDICTUM PRAETORIUM C. ARTORII DE SPONSORIS FLAVIO will be altered. Specifically Paragraph IV will be altered to the following:

"A Paypal account will be made available in a seperate E-Mail and will stay open for donations for 14 Days from the Email on forward. The State encourages all Citizens to donate at least a symbolic value towards the fund."

EDICTUM PRAETORIUM C. ARTORII DE SPONSORIS FLAVIO

Preamble In the senate is at the moment a vote on an Initiative that is a bit of the timeessentiel site. Due to that and in correspondance with the Consules i issue this Edictum. We as Nova Roma, the inheritors of Nova Roma have the duty and obligation to further the cause of Romanitas and help honour those that follow the same cause. A few days ago a Professor ,that researched much and published much about Rome in the nowadays Provincia Germania and the Danube Valley, passed away. A renowned Reenactor of the Late Imperial Era will fullfill a mile long memory march in full gear in honour of the Professor. The Senate is now voting on giving a Sponsorship to said reenactor. Under the signs out of the Senate and from the Consul i have the honour to issue the following Edictum:


I. Nova Roma wishes to honor the memory and the great legacy of Prof. Dr. Hanssjörgen Ubl, to recognize and support the initiative of Geza Frank aka Flavius Stilicho and the Legio XIIII Comitatensis "Quartodecimani", the Ripenses Danubienses Project, and to contribute financially to the Professor Hannsjörg Ubl Danube Limes Memorial March and to further projects of Geza Frank aka Flavius Stilicho.

II. Hereby is created the "Professor Hannsjörg Ubl Danube Limes Memorial March Fund" that is fueled by money donated for this exact Fund towards the Treasury of Nova Roma.

III. The fundraising, the management of the "Professor Hannsjörg Ubl Danube Limes Memorial March Fund" and the sending of the donation of Nova Roma to Geza Frank aka Flavius Stilicho will be untertaken by the Officium Praetores with consular approval and support.

According to the Lex Hortensia de legibus scribundis, I issue the following edictum on the correction of the lex Arria de censu civium aestimando, revised by the consular task force committee led by the curator rei informaticae and consular quaestor Cn. Cornelius Lentulus.

I. Preamble Due to the slight upheaval of late in certain communication platforms, a topic has arisen that till now was not very important. Since the tyranny of an illegal self-proclaimed dictator the reputation of Nova Roma got damaged, and we are slowly rebuilding it. Sadly such a new blossoming flower can especially in the age of the internet be easily damaged. To safeguard the reputation of Nova Roma as an organisation, I issue this edictum after I have consulted the curator rei informaticae.

I. Every citizen has the right to open communication platforms as they see fit for gatherings, talks and so on. This is safeguarded by the leges of Nova Roma.

II. Every channel, platform or similar created by a private citizen alone has to be clearly distinguishable from official ways of communication of the Res Publica. This can be done through an attached descriptive word, for example "private", to the name "Nova Roma" or by not using the words "Nova Roma" or "official" or the use of the logo of Nova Roma in a misguiding way.

III. If a citizen talks about Nova Roma in another media platform, he is not allowed to pretend to be a magistrate, senator or otherwise elected or appointed officer.

This three rules should be clear and understandable. It safeguards the Reputation of Nova Roma as a whole against any unclear or prematured comments in groups that don't have a clearer insight into the Res Publica. ROGATIO HORTENSIA DE LEGIBUS SCRIBUNDIS (Text of the Law Proposal)

The purpose of this law is to make the Nova Roman legal system more Roman, more authentic and in harmony with with mos maiorum the restoration and celebration of which is the mission of Nova Roma.

I. The Roman names of leges

All leges of the Nova Roman people, the Quirites, past and future, shall be named after the magistrate who put them to vote and presided over their enactment. Even if the actual author who wrote the lex was a different person, regarding the auspices of the law and according to the Roman principles of formality, the legal author is always the convening and presiding magistrate and all leges shall be named after that magistrate. The name of the law shall derive from the nomen gentile of the magistrate.

I.A. It is possible for a lex to bear two names of the two magistrates if the convening magistrate wants to recognize the authorship of his or her colleague. The following options shall be permitted: a lex can be named after the two consules, after two praetores or after two of tribuni plebis. No other combination of magistrates is permitted. If the authoring officer was is a special officer, for example a dictator, consular tribune or other kind of officer with the power to legislate, the lex shall be named after the authoring officer, but with a maximum of two authoring officers of the same rank and title.

I.B. It shall be possible for a presiding magistrate of a legislative comitia to have a co-chairman who is a colleague in the same office for the session and to name the lex after the co-chairing colleague. Alternatively it also shall be possible to hold two comitia sessions at the same time, in complete concert regarding the schedules of the sessions, jointly with another magistrate and to name the lex after the magistrate convening the joint session. However, a lex can bear the name of the colleague of a single chairman presiding magistrate, too, if the presiding magistrate decides so, as described in section I.A.

II. Latin descriptive titles for all laws

The names of leges, including the Constitution and the Constitutional Amendments, which shall also be considered a special lex, of senatus consulta, decreta pontificum, edicta and all kind of legal documents shall be in Latin, formulated according to Roman customs. Incorrect names (whether they are incorrect in grammar or vocabulary only, or in the traditional way of phrasing certain Roman ideas and expressions) shall be corrected under the supervision of the praetores as described in section IV.

III. The Roman format of laws

All laws of Nova Roma shall be phrased and written according to ancient Roman formal requirements. These requirements shall be investigated and described by a committee consisting of at least two officially recognized Latinists and Classical Philologists, appointed to this task by the praetores. This committee shall revise and correct all legal documents, past and future, to ancient Roman format. The enactment of the correction shall be done under the supervision of the praetores according to the method described in section IV.

IV. Correction of laws

All existing and former laws (legal documents) and their names shall be revised and corrected the way as it is regulated in this law to meet the Roman standards described in this law, and to meet the standards of the grammar and orthography of the language in which they are written.

IV.A. The fixing of unauthentic and un-Roman elements, the addition of the missing Roman features shall be enacted in a form of edict by a praetor with the approval of the committee mentioned in section III. The members of the committee shall be mentioned in the edict.

IV.B.1. The correction of English or Latin (or any language) grammatical and idiomatic mistakes in the laws (all types of legal documents) corrected by the curator rei informaticae under praetorian supervision, described by the lex Equitia de corrigendis legum erratis, shall be likewise published in a form of edict by a praetor.

IV.B.2.The correction of simple mistakes of orthography and typology need not be enacted and published in an edict, but changes which alter words and phrases other than orthography or typography done according to the lex Equitia de corrigendis legum erratis shall only be made and shall only take force if these changes are listed and published in an edict by a praetor. It shall not be enough to publish only the corrected text of the law in the edict, the changes made to the text or to the name must be listed point by point, item by item.

IV.C. In the process of correcting the names of the leges, the name of the legislator of a lex after whom the lex was named may not be changed if the person was a consul or praetor (if the lex was made in a comitia centuriata or comitia populi tributa) or a tribunus plebis (if it was made by the plebeian assembly) at the time the lex was enacted, even if the person wasn't involved in the convening or presiding of the comitia which enacted the lex.

IV.D. It shall not be possible to change anything in any legal text in any other way than as described in this law.

V. Modification of laws

If a law is modified by another law, the modified law shall contain the original, unmodified text, and the new, modified text, too. The modifying laws and the modified sections shall be noted in the publication of the modified law. Each modified version of a law shall be displayed in full text separately but in the same page (or available from the same page, the matrix page of that law) in the tabularium. The current version of a law shall always be the first and most prominent, most easily available text of the law in question. The praetores shall decide in edict about the interpretations whether a certain law modifies, supersedes or repeals another law or not when it is not clearly stated in the law itself.

I.According to the senatus consultum ultimum de bello civili et de consilio directorum corporationis, the consuls are empowered to take care that the republic suffers no harm, and to do whatever they deem best to establish an interim corporate Board of Directors as quickly as possible.

II. Due to the preparations of the corporate Board of Directors election, our republic would suffer harm caused by the loss of the quaestores from office today, as their term would on today. Likewise, the term of the plebeian magistrates, the aediles and tribunes of plebs would end very soon on 10 December.

III. I deem it to be in the best interest of the republic and in great help toward establishing the legal corporate structure to allow the quaestors and the tribunes and aediles of the plebs to remain in office until 31 December, or until the election of their successors, whichever comes sooner.

I.According to the senatus consultum ultimum de bello civili et de consilio directorum corporationis, the consuls are empowered to take care that republic suffers no harm, and to do whatever they deem best to establish an interim corporate Board of Directors as quickly as possible.

II. There are still some governors who didn't report and some important officers who didn't pay the taxes. Hereby I officially reprimand those governors in a verbal reprimand who haven't submitted their provincial reports: the people of the Nova Roman Republic is disappointed in your sense of duty. Please rectify this situation and restore the confidence of the Nova Roman people in you. I have confidence in you that you can rectify this, and fulfill your duties, therefore I give one more extension, see section IV,

III. The curator rei informaticae (chief information officer) of Nova Roma, Cn. Cornelius Lentulus reported to me that our website soon (within 1-2 days) will be able to send mass emails to all citizens, and for this reason, I deem it to be in the best interest of the republic and in great help toward establishing the legal corporate structure to allow the citizens an extra time to finish their tax payments without penalty after the mass email has been sent out and more citizens have become informed than who are currently.

IV. Considering the above said, acting under the SCU, I extend once again the deadline for taxes and the provincial reports of governors until 20 December. On 21 December, all governors will lose their offices who didn't report, and all citizens will lose all titles, ranks and offices who didn't pay the taxes.

I. I hereby appoint citizen Ap. II. Specific Obligations:

C. He shall represent the legatus pro praetore within Provincia Thule for the provincial citizens and to foreigners in case of need.

D. He shall supervise Provincia Thule, he shall represent the provincial citizens to the governor and administer the Nova Roman citizens of this province.

III. General Obligations:

I. As has been the custom in Nova Roma for years, provinces often adopt their own identifying flag or banner to represent their part of the Republic. I am pleased to formally announce and declare the Provincial Flag for Provincia Germania, designed and recommended by my legatus C. Artorius Praeconinus who shall receive full recognition for his work. It shall be adopted as the brand and logo for Nova Roma in Germany, Austria and Switzerland.

II. It shall use the same colors as the Nova Roma flag; featuring the territories making up the province of Germania on a crimson background, with a golden SPQR centered within a simple golden laurel wreath. Above the central images shall read the words 'Nova Roma', with 'Germania' written underneath. It shall adopt the same aspect ratios as the Nova Roma flag when flown or used together. The design is intended to look similar to the Nova Roma flag and that of similar existing provincial designs including Italia, Gallia and Brasilia.

III. The provincial flag will always remain subordinate to the Nova Roman flag. If there is only one flag to be used, that always have to be the Nova Roman flag. The provincial flag shall be used at events only if the event is specifically a provincial internal community event. The Nova Roman flag or vexillum must also be paraded if the provincial flag is to be present for an event. When both are flown together, the Nova Roman flag takes precedence and shall be flown first from the left, with the provincial flag to the right. I.According to the senatus consultum ultimum de bello civili et de consilio directorum corporationis, the consuls are empowered to take care that republic suffers no harm, and to do whatever they deem best to establish an interim corporate Board of Directors as quickly as possible. I deem it to be in the best interest of the republic and in great help toward establishing the legal corporate structure to allow the citizens an extra time to finish their tax payments without penalty and the governors to submit their provincial report so that they are not removed from office today.

PRAETORIAL EDICTUM 73-06: Creation of the project "Munificentia Romana"

In order to implement paragraphs 5 of the Declaration of Nova Roma, I, Titus Flavius Severus, Praetor Novae Romae hereby create the project "Munificentia Romana".

This undertaking is dedicated to the memory of the pious man, resident of Sarmatia and good Roman Octavius Flavius Viscellinus, who died from the consequences of COVID-19. The "Munificentia Romana" aims to help those who are in need caused by the pandemic. Since the medical field is beyond our capabilities, the project is intended to help those whom we can really help, those who have lost their jobs, income and livelihoods as a result of the epidemic.

To implement the project, attract gratuitous funds allocated by prior agreement with the Provincial Council of Sarmatia from the budget of the Provincia Sarmatia.

The procedure, addressees and volumes of charitable assistance are determined by the decision of the project participants (working group).

I. Instructed by the senate, on the basis of my authorization as proconsul with greater imperium over certain provinces where I am not the actual governor, including Provincia Australia, I issue a special edict intervening into the internal matters of Australia in order to help and support the favorable developments in the province started by citizen D. Aurelius Ingeniarius.

II. D. Aurelius Ingeniarius started to develop an active local community of Nova Roma within Australia with promising success, entering contact with various Roman cultural organizations with the potential of alliance. I. After Nova Roma received the new Palladium and came into the possession of the worldwide renascent Roman People in its 20th year, on the Ides of October Sex. Lucilio C. Claudio P. Annaeo Q. (2770 AUC / 2017) at the Completion of the Founding of the New Roman Nation, and the Confirmation of the Declaration was issued by the royal decree of the interim rex sacrorum and interrex Cn. Lentulus Alexander, in which Nova Roma proclaimed itself as the property of all Romans around the world, and after the leaders of Nova Roma presented the new Palladium and Nova Roma in Rome on the Parilia C. The end of the history of our ancestors, the ancient Romans, was marked by an exacerbated religious conflict between the traditional Roman religion and the Christian religion, when Rome adopted the Christian religion as its state religion, and the old religion of our gods was banned. Rome fell, and the Roman People soon disappeared as an entity and identity. There are still among us who cannot forget that Christianity eliminated our ancestral religion, however, during the 1500 years after the fall of Rome, Christianity also became an ancestral religion of Rome, and almost all of the ancestors of the present day Nova Romans were Christians generations after generations since the fall of Rome. The state religion of Rome was Christian ever since, and Christianity rules Rome and the inhabitants of Rome today. We cannot deny these facts, and as a polytheist culture, we cannot deny the divinity of the Christian god or the validity of the Christian religion, either. We cannot continue to consider the Christian god a foreign god, either, after his cult in Rome was established about 1950 years ago and it has been the official religion for 1600 years. It would be impietas not to recognize the god of our more recent ancestors, because honoring our ancestors is the core of the Roman religion. The period of hostility or ambivalence shall end, and we shall reconcile the old gods of Rome with the Christian god of Rome.

III. Based on the advice of pontifex Cn. Lentulus, I interpret the coincidence of the Parilia and the Pascha as a sign for Nova Roma: after the recent developments of Nova Roma, the Completion of the Founding, the establishment of the new Palladium, the bringing of the Palladium back to Rome, the Roman gods are pleased, and the Christian god of Rome and the old gods of Rome are giving a joint sign together on the birthday of Rome: the rebirth of Rome has really started.

IV. For all these reasons, I hereby give the mandate to pontifex Cn. Cn. Cornelius Lentulus who was acclaimed as pater patriae by the senate for his numerous merits of developing the live aspects of Nova Roma in the greatest extent, for his achievements of making Nova Roma thrive for over the last decade and his efforts of saving Nova Roma in the past few turbulent years, is having a Roman confarreatio wedding on a.d. XVII Kal. Oct. (September 15) with T. Popillia Laenas. This is an extremely rare occasion of modern or Nova Roman history that we can publicly celebrate an official state wedding according to the most ancient Roman traditions. It is an important event of reconstruction and restoration of Roman way of life as practiced within community in our time, and it deserves our attention, support and good wishes, not only as a serious event of Roman reconstructionism, but also because Cn. Cornelius Lentulus gave so much to our community that we Nova Romans are almost like his greater family, and as family, we shall celebrate this joyous day with newly weds.

I. Due to impediments the 20th Anniversary Ludi Apollinares could not be organized by the praetors in proper time in July as part of this year's Vicennalia events.

The praetors are rescheduling the Ludi Apollinares to start tomorrow on August 27, on the VOLTURNALIA which is the festival of the Sacred Pignora Imperii of Nova Roma and the Genius of the Roman People in them. The Ludi Apollinares starting tomorrow are part of our Vicennalia celebrating 20 years of Nova Roma.

In this 20th Anniversary Vicennalia spirit, his year's Ludi Apollinares are united and absorbed by the Ludi Vicennales and as their part the Ludi Apollinares will last between August 27 - December 1, in sections. Cornelius Sulla Felix and their coup senate still maintain control of the corporate infrastructure, all communication channels and the voting tools of Nova Roma, refuse to defer to lawfully established procedure, disallow any exercise of electoral process and willfully impede the election of magistrates, I, as interrex of the Nova Roman Republic, authorized by the NONCORPORATE SENATUS CONSULTUM ULTIMUM ON THE APPOINTMENT OF A NONCORPORATE INTERREX AND ON THE HOLDING OF NONCORPORATE ELECTIONS, establish the following temporary rules and method of voting in the comitia centuriata:

Inasmuch as the Senatus Consultum de Ratione Senatus X.C.5.g. stipulates the following:

I. There was a technical error and delay with the Comitia Curiata and therefore as Tribunus Militum Consulari Potestate I had to convene the senate session and issue edicts before the Comitia Curiata completed the conferment of imperium on the Consular Tribunes.

With this edictum I confirm and clarify that I acted under the authority of Senatus Consultum Ultimum through the Lex Cornelia Domitia de re publica constituenda VI.B, and regardless of the status of the lex de imperio of the Comitia Curiata, the senate session, the new senate decrees and my edicts in January were valid and are in full force. EDICTUM TRIBUNICIUM II Lucilii Claudii Annaei Lutatii on diplomatic relations with other Roman organizations

I. This edictum is an unanimous decision of all the four tribuni militum consulari potestate, and it determines the short term policy on the diplomatic relations of the Non-Corporate Nova Roma with three other Roman organizations that had ultimately originated in Nova Roma but left our Roman res publica and nation due to the atrocities and abuses committed by the Sulla-Caesar Faction between 2009 and 2015.

II. The Non-Corporate Free Nova Roma acknowledges, respects and recognizes the members of the “Res Publica Romana” Organization (est. 2011), “Roman Republic” Organization (est. 2016), and “Roma Aeterna” Organization (est. 2017) as brothers on the Roman path that we walk on together, and Nova Roma insists that these organizations (as well as all other benevolent Roman groups) must maintain mutual respect, friendship and good intentions towards each other.

III. The Non-corporate Nova Roma will enforce a policy on our communication fora that will require posters of our fora to be polite, respectful and positive towards all these aforementioned Roman organizations. The Non-corporate Nova Roma will defend our Roman brothers and sisters in whichever community they belong to. Insulting and disrespecting any of these Roman organizations will result in moderation and potential removal from our communication fora. We respectfully expect the aforementioned groups to apply the same policy regarding Nova Roma on their own communication fora.

IV. Our aim is to maintain peaceful coexistence, the mutual ban of insults between our organizations and cooperation for the greater good of the Roman revivalist movement. This might include help to each others’ organizations when in trouble: the content and nature of this help must be discussed each time the necessity arises. Future cooperation can include common projects, decided and discussed from idea to idea. The decision about common projects and cooperative actions shall be decided by the tribuni militum consulari potestate, unless the decision affects areas under the authority of the senate, the people or the priestly colleges, in which case the decision shall be made by the bodies affected.

V. For inter-organizational negotiations and discussion, the Non-corporate Nova Roma elects to conduct discussions on a third party platform, which shall be, for the time being, a Facebook chat group, and Nova Roma shall be represented by the tribuni militum consulari potestate who can delegate this role to their appointed representatives. The names of the current inter-organizational representatives, who are delegated to stand in for their appointing consular tribunes, are:

EDICTUM INTERREGIS DE COMITIIS PLEBIS TRIBUTIS

As Section V of the SENATUS CONSULTUM ULTIMUM DE INTERREGIBUS NOMINANDIS ET DE RE PUBLICA ADMINISTRANDA, enacted on a.d. IV Id. Oct. Sex. Lucilio C. Claudio P. Annaeo Q. Catulo tr. mil. cos. pot., stipulates, the interrex can issue temporary rules for all kinds of comitia in order to facilitate the election process in our current crisis government. Hereby, as Interrex, I am issuing the following temporary rules for the Comitia Plebis Tributa:

The process, methods, rules and time frames of the plebeian elections and the rules of the holding of the Comitia Plebis Tributa shall be those defined by the Tribune of the Plebs Q. Arrius Nauta, subject to his colleagues’ intercessio.
