'''P. Memmius Albucius''' was born a.d. IX Kal. Feb. MMDCCXIII ( 2713 - Jan. 24th 1960) in Gesoriacum / Bononia (Boulogne s/mer, 62200 - Classis britannica harbour), France.

French and married, he is currently living in North of France, in Condate, near the caesarian ''Sabis river'' battle site and ''Bagacum'', the main ''oppidum Nerviorum''.

Early interested in ancient history, civilisations, latin and history, he specially has a Ph. D. in law. Executive manager in public service, he teaches law and urban development in french universities.

Memmius entered Nova Roma the 15th of May 2004 (Maius MMDCCLVII) as P. Minius Albucius, to share his interests with other people fond of Rome. Grateful to former south France Gens Minia to have welcome him during his first year in Nova Roma, he took the opportunity of NR law on emancipation to change his name from "Minius" to "Memmius". This last choice allowed him to make live again the ancient Gens Memmia illustrous name, and, at the same time, not to change his acronym, PMA.

For this modification intervened the year when P. Memmius Albucius was in the NR office of Tribunus Plebis. Fresh citizen, Memmius chose to run for the tribunate when he felt that the interesting organisation that he has just entered and its constitution were threatened by important trends of decay. Senior tribune after the resignation of C. Curius Saturninus in the first weeks of 2005 (MMDCCLVIII), he tried to keep a strong, independant, collective and legally sharp tribunate.

Scribe of former governor of Gaul (Gallia) Lucius Rutilius Minervalis, he translated the whole corpus of novaroman laws in French. He was confirmed in his office in 2005 by new governor Sextus Apollonius Scipio, who then promoted him in the office of legate for the region of Nova Lugdunensis. Albucius representated Gallia to the European conventus in Rome (aug. 2005) and Carlisle (aug. 2006) and carried on in 2006 (MMDCCLIX), his contribution to Nova Roma web site and to Wiki France Roman pages.

At the autumn 2006, he entered the Vox romana podcast group and, on Nov. 2006 23 th (a.d. IX Kal. Dec. MMDCCLIX), was unaminously appointed by the Senate of Nova Roma as new governor of Gaul (propraetor Galliae).

Elected quaestor for 2007, P. Memmius Albucius assists at the same time, in their offices, Consul Galerius as an accensus, Praetor Tullia as scribe and Curule Aedile Caesaris Cytheris Aege as quaestor. For the consul, he specially belongs to a group of a few governors, which has been asked to make proposals on the provincial thema. Besides Tullia, he has been specially given the task to manage the New Tabularium project.

Memmius, among other commitments in French NGOs, is the chairman of [http://quirites.org QUIRITES], an association devoted to the ancient Rome. Quirites edits a quaterly webzine called [http://www.quirites.org/quirinus.htm QUIRINUS], also diffused inside Nova Roma.

Albucius likes, when he have time enough, taking part to Nova Roma games. He thus entered three games : in 2758 auc (2005), he won the Certamen Historicum of the Ludi Victoriae Sullanae along with Gn. Equitius Marinus and in 2007, he was second, along with M. Moravius Piscinus, of the Military tactical map contest, and won with zero mistake the Ludi martiales Certamen historicum.

Albucius believes in Roman values, work and public service. He also believes in discussion, friendship, equality, humor, communities of knowledges, organization, method, responsibility and republic. He does not think that Roman values would accept dogmatism or fanatism. He is convinced that the more you have fun, the more you learn. He sees the ancient Rome as an evolutive and global civilisation, whose every field (latin, economy, history, religion, arts, strategy, cooking, numismatics, etc.) deserves interest. He is convinced that the knowledge of ancient Rome will help current generations to a better understanding and living of our world.

On 30 October 2760 auc (2007), '''P. Memmius Albucius''' has presented his candidacy as '''Aedilis Curulis''' for year 2761 a.u.c., and has been elected by the People gathered in its comitia tributa (results edict '''Kal. Dec.''' 2760 auc).

On 5th Dec. (Nonas Dec.) 2760, '''Memmius''' has been appointed '''senator''' by censores [http://www.novaroma.org/nr/Caeso_Fabius_Buteo_Modianus_(Nova_Roma)| '''Caeso Fabius Buteo Modianus'''] and '''Marcus Octavius Gracchus''', and was elected in 2761 chairman of the Senate conventus and events committee.

During most of this 10th birthday year 2761 auc, '''Albucius''' assumed the aedilitas alone after the resignation of his elected colleague, [http://www.novaroma.org/nr/Sextus_Lucilius_Tutor_(Nova_Roma)| Sex. Lucilius Tutor]. In order to celebrate this special year, he put in place, with his team, six extra Games, in addition of the two traditional curule Ludi. He reorganized the Magna Mater Project, set with Cos. Moravius the question of the real public estate, updated the Macellum and asked for a reform of Equites ordo.

Both as governor Galliae and aedile, '''P. Memmius Albucius''' attended Nova Roma conventus, held in Dacia in the eve of August 2761, and was elected '''praetor''' for 2762 in the elections of November 2761.

In addition to the private virtues which were aspired to by individuals, Roman culture also strived to uphold virtues which were shared by all of society in common. Note that some of the virtues to which individuals were expected to aspire are also public virtues to be sought by society as a whole. These virtues were often expressed by minting them on coinage; in this way, their message would be shared by all the classical world. In many cases, these virtues were personified as deities.

'''In the course of spiritual practice, it is necessary for persons aspiring to common ideals to form a clear foundation for their religion. It is also proper that they should declare their religious tenets to the world for consideration and remembrance.

We hold the ideals expressed herein to be basic and integral to our faith, that Roman Pagans may be united both in act and spirit. Pagan religion provides a spiritual heritage which embodies the basic nature of Western Civilization. It is both a historical faith and a living faith, which preserves the spiritual past even as it progresses into the future. Here we establish the structure and basic nature of Roman Pagan Religion so that it may be preserved, while allowing for future growth and freedom of individual expression.

We hold that a Roman Pagan may be defined as a person who actively performs rites, rituals, and/or prayers to any or all of the gods and goddesses of ancient Pagan Rome as the majority of their spiritual involvement. We acknowledge also that individuals may at times work with Roman deities without considering themselves as Roman Pagans.

We affirm that the Roman Pagan Religion embodies the spiritual beliefs, practices, virtues and philosophies of ancient Pagan Rome. These constitute and express a clear and separate form of religion and spirituality that is unique and different from all other spiritual paths. We hold that our practices today are the spiritual successor of the ancient ways, reborn anew.

We affirm that the historical basis of our spirituality comes from the Pagan religions of the ancient Roman Republic and Empire. The core of this history proceeds from the founding of Rome in 753 BC, to the removal of the Altar of Victory from the Roman Senate in 394 AD. Our historical basis also includes pre-Roman Latin and Etruscan roots, and Pagan survivals into later periods of history.

We hold that the Roman Pagan Religion is open to all people, regardless of nationality, race, gender, sexuality, spiritual affiliation or other individual circumstance.

We affirm that the Roman Pagan Religion belongs to no one race or nationality, but is instead a common founding heritage of all Western civilization. It is further a universal spiritual current which throughout the centuries has influenced all peoples and nations of the world, either directly or by the legacy of its history, philosophies and practices.

We also affirm that the Roman Pagan Religion is compatible with, and may be practiced alongside all other forms of religion and spiritual expression, without diluting or diminishing its basic ideals and spiritual identity. In the ancient world Roman religion was practiced alongside Celtic, German, Greek, Egyptian, Persian, and Oriental faiths, to the enhancement of all. This syncretistic approach to other religions remains basic to the Roman Pagan spiritual world view.

We affirm that the Roman Pagan Religion itself embodies many forms of rite and worship. These include the ancient Roman festivals, the rites of both Roman state and private religion, cults of the various deities, divination, the ancient Mystery religions, and Roman Pagan philosophy as well as other forms of ancient religious expression.

We further affirm that rites and worship within the Roman Pagan may be approached in many ways. In this manner the spiritual needs of all practicing individuals may be fulfilled. These various approaches may include group or individual worship, philosophical practice focusing on prayer and contemplation, purely historical reconstruction of ancient ritual form, as well as forms of modern rites and worship that adapt ancient practices and ideals.

We affirm that the Roman Pagan Religion shall be an organized and structured faith. In addition to purely individual involvement and the organization of autonomous groups, its form may contain the reestablishment of historical religious institutions. These may include established physical temples, mystery schools, priesthoods and religious colleges, and coordinating bodies such as a Senate formed among practitioners of Roman Pagan Religion.

We affirm that the Roman Pagan Religion was and is a civilized faith, empowering family, community and state to positive virtue and beneficial effect. The rites, virtues and philosophies of Roman Pagan Religion are by nature benign and lawful, serving to facilitate piety toward the gods, and understanding and cooperation among all people.

We affirm that the spiritual duty of the Roman Pagan Religion is to restore, maintain and promote the worship of the ancient Roman Goddesses and Gods. We seek to rebuild their influence in the world, and through piety and action preserve the sacred link between the ancient deities and humanity.

We affirm that the earthly responsibility of the Roman Pagan Religion is to preserve the basic ideals of Classical spirituality and civilization, that they may continue to be a positive force in society. '''We, the Senate and People of New Rome, in order to restore the foundations of Western civilization, declare the founding of Nova Roma as a sovereign nation. We manifest Nova Roma as an independent world nation and republic, with its own legal constitution and lawful government, with all international rights and responsibilities that such status carries.

As a sovereign nation Nova Roma makes the following claim to various international territories and rights:

We acknowledge ancient Roman territory to be our cultural and religious homeland, and claim historical rights to all sites and territories which were under the direct control or administration of the ancient Roman Republic and Empire between 753 BCE and 395 CE.

We recognize the modern political realities which make the restoration of such ancient lands to us impossible. Therefore we limit our active territorial claim to an amount of land at least equal to that held by the sovereign state of Vatican City; 108 contiguous acres. The exact site for this New Roman governmental and spiritual capital is to be determined.

Citizenship in Nova Roma is open to people of all nationalities and races. The month of Februarius MMDCCLXI saw the loss of four long-serving magistrates and citizens, three of them Senators, three of them priests, mostly due to actions of Consul [[Marcus Moravius Piscinus Horatianus (Nova_Roma)|M. Moravius Piscinus Horatianus]] and Censor [[Caeso Fabius Buteo Modianus (Nova Roma)|K. Fabius Buteo Modianus]] to seize control of the [[Collegium Pontificum (Nova Roma)|Collegium Pontificum]] and [[Collegium Augurum (Nova Roma)|Collegium Augurum]].

Mere months after obtaining the offices of [[Pontifex (Nova Roma)|Pontifex]] and [[Consul (Nova Roma)|Consul]], Consul Piscinus Horatianus obtained a Senatus Consultum forbidding owners of any official mailing list to deny membership as an observer to any Senator who wished it. With this in hand, he demanded that Pontifex Maximus [[Marcus Cassius Iulianus (Nova Roma)|M. Cassius Iulianus]] add Senators to the Collegium Pontificum list. Cassius saw this demand as rude and improper, and delayed doing so.

Iulius Scaurus]], in a posting to the Collegium Pontificum list, voluntarily resigned his offices and citizenship in protest of the "Christians, atheists, and political appointees" attempting to assert control over the priesthood. ==M. Octavius Gracchus==

On {{Feb 4}}, Senator and Consular [[Marcus Octavius Gracchus (Nova Roma)|M. Octavius Gracchus]], in a posting to the main list, resigned from the Senate and "retired to private life", citing his disgust with the "scheming" and "paranoia" of persons he had once liked and respected. Octavius had been among the first ten people to join Nova Roma in {{1998}}, and had been an active Senator since {{2000}}. He had recently been voted a message of thanks for his services by the Senate, making his departure all the more tragic.

==L. Equitius Cincinnatus==

On {{Feb 20}}, Senator, Consular and Pontifex [[Lucius Equitius Cincinnatus Augur (Nova Roma)|L. Equitius Cincinnatus Augur]] was stripped of all his titles and even his [[Assidui|Assiduus]] status, being demoted to the status of [[Capite Censi]], resulting from a legal action initiated by Pontifex and Censor Modianus, for refusing to admit the latter to mailing lists owned by Cincinnatus Augur. Not only did the Praetores - both members of Censor K. Buteo Modianus's cohort - issue a default judgement against Cincinnatus Augur, but they added an additional penalty to the sentence due to Cincinnatus Augur's refusal to participate in the trial: he was fined $300, the most severe punishment in Nova Roma's history, for the invented charge of failing to appear for trial.

The harsh treatment of Cincinnatus Augur caused the recently-departed Octavius to return to the main list, and to inform the Censores that the free technical support he had been providing "stops, now". Censor [[Tiberius Galerius Paulinus (Nova Roma)|Ti. Galerius Paulinus]], as advocatus for Cincinnatus Augur, demanded the right of [[provocatio]]. [[Gnaeus Iulius Caesar (Nova Roma)|Cn. Iulius Caesar]] also became an outspoken advocate of justice for Cincinnatus. In a message to the main list, Cincinnatus accepted accepted Paulinus as advocate.

As of this writing, the matter is unresolved, and the outcome uncertain.

==M. Cassius Julianus==

{{Feb 29|b}}, publication of [[Collegium Pontificum (Nova Roma)|Collegium Pontificum]] [[Collegium pontificum decreta Februariae alter MMDCCLXI|voting results]] revealed that Pater Patriae [[Marcus Cassius Julianus (Nova Roma)|M. Cassius Julianus]] had been removed from the offices of Pontifex Maximus and Pontifex by a 6 to 1 vote. Pontifices M. Cassius Iulianus and L. Equitius Cincinnatus were not recorded as having voted, though both had been invited to the list {{Feb 23|b}}.

Cassius was removed the day after the tenth anniversary of his founding of Nova Roma, marring the anniversary celebrations.

==Patricia Cassia==

Patricia Cassia, Senatrix for eight years, long-serving CFO of Nova Roma, had been threatened with legal action by Consul M. Piscinus in January for alleged slowness in transferring financial control to the [[Senate_Vote_Januarius_MMDCCLXI_%28Nova_Roma%29|new CFO]]. On a [http://groups.yahoo.com/group/NovaRoma-Announce/message/1376 posting to the NovaRoma-Announce list] {{Mar 27}}, she resigned citizenship without an explanation. This announcement came a day after a new Pontifex Maximus was appointed to the position that Patricia's husband, M. Cassius Iulianus, had created and held for exactly ten years.
