Legio XXI Rapax Canadana was a group of dedicated individuals whose goal was to bring to life the military and civilian aspects of life in ancient Rome. The Legio XXI Rapax was based out of Calgary, Alberta, Canada. The Legio XXI Rapax Canadana was established within Nova Roma by Senatus Consultum on {{Jul 3}} {{2004}}. It was founded in 2001.

I. Nova Roma has identified an opportunity to expand our involvement in research, archeology, and engagement with community on the matter of ancient Roman history through the "Cultural Routes of the Council of Europe programme".

II. This senatus consultum hereby establishes the "Consilium Senatus de Via Culturali Europea Constituenda" (the senatorial council concerning the establishment of a European cultural route), refereed to more colloquially as the "Senatorial European Cultural Route Establishment Committee", or "SECREC", as an abbreviation.

III. The structure of this committee is established under the Term of Reference, ''Mandatum Consilii'' (included as an annex to this sentatus consultum). By approving this senatus consultum, the senate approves the structure and remit of this committee. I. Previously under the ''senatus consultum de ordine novo tributorum exigendorum'', the curator aerarii was tasked with opening a European bank account. Activating article VI of that decree, the curator has submitted a recommendation to the senate (Annex A) to proceed with a "Wise Business" account. The senate accepts his recommendation and acknowledges that it meets the intent of the ''senatus consultum de ordine novo tributorum exigendorum''.

II. To facilitate the opening of a Wise Business account, the senate (the Nova Roma board of directors) authorizes the curator aerarii (Nova Roma chief treasurer), Publius Aurelius Barbatus (Mr Preston Sangster) to act in the name of Nova Roma Inc. to open a Wise Business account. Authorized access to this new account is granted by the senate to those already established as treasury officers under Nova Roma law, supporting the curator.

The senatus consultum de ordine novo tributorum exigendorum directs the curator aerarii to establish a European-based bank account in the name of Nova Roma, Inc. The purpose of the account is to allow citizens to pay taxes in euros through the Single Euro Payments Area, using a euro-denominated account that accepts transfers without fees and imposes no continuing costs, or only minimal costs.

I have examined the practical, legal, administrative, and financial implications of carrying out this instruction through a conventional European bank. I have also examined Wise Business as an alternative means of achieving the same operational result.

The principal conclusion is that a traditional European bank account may be legally possible, but it would likely impose a substantial administrative burden upon Nova Roma without any guarantee that a bank would accept the application. Wise Business would require meaningful corporate verification, but the process is materially simpler and would functionally accomplish the purpose of the decree.

Establishing a conventional European bank account

Nova Roma, Inc. is a nonprofit corporation incorporated in the State of Maine. Opening a foreign bank account would not alter its corporate domicile or create a new European legal entity. The account would remain an asset of Nova Roma, Inc.

The practical difficulty is that Nova Roma is a United States corporation without a conventional branch, office, employee, or established business operation in a European jurisdiction. Many European banks decline applications from foreign organizations unless they can demonstrate a substantial local connection.

Even where local law does not formally prohibit a nonresident corporation from holding an account, an individual bank may require a local address, branch registration, tax number, resident officer, employee, commercial activity, or other evidence of an operational connection to the country.

The appointment of an authorized magistrate residing in Europe would assist with identification, correspondence, local attendance, and account administration, but it would not by itself establish Nova Roma’s eligibility. The bank would still have to verify Nova Roma as the actual customer and establish that the magistrate was legally authorized to act on behalf of the corporation.

The account could not properly be opened as the personal account of a magistrate and then used informally for Nova Roma’s funds. Such an arrangement would create unacceptable risks of commingling, loss of corporate control, uncertainty concerning ownership, and dependence upon the continued cooperation of the individual account holder.

Any account must be titled in the name of Nova Roma, Inc., with the magistrate or treasury officer acting only as an authorized representative, administrator, or signatory.

Institutional terminology and explanation of activities

Nova Roma’s governmental and constitutional terminology does not correspond directly with the terminology used by ordinary banks and corporate compliance departments.

A bank may not understand automatically the role of a consul, curator aerarii, quaestor aerarii, treasury account manager, or the Senate. These offices would have to be explained in conventional corporate terms.

The curator aerarii may be described as the corporation’s authorized treasury officer. A quaestor aerarii or treasury account manager may be described as an authorized account administrator or signatory. The consuls may need to be identified according to whatever formal corporate authority they exercise under Nova Roma’s corporate documents.

The term “tax” would also require explanation. Nova Roma’s taxes are internal assessments or membership payments made by the citizens of a private nonprofit corporation. They are not governmental taxes imposed through the sovereign authority of a state.

The bank would need a clear explanation that Nova Roma seeks to receive modest annual organizational payments from citizens in Europe and elsewhere, and that those funds are to be used solely for the lawful administrative and nonprofit purposes of Nova Roma, Inc.

Documents likely required by a conventional European bank

The exact requirements would vary by country and institution, but Nova Roma should expect a conventional foreign bank to request substantially all of the following:

1. Articles or certificate of incorporation for Nova Roma, Inc.
2. Any amendments to the articles of incorporation.
3. A current certificate of existence or certificate of good standing from the State of Maine.
4. Nova Roma’s Employer Identification Number confirmation.
5. The Internal Revenue Service determination letter, if Nova Roma possesses recognized federal tax-exempt status.
6. Current corporate bylaws.
7. Nova Roma’s constitution or other governing instruments where necessary to explain the relationship between the Senate, board, consuls, and treasury officers.
8. A current list of directors.
9. A current list of principal corporate officers.

49. Evidence of Nova Roma’s physical or mailing address in the United States.
50. Evidence of the authorized representative’s address in the European jurisdiction, if required.
51. Evidence of a substantial connection to the selected country, if required by the bank.
52. A local tax number, company registration number, branch registration, or other local identifier, if required.
53. A description of the controls that prevent misuse of the account.
54. A description of the persons responsible for reconciling the account.
55. A description of the controls governing outgoing transfers.
56. A description of the procedure for removing former officers and transferring access to successors.
57. Declarations concerning beneficial ownership or ultimate control, notwithstanding that Nova Roma has no shareholders.
58. Declarations concerning politically exposed persons, sanctions, or related compliance matters.
59. Any additional documents requested by the bank to establish the legitimacy, purpose, and expected operation of the account.

Preparing this package could require coordination among the curator aerarii, consuls, board, corporate secretary, and proposed European account manager. It could also require notarization, apostilles, translation, foreign legal advice, and personal attendance at a bank branch.

Even after these steps were completed, the bank might still refuse the application because Nova Roma lacks a sufficient local economic or organizational presence.

United States reporting, tax, and accounting implications

A conventional foreign bank account would create additional United States reporting responsibilities.

If the aggregate maximum value of Nova Roma’s foreign financial accounts exceeds $10,000 at any point during a calendar year, Nova Roma would generally be required to file a Report of Foreign Bank and Financial Accounts on FinCEN Form 114.

United States citizens or residents with signature authority over the account may also have individual FBAR obligations, even though the funds belong to Nova Roma rather than to them personally.

The foreign account may also require disclosure on Nova Roma’s annual federal information return. Depending upon the nature and scale of Nova Roma’s foreign activities, Schedule F may also become relevant.

The location of the account would not ordinarily determine whether the underlying receipts are taxable. Their treatment would depend upon what the payments represent, such as membership dues, contributions, program revenue, or another category of receipt.

Nova Roma’s accounts and federal filings would remain denominated in United States dollars. The treasury would therefore need a consistent method for recording euro receipts, conversion fees, year-end balances, and currency gains or losses.

Depending upon the country selected, Nova Roma could also face foreign withholding on interest, requests for tax-residence documentation, or other local reporting requirements.

A foreign bank account by itself would not ordinarily create a taxable branch or permanent establishment, but the answer could change if Nova Roma also maintained an office, employed local personnel, conducted substantial local business, or authorized a representative habitually to bind the corporation.

Nova Roma’s nonprofit or tax-exempt status in the United States would not automatically confer charitable status in another country. The account should therefore not be represented as authorizing local tax-deductible charitable receipts unless Nova Roma separately qualified under local law.

Governance and control concerns

A foreign account should not depend solely upon one individual magistrate.

Nova Roma should avoid any arrangement in which access or recovery depends entirely upon a magistrate’s personal telephone number, private email account, home address, continued tenure, or willingness to cooperate after leaving office.

The account should be titled only in the name of Nova Roma, Inc. At least two appropriate officers should possess administrative visibility or recovery authority. Institutional email addresses should be used where possible. Statements should be preserved in a central treasury archive.

Substantial outgoing transfers should require more than one approval where the institution permits it. Each account user’s authority should be documented and limited. There should be a written procedure for the immediate transfer or termination of access when an officer resigns, is removed, or completes a term.

Wise Business as an alternative

Wise Business offers a substantially simpler means of accomplishing the operational purpose of the decree.

A Wise Business account may be established under the verified legal name of Nova Roma, Inc. Once approved, Nova Roma may receive individual euro account details, maintain a euro-denominated balance, and accept payments through the SEPA system.

Wise also supports multiple account users, differentiated access levels, payment approvals, transaction records, statements, and controlled account administration.

This would allow Nova Roma to receive euro tax payments through ordinary European transfer methods without requiring the corporation to establish a foreign branch, obtain a European corporate registration, maintain a local office, or build a traditional banking relationship in a country where it has no substantial business operation.

Wise would still require meaningful verification. It is not an anonymous or informal service. Nova Roma would have to prove its legal existence, identify its directors and controller, verify the applicant, explain its activities, document its address, establish the source of funds, and demonstrate the applicant’s authority to act.

The difference is that the Wise process is designed for remote international business onboarding and relies primarily upon records Nova Roma should already possess.

Wise Business verification requirements

Wise does not use one fixed document list for every applicant. It first attempts to verify the organization electronically and then requests additional evidence where necessary.

Nova Roma should be prepared to provide:

1. Its full legal name, entity type, EIN, registered address, operating address, and a description of its activities.

2. Articles of incorporation, amendments, a current Maine certificate of existence or good standing, bylaws, and IRS documentation where requested.

3. The names, dates of birth, countries of residence, and identification details of directors and the person Wise treats as exercising ultimate control.

4. Government-issued identification and proof of address for the person opening the account.

5. A board resolution, authorization letter, or power of attorney confirming that the applicant may open and administer the account on behalf of Nova Roma, Inc.

6. Proof that the Tennessee address listed in Maine’s corporate records is the organization’s genuine registered and administrative address.

7. A clear explanation of Nova Roma’s activities, its citizen tax system, the purpose of the euro account, the expected number and value of payments, and the countries from which payments are expected.

8. Evidence of the source of funds, such as bank statements, PayPal statements, treasury reports, payment ledgers, tax-rate legislation, or other financial records.

Nova Roma should prepare these records in advance but submit only those documents specifically requested by Wise.

The Wise process still requires meaningful verification, but it relies primarily on existing United States corporate records and can ordinarily be completed remotely. Unlike a conventional European bank, Wise would not normally require Nova Roma to establish a European branch, obtain local corporate registration, retain a local office, secure apostilles or certified translations, or attend a foreign branch in person.

Comparison of administrative burden

Wise does not eliminate compliance obligations. Nova Roma would still have to prove its identity, governance, address, authority, activities, and source of funds.

The administrative difference is nevertheless substantial.

A conventional European bank may require the same core corporate records together with apostilles, notarizations, certified translations, local tax numbers, branch registration, evidence of a commercial connection to the country, local legal advice, and personal attendance.

Wise would ordinarily allow Nova Roma to complete the process remotely with existing United States corporate records.

Wise would not normally require Nova Roma to:

- establish a European branch;
- obtain a foreign corporate registration;
- retain a local office;
- obtain a local tax number solely for the account;
- translate its entire corporate record;
- attend a foreign bank branch in person; or
- demonstrate a substantial business operation in the bank’s country.

For a small international nonprofit seeking only to receive modest euro-denominated payments, this difference is significant.

Functional compliance with the decree

Wise Business is not a conventional European deposit account opened directly with a traditional bank.

It should therefore not be represented without qualification as being identical to the specific institutional form named in the decree.

Under the narrowest possible interpretation, the words “European-based bank account” may be read as requiring a direct relationship with a conventional European bank.

Wise may not satisfy that literal description.

It does, however, satisfy the substantive and operational requirements of the decree.

Wise would permit Nova Roma to:

- establish an account under the verified legal name of Nova Roma, Inc.;
- maintain funds denominated in euros;
- provide European euro receiving details;
- accept standard SEPA transfers;
- receive payments from European citizens without requiring costly international bank wires;
- avoid or minimize continuing account fees;
- maintain transaction records and statements;
- assign controlled access to treasury officers;
- establish approval procedures for outgoing payments;
- convert euros into dollars where necessary; and
- transfer funds into Nova Roma’s principal United States treasury account.

These are the practical objectives the decree was intended to accomplish.

The difference between Wise and a conventional European bank is therefore principally one of institutional form, not operational result.

Recommendation

I recommend that the Senate recognize Wise Business as a reasonable and substantially compliant means of carrying out the senatus consultum de ordine novo tributorum exigendorum.

This recommendation does not claim that Wise is technically identical to a conventional European bank account. It acknowledges that Wise meets the spirit, purpose, and functional requirements of the decree while differing from the narrowest possible reading of its wording.

If the Senate wishes to remove uncertainty, it may clarify that the decree is satisfied by a regulated business payment account that:

1. is established under the verified legal name of Nova Roma, Inc.;
2. maintains or records funds in euros;
3. provides individual European receiving details;
4. accepts standard SEPA transfers;
5. permits citizens to pay without disproportionate international transfer costs;
6. imposes no continuing fees, or only minimal continuing fees;
7. provides reliable records and statements;
8. allows controlled access by duly authorized treasury officers; and
9. preserves Nova Roma’s ownership and control of the funds.

Such a clarification would preserve the substantive protections and purpose of the law while permitting the treasury to use a modern financial service appropriate to Nova Roma’s actual circumstances.

Unless the Senate determines that maintaining a conventional deposit account at a European bank is itself an indispensable objective, the documentation, cost, delay, and risk of rejection associated with that approach appear disproportionate to the limited purpose for which the account is required.

Wise Business presents the more practical course. It would allow Nova Roma to receive tax payments in euros through SEPA, under its own corporate identity, with appropriate records and internal controls, while imposing substantially less administrative overhead upon the treasury, the consuls, the corporate board, and the appointed account managers.

For these reasons, I recommend that the Senate authorize or acknowledge Wise Business as fulfilling the operational requirements and legislative purpose of the decree.

"The Aurelian Law concerning the appointment of rogators."

I. Historically, the office of rogator has been restricted only to those who work in the censorial office. The nature and duties of rogator requires them to access specific data to aid in the development of voting roles, as well as data to aid in the breaking of voting ties in elections. This also meant having to have access to systems that also held Personal Identifiable Information (PII) of our citizens. With the development of new, more accessible record keeping that excludes PII, the once previous restriction is no longer required and is considered unnecessarily restrictive.

II. This law is only intended to be an amending law and is not intended to be standalone law. It is intended to only modify the ''lex Tullia de comitiis habendis'' and does not rescind it. As this has law affects how comitia operates internally through the variance in rogator appointment, it will require senate ratification in accordance with article V.F. of the lex Cornelia Domitia de re publica constituenda.

III. With this law, article II.C.1.a. of the ''lex Tullia de comitiis habendis'' is amended to read as follows:

:The duties of the rogatores are to ask the citizens to vote by advertising the voting in any and all venues of communication, to assist citizens in the voting procedure, to answer their questions in connection to the technical and procedural aspects ongoing voting, to identify and to register the voters by centuries or tribes, and to pass the anonymous list of votes by centuries and tribes to the diribitores for counting. For the sake of tiebreaking, the rogatores shall provide the citizenship date and the birthdate of all candidates to the diribitores. The rogatores shall have access both to the cista and relevant accessible censorial records in order to fulfil their duties. If the censorial records are considered to be inadequate or otherwise restricted due to the presence of sensitive citizen data (personal identifiable information), then only officers of the Censorial Office may be appointed to this position. One of the rogatores can be appointed as custos. There shall be at least one rogator. Candidates for censorship, consulship, praetorship and plebeian tribuneship may not serve as rogatores.

''A senatorial decree concerning the legion established outside the province for Provincia Pannonia.''

I. The senate acknowledges the investigation by the consuls under ''edictum consulare de legionibus extra provincias constitutis'', concerning the establishment of a legion outside the legal boundaries of provincia Pannonia.

II. The senate concurs with the position of the consular edict going forwards, concerning interpretation of the lex Aurelia de legionibus and the lex Aurelia de familiis gladiatoriis et ludis gladiatoriis with respect to the ability of governors raising or establishing new units.

III. The senate instructs the consuls to present an amending law to the people through the comitia, to address the ability for magistrates to present edicta from the distant past.

IV. Acknowledging the relationship developed through the provincial governor, the senate hereby places Legio VI Herculia under the direct command and imperium of the governor of provincia Pannonia for two years from the date of the enactment of this senatus consultum. In this period, the senate should evaluate the viability of a new province or an expansion to provicia Pannonia. The governor of provincia Pannonia is instructed to cultivate activity in the region of the province to promote future independent administration. If the senate has not enacted a decision by the expiry of this time period, then the legion will automatically return under the direct command and imperium of the consuls. In the future, if a new province encompassing the legion is established or if the borders of another province is expanded to encompass the area of the legion, then the legion is automatically assigned under the imperium of the responsible governor, even without explicit remarks of the senate.

I. The lex Vedia de ratione edictorum has formed the basis of edict law for many years in Nova Roma. The law appreciated the decentralized nature of Nova Roman society and government and sought to ensure that all enacted edicta was published publicly within a given period of time to ensure understanding and compliance. Despite the administrative requirement of 72-hours to publish edicta, it did not specify the validity of those edicta posted beyond that time frame, or those even not posted at all. As a result, a precedence has developed where various magistrates can claim an issued edict to be valid from months or even years in the past.

II. This law is intended to only be an amendment law and is not designed to be a standalone law. This law only applies amendments to the lex Vedia de ratione edictorum. The enactment of this law will only modify the basis of the lex Vedia de ratione edictorum and does not rescind it.

III. Appreciating the past intent of the lex Vedia and noting the validity of an edict from the moment of issue, sperate from the moment of publication, this lex makes the following modifications to the lex Vedia de ratione edictorum:

:A. Article I is to to be replaced in toto with the following:

::I. As described in the Constitution, the activities of magistrates in the furtherance of their official activities shall, in large part, take place through the issuance of edicta (edicts). Edicta are considered valid and actionable at the time they are issued by an approved authority. Edicta shall be publicly published within a set timeframe in order to maintain their validity from the moment of issuance (if prior to the moment of publication). A failure to publicly publish an edict within a set time renders the edict invalid and reversed. Depending on the office, edicta must be published in the following timeframes:

:::A. Edicta by all central magistrates and senate-appointed officers with the ius edicendi: within 72-hours of issuance.

:::B. Edicta by all governors of provinces: within two nundinae of issuance.

:B. A new article (II) is to be created following the above article I and is to read as follows. The proceeding article is to be renumbered as article (III):

::II. For an edict to be published publicly, it must be published to at least one of the following public fora within 72-hours of their issuance: the officially sponsored email list, or the officially sponsored internet message board. All such edicta shall be posted in the Nova Roma tabularium by the curator rei informaticae as soon as practical.

:C. The first sentence of article III is to have the following edition added to the first sentence:

::"...by those legally empowered to do so by the constitution or as otherwise stipulated in law."

:D. A new article (IV) is to be created following the extant article III and is to read as follows:

::IV. Extensions to publication timeframes as stipulated in article I in this lex may be sought by magistrates and governors only with explicit approval of the senate prior to the publication of the edictum. Upon being provided sufficient evidence, the senate only can endorse past issued edicta as valid to the following maximum timeframes:

:::A. Edicta by all central magistrates and senate-appointed officers with the ''ius edicendi'': up to 3 months from issuance.

''The Aurelian law concerning the identification of candidates''

I. Historically defined under consular edicta, the requirement for election candidates to have a current profile photo on their Album Civium record seeks to build integrity and trust. In our predominately online society, it can be difficult to discern who is behind the identity of those running for office and place trust in those who you cannot see.

II. This law is intended to only be an amendment law and is not designed to be a standalone law. This law only applies amendments to the ''lex Salvia de prorogatione et cumulatione'' and the ''lex Tullia annalis''. The enactment of this law will supersede the ''edictum consulare de imaginibus candidatorum et magistratuum'' and the ''edictum consulare de poenis magistratuum edictum violantibus'', making them obsolete.

III. The following amendments are made to the ''lex Tullia annalis'':

:A. A new article (II) is to be inserted after article I. All other articles are to be renumbered accordingly. The new article II shall be:

::Each candidate for any administrative office, magistracy, or priesthood shall have submitted a present citizen ID photo to their Album Civium record. The ID photo must:

:::A. Be less than 10 years old.
:::B. Be unmodified and not created by artificial intelligence (AI).
:::C. Not modified by image filters or photo-editing software that distorts colour, background, or the clear appearance of the face.
:::D. Show the citizen wearing Roman dress or garb, appropriate to their rank, or otherwise wearing modern clothing that is at least "smart-casual" in appearance.
:::E. Clearly show the full face (wearing of headdress that does not obscure the eyes, nose or mouth is still acceptable).
:::F. Not contain any writing (this excludes writing seen on approved vexillia or Roman group advertising).

IV. The following amendments are made to the ''lex Salvia de prorogatione et cumulatione'':

:A. A new article (III.D.) is to be inserted after article III.C:

::No individual shall present a candidacy for a magistracy unless his or her Album Civium record contains a current citizen ID photo.

:B. A new article (IV.D.) is to be inserted after article IV.D:

::Any citizen without a current citizen ID photo on his or her Album Civium record, provided they have submitted one before one nundinum has elapsed after the announcement of the election results.

V. There is no amnesty period associated with the enactment of this law as the previous extant legislation has already set the standard. Punitive measures are not specified in this law as they are already defined under the ''lex Lucilia iudiciaria''.

''The final decree of the Senate concerning a priority ordering of duties to be granted to Imperator Gnaeus Cornelius Lentulus''

I. The senate has identified a set of critical tasks that should be completed this year. The senate requests the aid of Cn. Cornelius Lentulus, to complete these tasks.

II. In order to complete the identified critical tasks, the senate will require Cn. Cornelius Lentulus to temporarily cease various jobs and activities in the Republic. This final decree protects him, and anyone authorised to support him in these tasks. The senate establishes the following list of priority tasks that Cn. Cornelius Lentulus must complete, in order, as his only activity in Nova Roma, with the following exceptions and additional restrictions:

:A. Cn. Cornelius Lentulus may continue to organise, manage and attend activities and events in European-based provinces for which he holds a governor role. This includes municipal inquires and answering inquiries from provincial citizens related to official events and activities. This does not include actioning new minor or large-scale projects within any given province. Cn. Cornelius Lentulus is encouraged to delegate as much tasking to provincial staff as possible. He may appoint new staff, as permitted under law.

:B. Cn. Cornelius Lentulus remains answerable to general inquiries from the consuls, praetors and curator aerarii, in his role as praefectus rei publicae administrandae and curator rei informaticae. These officers are encouraged to engage him as little as possible during the active period of this decree.

:C. Cn. Cornelius Lentulus is not prohibited from exercising any of his standard rights as a citizen of Nova Roma; he may continue to vote and debate in the senate, any comitia, and represent himself in any trial warranting his appearance.

:D. Cn. Cornelius Lentulus is not permitted to undertake any activities associated with his current magistracy or any member activities with a state-sponsored or aedile-registered special interest sodalitas or collegium. He is also restricted from undertaking any activity in his capacity as an apparitor (with the exception of censorial duties). This decree waives him from any penalties he may be subject to as a result of his inactivity.

:E. Cn. Cornelius Lentulus must report the completion of each task, or when commencing a second task simultaneously (as is permitted in cases below), to the consuls, providing necessary evidence or statements as to their status.

:F. With the exception of the final task in the list below, all tasks must be completed within 6 months from the enactment of this decree.

III. Noting the above conditions, Cn. Cornelius Lentulus is hereby tasked with the following priority activities:

:A. Utilizing existing platforms as required (like the Nova Roma Google account Google Drive), Cn. Cornelius Lentulus is to make the official live voting rolls (century and tribe) available to censorial office staff and any other offices required to have access. Publish the necessary instructions alongside with the rolls (citing extant law as required) on how these rolls are to be managed. Cn. Cornelius Lentulus may not proceed to the next task until this is finished.

:B. Cn. Cornelius Lentulus is to carry out all necessary training and induction for a second scriba into the censorial office to support citizen application processing and Album Civium updates. Cn. Cornelius Lentulus may select who this new officer is. Cn. Cornelius Lentulus may not proceed to the next task until the new member has been officially appointed.

:C. Cn. Cornelius Lentulus is to employ a new staff member of his choice to the Officium rei Informaticae to process all emails to the central Nova Roma email accounts (i.e. novaromacontact Gmail address). He may add additional staff from other offices to supplement this new staff member also. He should publish a procedure document as required to inform account custodians how to respond to various inquiries. This procedure document should be stored on the respective account Google Drive the staff members will now have access to.

:D. Cn. Cornelius Lentulus is to aid in the Initiation of any final examinations, any testing, or induction process required, for those camilli ready for elevation or graduation to full sacerdos. Providing the necessary approved rituals from the collegium. This task also includes reviewing and appointing new camilli that have placed an application and are responsive to Collegium communication. As required, host a session of the Collegium Pontificum to officially complete their appointments. Citizens identified for elevation who do not respond to verified received instructions from Cn. Cornelius Lentulus within two weeks are deemed “not ready” and may be ignored for the purpose of this decree. As this requires responses from others, Cn. Cornelius Lentulus may proceed to the next task while awaiting responses.

:E. Initiate the final induction process to induct those sacerdos who are eligible and able to enter their respective higher collegium. Providing the necessary approved procedures or guidance for the specific collegium. As required, host a session of the Collegium Pontificum to officially complete their appointments. Citizens identified for elevation who do not respond to verified received instructions from Cn. Cornelius Lentulus within two weeks are deemed “not ready” and may be ignored for the purpose of this decree. Current candidates requiring a longer program of study, or further research, should be equipped, briefed and instructed as required by the Collegium with a goal to graduate citizens before the allowed 6 months of this decree has elapsed. As this requires responses from others, Cn. Cornelius Lentulus may proceed to the next task while awaiting responses.

:F. With input from Collegium members as required, produce a document that guides all authorised magistrates on the procedures to correctly take the auspices. Appreciating the sacred nature of these procedures, Cn. Cornelius Lentulus may determine the storage and distribution of this document, provided, at least, 3 citizens have access at any given time. Cn. Cornelius Lentulus may not proceed to the next task until this is finished.

:G. Employ and train a new staff member, of his choice, in the Officium rei Informaticae, whose sole job is to manage and curate a list on the Nova Roma Wiki, that specifies all digital forums, online accounts, servers and digital platforms owned or associated with Nova Roma (citing who the technical administrators or owners are also). This staff member will also have the responsibility for assigning permissions each year to those citizens needing specific permissions across these digital spaces. Cn. Cornelius Lentulus may not proceed to the next task until the new member has been officially appointed.

:H. Within one month of commencing this task, Cn. Cornelius Lentulus is to make a recommendation to the consuls for local governorship for the following provinces to relive him in these areas. Within this time, he is to identify and brief/train as necessary his selected replacements who will be considered by the senate. Cn. Cornelius Lentulus may not proceed to the next task until the replacements have been provided to the consuls. The provinces are:

::i. America Transmississippiana

::ii. Germania (to be made an independent reported province)

::iii. Lacus Magni

:I. Working with the censors as required, Cn. Cornelius Lentulus is to ensure the appointment of a new staff member to the Officium Onomasticum and who also attends to the Censorial Board of Latin Examiners. Cn. Lentulus is to publish a local procedures document as required to govern how he sees these roles carrying out their function. This procedural document is to be published to the Nova Roma Tabularium. Cn. Cornelius Lentulus may proceed to the next task while awaiting responses from the censors as needed.

:J. Cn. Lentulus is to produce a toga draping information video(s) that will inform Nova Roma citizens how to correctly put on a toga. Cn. Lentulus is empowered to commission up to two citizens to support him in this task – those citizens being excused from their primary roles (if any) in Nova Roma to support this activity. Those citizens are protected under the power of this decree to support this task. This task also requires him to publish a document that details the blueprints and design for citizens to make their own or commission the production of their own toga virilis, tunica, angusticlavia, toga praetexta, stola etc. Any videos are to be published to Nova Roma social media and the official Roman clothing design document is to be published on the appropriate pages on the Nova Roma Wiki. Upon reaching this task, he has 2 months to complete it and may not proceed to the next task until all artefacts are published.

:K. Activate and commence work with his planned ICT workgroup that has been pending for a long duration to correct key Album Civium and website issues. Develop the required ICT report for the senate, if not already submitted, and commence a program and recommendations to migrate Nova Roma to a new website and album platform. Noting the magnitude of this task, the consuls can make a decision as to when sufficient progress has been achieved to lift the restrictions of this decree.

IV. The senate must renew the elevated status of this decree every three months as required to afford the necessary protections for Cn. Cornelius Lentulus and supporting citizens. The consuls may grant at their discretion, only up to 3-months of extension, to the time limit to complete all tasks, to compensate for medical or family emergencies affecting him or his family. The Collegium Iurisprudentium, and the current magistri of the college, are hereby tasked to prioritise any request from Cn. Cornelius Lentulus that seeks any aid of formally publishing/formatting a document, or seeks to review any written procedure he writes. Upon the enactment of this decree, Cn. Cornelius Lentulus is obligated to commence tasking priorities as listed above.

==Consular Auspices==
The auspices were taken by D. Aurelius Ingeniarius, consul. They were taken in a small garden, just 1.8km from the outer walls of the original foundations of the Augusta Taurinorum. Under guidance from Cn. Corenlius Lentulus, pontifex, sacrifices and prayers were made to Iuppiter Optimus Maximus. The auspices were found to be favorable.

==Consular Opening and Closing Ceremony==
An opening ceremony of rites and sacrifice was made by consul, D. Aurelius Ingeniarius. The closing ceremony was conducted {{May 30}}, on the shores of Lago di Garda, Italy, by the presiding magistrate.

==Quorum==
The senate has 23 voting members registered. In accordance with article XI.E. of the Senatus consultum de ratione senatus MMDCCLXV, no senator is deemed absent as no senator has lodged their pending absence on this forum. ==Presiding Magistrate's Closing Comments==
To the esteemed senators and citizens of Nova Roma!

This draws to a close the second session of the senate this year. This was another interesting session and I am happy we made some good progress despite only a few of the 23 senators actually offering any suggestions or improvements. We should all extend our thanks to the senators of D. Claudius, P. Aurelius, P. Porcius, T. Domitius, Fl. Germanicus and A. Iulius, who made meaningful and constructive comments before the vote in the senate to try and shape the proposals on the agenda. I also welcome those comments made by senators as part of their vote, although we were unable to enact on those in this session. We are often dealing with multi-faceted or complex issues and a diversity of different ideas really help us to come up with the best solution. My consular team and I are not perfect, and also such a small representation of the whole Republic, so, contributions like those from the senators above, help create better rounded proposals. I continue to encourage our whole senate body to ensure you are heard, no matter how small a suggestion.

To summarize this session, the senate has decided, through their votes, on the following:

:A. Despite attempts to rein in the approach, the senate has doubled-down on its commitment to spend at least two thirds of our entire treasury over three years on togas, tunics, tents and reenactment display items. Although there is certainly some merit in these purchases, the senate has insisted on no central oversight and no stipulation to track the purchases. The senate has refused to place any spending limits on this program, demanding an open budget. To provide some accountability, the senate has separately appointed a new curator aerarii (Chief Information Officer) this session, and through him, we may be able to start tracking the purchases at the very least. I'll continue to work with the previously appointed spending committee to try and gain more transparency and budgetary restraint. Noting our aging and obsolete online infrastructure, more work needs to be done to ensure we are spending appropriately, that benefits the majority of citizens.

:B. I was pleased to see the senate accepted responsibility and accountability for the lack of financial reporting this session. The senate had inadequately supported our previous curator aerarii in communicating his tasking to him. We have also now, discharged, with honors, our previous curator aerarii, P. Porcius Licinus, and welcomed in a new curator aerarii, P. Aurelius Barbatus. We owe a great thanks to P. Porcius, and through our actions in this senate, we have now set up P. Aurelius for success. Through his enthusiasm, we may even get the greater extent of reporting we require this year too. I, and the senate, look forward to the contributions of P. Aurelius.

:C. Through some effort, we were also able to define, for the first time, a process of acknowledgment for your citizen tax payments. The senate has heard your numerous complaints, your numerous concerns, and has sought to define a process and timeline of receipt and acknowledgment. The treasury team, under the good guidance of our new curator aerarii, will seek to start a better chain of communication, to not only acknowledge your gracious tax contributions to Nova Roma, but also ensure your public Album Civium records reflect your status accordingly. I am now off to brief the treasury and censorial team to ensure we can meet our obligations.

:D. Many citizens will be pleased to hear that we have made steps to open a European-based bank account in the name of Nova Roma. There is still a bit of investigation and work to do yet, but we are attempting to provide our international community with more options. We, as members of the Board of Directors of Nova Roma, Inc have a LEGAL FIDICUARY DUTY to the corporation, to its members, to its donors, and the State of Maine. Interesting fact: Any member of the Board can demand the financial documentation of Nova Roma that must legally be granted within five business days (unless the demanding party allow further leeway) and that Nova Roma will be financially responsible for the legal fees incurred if it is taken to the Maine Superior Court. While I can see granting an extension, we cannot and should not continue to shirk our actual responsibilities. We can't keep kicking the can to the following year.

I have been producing accounts for my law firm for some 38 years now, rather than paying an accountant to do this, and so I have some idea of what is involved, and the time required. It seems to me that the only reason we do not have public accounts is the required time, which would not be exorbitant (given the relatively limited number of transactions involving income and outgoings), has not been spent on this. Probably, if someone applied themselves fully to this task, it would take not more than 3 to 5 full days to complete at most, and that is being generous. It takes me less than one day to do the paperwork associated with my law firm’s own accounts, going through the receipts, adding up all the income and expenditure, and making the necessary calculations, It therefore seems a choice not to produce these accounts, rather than a product of inescapable or unforeseen circumstances.

::DCA: I don't understand the numerous votes against this item so far. Currently, there is no spending limit and no requirement to keep a paper trail for items purchased with Nova Roman funds per the senatus consultum de vestimentis et instrumentis publicis Novae Romae (although it did specify "the committee shall also study and recommend the creation of a secretariate to determine custodianship, storage, and logistical management of these assets" which I have not seen an update on.) I am in favor of purchasing items that we demonstrably need as the budget allows, but we must live within our means since we can't just add digits to Nova Roma's Bank of America and PayPal accounts. The moderate financial information that I have seen shows that Nova Roma needs more spending control and discussions on fiscal priorities, not less...especially as we dig deeply into the financial reserves this year. How many more large annual budget deficits can we absorb? Targeted purchases that we can afford I do support, and if revenues increase/expenses decrease then items purchased could commensurately be increased. Nevertheless, a blank check for unlimited spending that we don't even see happening in real time or vote on I cannot support, neither as a taxpayer nor as a senator since the board of directors for Nova Roma Inc. each carry a personal fiduciary responsibility. Also, establishing a record for all purchases in addition to custodianship, storage, and logistical management is common sense as well as overdue. Therefore, I feel obligated to go on record in the minutes of the senate as opposing unlimited spending on this topic and insisting on having a reasonable spending limit which this proposed item in front of the senate would do. That is, if one would think that a spending cap of 1,200 EUR on physical items is still in the realm of being fiscally reasonable after spending perhaps 4,000 EUR on the conventus plus a substantial amount for the website (I didn't see that figure for this year yet) when comparing those to revenues.

Iulius Paterculus that a finite budget devoted to reenactment makes a lot of sense, and we should have a fuller discussion before either going forward with the proposed purchases or discarding the plan. Since section II includes a provision for a budget increase to be requested through the senate, like A. Iulius Paterculus, I am voting in favour so we are required to have that conversation. My preference would be not to define the amount allocated as a fixed amount of Euros, but rather as a percentage of the previous year’s income, which requires that we are properly provided with annual accounts so that we can judge the state of Nova Roma’s finances. This means that the budget for these items can increase as our income increase, incentivising us to grow our revenues, or automatically decrease as income falls. I am involve in local politics, and have seen how 14 years of carefully husbanding our budget, and actually increasing our council reserves, have been squandered by the new minority administration of a different incoming party, who acted like “kids in a candy store” when they go back into office, handing out money left, right, and centre. As a consequence, within a matter of 16 months they have effectively made my local authority bankrupt, with all the negative knock on effects in terms of cuts to services this is now having.

I would rather see us providing certifications than replicated chairs.

'''L. EQUITIUS CINCINNATUS AUGUR (Michael Cope)''', L. Equitius Cincinnatus Augur, former consul and censor of Nova Roma has passed away.

We have been informed only now that one of our founding citizens, the former head of state of Nova Roma, consul and censor L. Equitius Cincinnatus Augur (Michael Cope), who got his agnomen for being the first prominent augur of Nova Roma, but who also served as our first flamen Martialis and pontifex, former censorial and consular senator, has passed away on 22 January, 2021.

L. Equitius Cincinnatus was the first flamen Martialis of Nova Roma, a pontifex and augur, and the founder of the Nova Roman patrician gens Equitia, re-founding it at the time of founding Nova Roma. L. Equitius was one of the most important leaders of the early Nova Roma, and a widely respected prominent citizen. In his macronational life, he was a US Navy war veteran, military diver for 17 years.

L. Equitius was also a reenactment legionary soldier as every Roman statesman has to serve in the army.

Cincinnatus was known as the first person to actually use the Nova Roman sestertius (the "Declaratio" coin) as real money in a business transaction with M. Cassius Iulianus at Roman Days in Maryland USA.

He was elected consul for the year L. Equitio Dec. Iunio coss. (1999), however, this election was later ruled invalid by dictator Fl. Vedius Germanicus.

After some turmoils around his person (the famous Cincinnatus-trial), he retired from Nova Roman public life, permanently. Later, Cincinnatus was restored to the Senate, but he never participated again, and was soon removed due to inactivity.

L. Equitius was affected by a serious disease in April C. Claudio T. Domitio (II) coss. (2018)., and was on rehabilitation for over two years, but he could never return to full health. He passed away in a.d. XI Kal. Feb. Q. Arrio (III) A. Tullia coss. (22 January, 2021), and he is buried in the Arlington National Cemetery.

The Senate will decide later about his state funeral ceremony, as a former censor and consul, he is qualified for a funus censorium.

Since there is no page dedicated to Equitis by his former colleagues for remembrances, I shall be the first.

I met Lucius Equitis online shortly after joining NR. When he discovered my passion was Roman Law and the Military, we communicated often.
He and I were on opposite sides in the first civil war when our election system failed, and Vedius Germanicus stepped in as dictator. This
put me on the road to Cursus Honorum which Equitis encouraged me to climb after we reconciled. When I became consul, he was the first to welcome me
to the Senate House, and I constantly requested his advice as a former consul. His speeches in the House were memorable, and his vision for Nova Roma was absolute.
We were also colleagues in the College, while he was the priest to Mars. I have always found him to be a stable and sober man, often he would chide me for being too excitable.

"Calm down" he'd say. "You can solve the problem tomorrow. It is not going anywhere."

While I realize we all have the appointment with the boatman, he has departed much too soon, and will be missed by all us, the original members of Nova Roma. Farewell, my friend.

''A senatorial decree concerning increased regulation to be imposed on the acquisition of clothing and public equipment of Nova Roma.''

I. Passed on Non. Oct. ‡ P. Aurelio C. Flavio cos. ‡ MMDCCLXXVIII a.u.c., the senatus consultum de vestimentis et instrumentis publicis Novae Romae, established a committee to purchase authentic equipment and clothing for Nova Roma. Unfortunately, this decree, although well supported, essentially provided an unlimited budget. A program of acquisition without a set budget is never good fiscal policy.

II. Although the senate has significant trust in the designated co-chairs, the senate hereby instates a budgetary limit of 1200 EUR per calendar year, for a maximum of four years. This timeframe is applicable from the enactment of the original decree. The committee may request additional budget by applying through the senate for additional approvals. The committee must provide a record of all purchases to the curator aerarii, each month.

III. Expanding on article V of the senatus consultum de vestimentis et instrumentis publicis Novae Romae, the committee must immediately appoint a secretariate within 3 nundinae, if not already done so, and report the appointed citizen's name to both consuls. The secretariate must create an official Nova Roma asset register and publish it on the Nova Roma Wiki page of the Aerarium Publicum. The asset register should include the following details:

:A. Asset name (e.g. toga praetexta)

:B. Asset cost at acquisition (e.g. 600 EUR)

:C. Asset description (e.g. 15ft x 8ft, pure wool, 3" deep purple stripes on center and outer edges)

:D. Date asset purchased (e.g. 15 March 2026)

:E. Name of citizen who purchased the asset (e.g. Cn. Cornelius Lentulus)

:F. Current storage location of the asset (e.g. Garden Shed on the property of Cn. Cornelius Lentulus - see Album Civium for address)

:G. Current asset condition (e.g. like new)

I. As already approved under the senatus consultum passed in prid. Kal. Sept. ‡ Cn. Salvio Cn. Equitio cos. ‡ MMDCCLVII a.u.c. so titled "...establish a European bank account that will allow easier fund transfers", and in congruence with article VIII of the senatus consultum de tributis perpetuis a.d. III Kal. Feb. ‡ M. Metello D. Aurelio cos. ‡ MMDCCLXXIX a.u.c., the decree hereby instructs the curator aerarii to establish a European-based bank account in the name of Nova Roma.

II. The curator aerarii is to identify and instruct one of the existing quaestores aerarii or an appointed treasury account manager (so defined under the senatus consultum de quaestoribus aerariis constituendis), to establish a bank account that can be used to accept tax-payer payments through the standard Single Euro Payments Area (SEPA) payment method, a Euro denominated account, accepting Euro transfers without fees. The active account should have no ongoing fees or at least be minimal. The account should be in the name of Nova Roma Inc. As required, a consul may be approached and is instructed to produce a supporting formal signed letter, that will support this decree (acting as the official board-of-directors minutes), allowing the appointed individual to open an account in the name of Nova Roma.

III. Ensuring to meet the conditions of article IV.C of the senatus consultum de quaestoribus aerariis constituendis, the curator aerarii is pre-approved by the senate to appoint a new treasury account manager, if the curator deems it necessary, that lives within the European Union, if one of the existing quaestores aerarii, or the curator themselves, are not suitable or unable to support this task. The curator is to inform the consuls and the praefectus rei publicae administrandae of any such appointment.

IV. The new EUR account is to be established within two months of the enactment of this decree. This decree excuses the processing times that may occur as a result of the banking institution.

V. Acknowledging the new accepted currency to pay transfer funds to Nova Roma, the senate stipulates the following fixed rates citizens may elect to pay their taxes. These rates are based on the exchange rates of the day but will remain fixed. The defined European rates for tax payment are as follows and are to be published alongside current tax information, once the new account is accepting payments:

:A. tributum capitis: €8

:B. full basic tax: €13

:C. discounted treasury tribune tax: €23

:D. full treasury tribune tax: €38

:E. discounted equestrian tax: €69

:F. full equestrian tax: €115

VI. If the curator aerarii and his appointees are unable to establish an account in the given time, they are to produce a short report to the consuls for further consideration by the senate. The report should include:

:A. What banking institutions were approached.

:B. What documentation was provided to the institutions and what additional documentation was sought.

:C. What local laws or legislation, or banking policy, prohibited the account establishment.

:D. What prohibitive fees discouraged the account establishment and if there were any avenues to avoid these.

:E. Anything else considered relevant.

I. Nova Roma has struggled to reflect the correct tax payment status of citizens, within a sufficient time frame, for numerous years. Many citizens have expressed concerns that they have received no acknowledgment of their tax payment status. Although Nova Roma custom and law automatically affords the correct status to those citizens from the moment they pay, citizens have expressed the need for tangible receipt and acknowledgment of their tax payment and their status. If Nova Roma considers itself a viable organization operating with integrity, and that it respects its tax paying citizens, the senate hereby implements the necessary procedural enforcement. Nova Roma also has an obligation under numerous macro-national jurisdictions to provide receipts of payment.

II. This decree mandates ongoing activities for both acknowledgment and record keeping measures concerning funds paid to Nova Roma:

:A. With oversight from the curator aerarii, the quaestores aerarii or treasury account managers (as defined by senatus consultum de quaestoribus aerariis constituendis) must provide acknowledgment of any funds paid to Nova Roma, to the paying individual, within one nundinium. The acknowledgment may be as simple as an email to the paying individual (it does not have to be a typed or printed receipt), but the correspondence must record the amount paid and on what date it was paid on.

:B. With oversight from the curator aerarii, the quaestores aerarii or treasury account managers (as defined by senatus consultum de quaestoribus aerariis constituendis) must provide a report of tax payers (noting what they paid) to the appropriate officers in the Officium Censorium, at a minimum of once a month, so they may update the tax payment status on the Album Civium. Noting they have to provide acknowledgment to a paying citizen, they should carbon-copy the censorial staff in the same email correspondence.

III. With the enactment of this decree, the quaestores aerarii, or treasury account managers as appropriate, must provide a notification to all citizens who have paid funds to Nova Roma since Kal. Ian. of M. Metello D. Aurelio cos. within 4 nundinae. This should also include a report or copied correspondence to the appropriate officer(s) Officium Censorium. The quaestores aerarii, or treasury account managers then must maintain their obligations in accordance with article II going forwards.

IV. As is already stipulated in law, the Officium Censorium is obligated to make an update the Album Civium once informed or requested of a necessary change. Upon receiving notice from the quaestores aerarii or treasury account managers, the assigned staff of the Officium Censorium must update the tax payment status of a citizen in the Album Civium within a nundinium.

V. Voting rolls must be updated at the time Album Civium records are updated, in congruence with other legalisation defined elsewhere in law. The tribe and century rolls must be made available to the censorial staff carrying out these updates.
