Consular Auspices
The auspices were taken by D. Aurelius Ingeniarius, consul, on the morning of a.d. XV Kal. Sext, Rome time. They were taken in a small garden, just 1.8km from the outer walls of the original foundations of the Augusta Taurinorum. The space provides a secluded partition to observe the sky. Under extant guidance from Cn. Corenlius Lentulus, pontifex, sacrifices and prayers were made to Iuppiter Optimus Maximus. The auspices were found to be favorable and permitted the call for the senate to proceed.
Consular Opening and Closing Ceremony
An opening ceremony of rites and sacrifice was made by consul, D. Aurelius Ingeniarius. A closing ceremony was conducted on the afternoon, a.d. III Kal. Sext, by consul, D. Aurelius Ingeniarius, located in Torino, Italia.
Quorum
The senate has 23 voting members registered. In accordance with article XI.E. of the Senatus consultum de ratione senatus MMDCCLXV, no senator is deemed absent as no senator has lodged their pending absence on this forum. As per article I, 2/3 of registered members constitutes a quorum; this is 16 members. With 23 of 23 members accounted for, quorum is achieved. The 23 voting members are:

- Comments:
- AIP: While I agree with the overall goals of this measure and am therefore voting in favor, I do have concerns over two sections of the Mandatum Consilii. First, section II.C., "External Engagement": it seems fine to me if a subsidiary group own by Nova Roma does not have as close a focus on reconstructing exact Roman organizational structures as does our organization itself, especially if it furthers other aspects of our goals and is designed for non-Nova Romans to easily understand who does what. What we should absolutely avoid is a situation in which people interacting with our group or a subsidiary thereof do not understand that they are interacting with us or misunderstand the nature/goals of our organization (at least if they care). While surely no subterfuge is intended here, we should be maximally transparent so that no one who joins forces with us or contributes money to a project we sponsor later has cause to feel misinformed. I don't think that anything in the Mandatum Consilii requires we be less than fully transparent (hence why I am still voting for it), but I am raising the issue so we keep in mind e.g. if new social media accounts are created, they should clearly state somewhere visible that they are affiliated with us. Second, section V.D.iii.(1) has the Praefectus Rei Publicae Administrandae assuming the relevant supervisory obligations if the office of Praeses is vacated. There is nothing wrong with this in principle, but as we all seem to be in agreement that our current Praefectus Rei Publicae Administrandae, Gn. Cornelius Lentulus, is highly overworked, it seems that granting him additional obligations is something we would want to avoid. Hopefully this situation will not arise, but, if it does, we should make an effort to see a new Praeses appointed as soon as possible. Apologies for raising these concerns after the window for modifications had passed.

- AIP: It makes sense both that governors should not generally be able to recruit legions outside their own provinces and that we should make an exception where there is a personal relationship which makes one person or provincial administration an ideal contact between a given legion and Nova Roma.
