V. Recognizing the continuing existence of active provincial communities within certain former provinces, and exercising the authority vested in the Senate by the Constitution of Nova Roma to create and organize provinciae for administrative purposes, the Senate hereby re-establishes the following provinces as provinciae of Nova Roma, effective immediately upon the enactment of this Senatus consultum:

The senate acknowledges that where a province has received two consecutive evaluations of "abandoned", or has otherwise met the conditions for automatic dissolution under III.B of the senatus consultum de provinciis ordinandis, such dissolution occurs by operation of law, once the evaluations are issued. Given the exceptional and unforeseen circumstances resulting in the simultaneous loss of a substantial proportion of the provincial administration, and the consequent risk to the orderly administration of Nova Roma, the senate has deemed it necessary to intervene through this senatus consultum ultimum and temporarily suspend the operation of article III.B of the senatus consultum de provinciis ordinandis, insofar as it would otherwise cause the automatic dissolution of the following provinces upon the issuance of the evaluations contained in this senatus consultum. Recognizing the continuing existence of active provincial communities within the below provinces, or otherwise their historical significance, the senate hereby grants a temporary exemption for:

VI. The former territory of Provincia America Noveboracensis et Mediatlantica is now to form part of the territory of Provincia Lacus Magni. This new larger territory will maintain the name "Provincia Lacus Magni". This is to create neighboring provinces in north America and provide a wider area of citizens to contribute to the activity reporting within a province.

The Senate hereby prorogues the appointments and authority of the incumbent governors of Australia, Britannia, and Nova Britannia, who shall continue to exercise the powers of their offices in accordance with the constitution and the laws of Nova Roma.

:H. The dissolution of the provinces acknowledged under Article IV remains a legal consequence of the senatus consultum de provinciis ordinandis. The re-establishment of the provinces listed in this article constitutes a new exercise of the Senate's constitutional authority to establish and organize provinciae and shall not be construed as reversing or invalidating those dissolutions.

A senatorial decree concerning the provinces to be examined and organized in the consulships of Publius Aurelius and Gaius Flavius, and of Marcus Metellus and Decimus Aurelius.

I. In accordance with the senatus consultum de provinciis ordinandis, senatus consultum de relatione provinciali requirenda, and senatus consultum de relationibus praesidum provinciarum the senate hereby confirms the evaluations of the provinces not yet reported up to this present year.

II. As confirmed by the senatus consultum de clarificatione temporis referendarum relationum provincialium, a second round of provincial reporting was allowed for the following periods. Reports previously submitted and confirmed under the senatus consultum de provinciis examinandis et ordinandis annis C. Cethego Q. Arrio coss. et M. cotta C. Petronio coss. are marked accordingly:
