		+	I. I hereby create Regio Moesia of Provincia Thracia, consisting of the Oblasts of Dobrich, Varna, Silistra, Razgrad, Ruse, Veliko Tarnovo, Pleven, Vratsa, Montana and Vidin.
		+
		+	II. I appoint the tribunus (dux) of the Auxilium Palatinum - Tervingi, Marcus Servilius Gemellus Marsius as praefectus Regionis Moesiae, to be my deputy and vicar in the regio, and to govern Nova Roma and its projects as lieutenant governor in Regio Moesia of my Provincia Thracia.

		+	EDICTUM A. VITELLI LEGATI PRO PRAETORE THARCIAE DE COHORTE AUXILIARI TERVINGORUM CONSCRIBENDA

		+	In honor of the Megalesia, and as a recognition of many years of cooperation and friendship, as a sign of our respect and gratitude, I, as legatus pro praetore of Thracia, hereby officially declare:
		+
		+	I. I establish the cohors auxiliaris Auxilium Palatinum - Tervingi, represented by the incorporated association Dux Anticae, as an Autonomous Nova Roman Military Reenactment Unit of Nova Roma.
		+
		+	II. I hereby appoint the M. Servilius Geminus Marsius as the commander of the unit, creating the office tribunus Tervingorum for him. At the same time, I recognize and appoint him in the military rank proper tribunus. In the Late Roman reenactment contect, he can use the title dux in place of tribunus Tervingorum.
		+
		+	III. I establish tribunus M. Servilius Geminus Marsius as the official liaison, coordinator and contact person between the Auxilium Palatinum - Tervingi of the Nova Roman Provincia Thracia and Nova Roma.
