Subject: [Nova-Roma] Good story in what happens when Antonina meets Selene
From: "biojournalism <biojournalism@hotmail.com>" <biojournalism@hotmail.com>
Date: Wed, 19 Feb 2003 00:48:26 -0000
Wonder what kind of a story would come out if--Antonina minor, the
daughter of Marc Antony and his Roman wife, Octavia meets the
similar age daughter of Antony and Cleopatra, Cleopatra Selene?

What if they meet one day at a dinner and realize they are half
sisters with the same father and different mothers who had different
fates, one a Roman patrician lady, the other the wife of an African
(Algeria-Numidia) king? Would their paths cross? What if their
grandchildren's path crossed, say as the grandmother of Nero and the
grandmother of some other African king descendant? How would they
act toward each other being perhaps in countries at war with each
other, but being descended from the same male Roman line? Would they
become friends and sisters? What if a novel followed them perhaps
corresponding as half sisters and friends over a fifty-year time
period? What adventures might they tell in a novel?

Fascinating stuff in history for stories....

Octavia

Subject: [Nova-Roma] Senate Call
From: "rexmarciusnr <RexMarcius@aol.com>" <RexMarcius@aol.com>
Date: Wed, 19 Feb 2003 02:10:16 -0000
Ex officio Tribuni plebis Marcus Marcius Rex omnibus S.P.D.

I beg forgiveness for my recent absence due to an unforeseen
prolonged stay in an Asia Maior province. I see my colleagues have
tended to the business of the Tribunes in a most thoughtful way I can
only support.

The junior Consul has called the Senate to order and has laid the
following agenda [summary prepared by the reporting tribune] before
them:

If the Gods provide favorable auguries, the Senate shall meet from
the
ninth hour, ante diem nonum Kalendas Martias (9 AM, February 19)
until
the ninth hour, ante diem quintum Kalendas Martias MMDCCLVI (9 AM,
February 23). Voting shall begin immediately after, and shall
continue
until the nineteenth hour, ante diem secundum Kalendas Martias (7 PM,
February 26). Senatores are advised that ante diem quartum Kalendas
Martias (February 25) is the first dies comitialis of the voting
period,
and that the following day is a dies endotercisus, in which public
business is allowed in the afternoon. All times are given in Roma
time.
The current time in Rome can be found at
http://www.novaroma.org/main.html , just below the "CONTENTS" menu.

I. Fl Vedius' now-defunct edictum allowing cives to use the Nova
Roman
flag on Nova Roman related material, including Web sites, shall be
enacted as a Senatus Consultum.

II. The Senate hereby establishes a minimum tax rate of $6 US.

III. In all cases in which a Senatus Consultum specifies a deadline
for calling a meeting of the Senate, the presiding magistrate is
given leave to postpone the required meeting until the nearest dies
comitialis, even if this places the meeting after the specified
deadline.

******* Proroguing Existing Governors

IV. Marcus Bianchius Antonius, Propraetor of Lacus Magni
V. Appius Tullius Marcellus Cato, Propraetor of Canada Orientalis
VI. Caius Minucius Hadrianus, Propraetor of Nova Britannia
VII. Caeso Fabius Quintilianus, Consul of Thule
VIII. Caius Iulius Barcinus Ciconius, Propraetor of Hispania [new
appointment MMR]
IX. Quintus Fabius Maximus, Proconsul of California
X. Caius Flavius Diocletianus, Propraetor of Germania
XI. Lucius Pompeius Octavianus, Propraetor of Argentina
XII. Marcus Arminius Maior, Propraetor of Brasilia
XIII. Gaius Sentius Bruttius Sura, Propraetor of Australia
XIV. Franciscus Apulus Caesar, Propraetor of Italia
XV. Sextus Cornelius Cotta, Propraetor of America Medioccidentalis
Superior
XVI. Petrus Domitianus Artorinus Longinus, Propraetor of Venedia
XVII. Antonius Gryllus Graecus, Propraetor of Lusitania
*** Note: C Marcius Coriolanus (Pannonia) and Pontius Sejanus Marius
(America Austroccidentalis) failed to respond to when asked if they
wished to continue in their positions. Remesa Debrasca (Canada
Occidentalis) and L Sicinius Drusus (America Austrorientalis)
specifically asked to resign. Therefore, these four names have been
left off the list above.

*********** Appointing A New Governor

XVIII. Gaius Popillius Laenas is hereby appointed Propraetor of
America
Austrorientalis.

*********** The following items are being presented to the Senate
again on behalf of my collega. All three items received enough votes
to pass, but failed due to confusion about the voting period.
Therefore, it seems congruent with the will of the Senate to place
them on the agenda again.

XIX. Approval of the Revised Budget (called "6 ISSUES PER YEAR") for
MMDCCLVI

XX. The state of Maine, in which Nova Roma is incorporated, requires
every nonprofit organization that is organized for the public benefit
to restate this purpose in their yearly report. Therefore, the
Senate hereby reaffirms that Nova Roma is formed for the public
benefit and directs the consuls to see to it that the proper
authorities are apprised of this fact.

XXI. I propose that the Senate support the community of Rosia Montana
with a statement of support. For information about this case see the
text about Roman Alburnus Maior written by Manius Constantinus
Serapio. The Consuls are given the task to see to that this decision
is executed.

Subject: [Nova-Roma] Spinoffs, Imitators and Impostors
From: Marcus Octavius Germanicus <haase@konoko.net>
Date: Tue, 18 Feb 2003 20:27:23 -0600 (CST)

Salvete Cives,

Last month, a toy micronation called "Imperium of Nova Roma" appeared.
They seemed to consist only of a message board, on which they
discussed territorial disputes with other pretend micronations and
why they wouldn't change their name.

It now appears to have disappeared; the message board formerly at
that address has been shut down.

"Imperium Nova Roma" will be marked as VANISHED on our Imitators page.

"New Roman Republic" (respublicanova.tripod.com) has shut down.
Their site now refers people to Nova Roma and to "Imperium Romanorum".

"New Roman Republic" will be marked as INACTIVE on our Imitators page.

I learned of "Imperium Romanorum" for the first time today. They
claim to have existed from "2743 [sic] (2000 AD)". Much of their
Constitution was lifted directly from ours (yet they claim to be
the only "true heirs of that great civilization").

"Imperium Romanorum" has been added to our Spinoffs, Imitators and
Impostors page:

In France, something around 40% of the citizens pay the income tax. The government
pledges for more tax cuts. IMHO, this makes sense since income tax costs very much to
collect. There is no tax on real estate if the property you sell back is your main
residence. Gas tax is like everywhere in Europe... VAT ranges from 0 to 25% (on luxury
items)

Yes, we need to raise money more than highering the tax and I praise your efforts on this

Subject: [Nova-Roma] Edictum Consulare CFQ VI de Nominationibus in Cohorte Consulis
From: Caeso Fabius Quintilianus <christer.edling@telia.com>
Date: Wed, 19 Feb 2003 12:29:42 +0100
Ex Officio Consulis Senioris
Caesonis Fabii Quintiliani

Edictum Consulare CFQ VI de Nominationibus in Cohorte Consulis CFQ
(The Sixth Consular edict CFQ on the appointments in the Cohors
Consulis CFQ)

The Cohors Consulis CFQ has been established by "Edictum I CFQ de
Cohorte Consulis CFQ Constituenda". This present edict shall
restructure the Consilium Accensorum Magnorum, accept the resignment
of Illustrus Marcus Minicius Audens and fill the vacancy.

The CAM is part of the advisory branch of the Cohors Consulis CFQ and
the main task of this Consilium will be to read through law proposals
before they are published. I am very honored and satisfied to have
these intelligent, honest and knowledgable citizens working in the
CAM.

I. The following citizens shall be appointed new members of the
Consilium Accensorum Magnorum: Marcus Arminius Maior, Decius Iunius
Palladius and Gnaeus Salix Astur, they will be holding the rank of
Accensus Magnus.

II. Further the Consilium will continue to also consist of Patricia
Cassia who will become the new Praeses (Chairman) and Pompeia
Cornelia Strabo, both of them holding the rank of Accensa Magna.

III. I hereby officially accept the resignation of Marcus Minicius
Audens and thank him for the advises and the support that he has
given.

III. Above appointed Accensi are asked to observe that they are bound
by the Constitution of Nova Roma (see
http://www.novaroma.org/tabularium/constitution.html) and the Edictum
I de Cohorte Consulis CFQ Constituenda

IV. As an official of Nova Roma the above three Accensi that are
appointed in this edictum are asked to, within one week, swear the
public oath which is be published in the Edictum Consulare CFQ III de
Iusiurando Apparitorium (The Third Consular Edict Concerning the Oath
of Attendants/Apparitores), using their Nova Roman name. The oath can
be found at: http://www.insulaumbra.com/cohors_consulis_cfq/ and the
oath must be published on the Nova Roma Main List!

V. The oath sworn by each Accensa/Accensus of the CAM will be
interpreted as having the following implications and limitations:

V.I. Each Accensa/Accensus promise to keep the proposals presented to
CAM secret until the Senior Consul present each proposal publicly on
the main list.

V.II. Each Accensa/Accensus promise to really do her/his best to make
each proposal a good one during its time in the CAM.

V.III. These two promises above don't in anyway limit the freedom for
the Accensa/Accensus to fight for their own opinion as soon as the
proposal is made public. The two promises above (V.I. and V.II.)
don't in any way limit the independence of the Accensi in any of
their other official positions.

VI. This Edictum becomes effective immediately.

Given the 16th of February, in the year of the Consulship of Caeso
Fabius Quintilianus and Titus Labienus Fortunatus, 2756 AUC.

Salvete,

I was reminded yesterday of Nova Roma's age. Not in any sort of
anniversary post about NR, but when someone asked me about
NR's first natural born citizen, who turned 4 years old February
11th.

The old list, which annoumced his birth is gone now. That written
history lost forever I guess.

Sort of makes me proud to have had such a historic role in NR
<G>.

Subject: [Nova-Roma] Request for clarification (WAS: Senate Call)
From: "=?iso-8859-1?q?A.=20Apollonius=20Cordus?=" <cordus@strategikon.org>
Date: Wed, 19 Feb 2003 21:42:31 +0000 (GMT)
A. Apollonius Cordus to all citizens and peregrines,
and to whom it may concern, greetings.

I noticed the following item in the Senate agenda, as
kindly posted by Tribune Marcius Rex:

> II. The Senate hereby establishes a minimum tax rate
> of $6 US.

Am I correct in thinking that this item, if passed and
enacted as a senatus consultum, would partially
override the senatus consultum which is "ITEM IV.
Annual Membership Fee Rate Adjustment" (can be found
at
http://www.novaroma.org/tabularium/senate/2002-11-09-i.htm
) - i.e. it would mean that taxes would then be
adjusted to be proportional to national GDP only down
to $6, and that citizens who would under the previous
senatus consultum have been required to pay less than
$6 would then have to pay $6?

If this is the case, then may I urge Senators to vote
against this item? The purpose of the original senatus
consultum, which was widely welcomed and was passed
unanimously, was to ensure that taxes did not penalize
citizens from poorer countries. Setting a fixed
minimum rate of tax across the whole republic would
re-impose that unfair penalty on citizens in the very
poorest countries.

I don't pretend to know the reasoning behind the
proposal which is now on the table. If, as seems
possible, it is a response to the recent calls for
increased taxation and for mandatory taxation, may I
suggest that it would be fairer by far simply to
increase the fraction of national GDP per head which
constitutes the tax rate, rather than to set a fixed
minimum across the board?

Thanks for listening,

Cordus
