Salve, Iustine--I think this is a wonderful idea! Having a
good Latin lexicon would be a great help to a lot of
Nova Roman citizens, I think.

Unfortunately, my knowledge of Latin is too poor for
me to assist you in this effort, but I will definitely
make use of the finished product and will very much
appreciate the work that you and others put in.

It is now time to draw back and reflect on the year that has passed.



I take great pride that I was able to promulgate a number of productive laws that and will profoundly change Nova Roma:



Lex Cornelia de Tabulius Gentium Novaromanarum - Established procedures to have Yearly Paterfamilias Registration



Lex Cornelia de Linguis Publicis - Established Interpreters and created the framework so that the Nova Roma Website would be translated from just English to include many other languages.



Lex Cornelia Iunia de Temporum Deinitone Magistratuum - Expanded Term Limits for Magistrates.



Lex Cornelia de Rebus Ordinis Equestris Agendis - Expanded the role of the Curule Aediles to their historical roles as supervisors of the Macellum (Marketplace).



Lex Cornelia de Censo - Established procedures to conduct a Census of all Nova Roman Citizens.



Lex Cornelia Octavia de Ratione Comitiorum Centuriatorum - Consolidation of the procedures to summon the Comitia Centuriata from 4 separate laws to 1 law.



Lex Cornelia Vedia de Ratione Comitiorum Populi Tributorium - Same as above but for the Comitia Populi Tributa



Lex Cornelia Vedia de Assidui et Capiti Censi - Places all newly approved citizens as head count.



In addition to these accomplishments I can see that Nova Roma's board of directors is expanding and its make up is becoming more macronationally diverse.



More meetings are being held in many more locations. From California to Europe the proliferation of Nova Roma communities is expanding and getting more entrenched.



Our tax system is becoming more equitable for all of our citizens, thanks to the proposal drafted by Propraetor Lucius Sicinius Drusus. And the reductuction of Centures to give a more historical feel was promulgated this year, this proposal again originated with Propraetor Lucius Sincius Drusus.



There has been advancement in certain areas, there has been areas that have not been advanced due to political and ideological conflict and there have been areas that NR has suffered set backs.



I agree with my colleague that this has been an eventful year, but I do not agree with his conclusions. But that is the benefit of our system of government.



I believe that the powers of the Censorship need to be curtailed and that the Senate should have a larger say in the appointment of new Senators and in the removal of Senators. I was not able to promulgate a widening of Senatorial involvement in this area. I hope that our incoming consuls will look into this as area in future legislation. Our Board of Directors should be a stable entity that should be adequately protected. This past year our Censors tried to remove Senators from their seat without cause. This precedent was very dangerous. And I fought to prevent that precedent from being established.



The Gens reform is quite frankly a useless discussion at least until we conduct the Census. Because the population of Nova Roma will drop substantially once the Census is conducted. Just look at the facts, 241 people voted in the Main Magisterial election. 91 Voted in the December runoff. That's 15% of the total population of Nova Roma that voted.



Beyond the two issues that were debated this year there are a number of other issues that Nova Roma must deal with in the near future: Issues such as keeping citizens instead of having citizens drift into and out of Nova Roma; Issues such as separation of offices (preventing webmaster from holding other offices); Issues such as voter fraud protection, prevention of multiple citizenships; and, Issues such as the establishment of a civil law code.



In the close of this year, I can look back at two tenures as your representative in the Consul's chair. Unfortunately this tenure was not as amicable as my first tenure, however it has been an honor to serve you and I tried to serve your interests. I thank you very much for the opportunity to help advance Nova Roma.



In conclusion I would like to take this time to thank the following individuals for their valued and appreciated assistance. You have made my year as Consul so much easier.: Senator Decius Iunius Palladius Invictus, Senator Lucius Sicinius Drusus, Quaestor Gaius Popillius Laenas and Senator/Quaestor Q. Fabius Maximus.


I must add a very special thank you to P. Cornelia Stabo. Thank you so very much for all your time and effort.



The coming year will bring new challenges and new opportunities, I hope that together we will face them and grow from the experience.

While I do not wish to diminish Propraetor Lucius Sicinius's valued
contributions to the discussion (if memory serves me correctly, the idea to
use the CIA World Factbook was his), the proposal actually enacted by the
Senate was written entirely by me.

As one of my last acts as Censor I wish to thank everyone for their work and cooperation in this Magnus Opus Novae Romae. It has been a privilege and honor to have served for and with so many wonderful people.

As Consul Marcus Octavius listed, we have had an interesting and busy year. Since I took office on Kal Ian MMDCCIV we have added 1044 citizens. While this has been tremendous growth there are many that have not been added because of the Gens structure mandated by the Constitution. I join Censor elect M Octavius in his hope for constructive Gens reform.

It was a pleasure to admit to the Senate five members, and increase its geographic diversity by adding two South Americans and two North Americans with one European. All of them are great additions who bring with them diverse backgrounds yet are of similar dedication to the goals of Nova Roma.

I wish everyone a Happy New Year and the best health and good fortune. I look forward to turning my attention to the work of establishing the Religio Romana. I hope that the incoming magistrates will join me in devoting more action to the establishing and observance of the Religio.

Romans!
In the two thousand seventy fifth year of the City, the citizens Caeso Fabius
Quintilianus and Titus Labienus Fortunatus have entered office as consuls.
For Romans it is important at the start of the year to carry out a careful
observance to ensure success in public and private affairs. The first words
spoken on awakening in the morning, and the first actions accomplished within
the house must be cheerful and uncomplaining. To bring luck, laurel and
saffron, is placed around the door or burned on the little household altar.
But unlike today's holiday, New Years Day in Rome then was no holiday. As the
year started, so would it continue. The citizens must carry out a typical
day. This means one could visit and receive your friends & clients;
reciprocate good wishes to one other, give out little gifts of dates, figs
and honey to sweeten the approaching year; but then the citizens would be off
to work.

If you were in Rome in the 200s BCE the first thing you would notice is along
the Sacred Way that led to Capitoline are the temples, normally kept shut,
are open to worship, and fire burns on all the altars that stands before
them.
You would next notice a solemn procession of Romans along the Way, ready to
make its way up to the Temple of Jupiter Best and Greatest to seek a blessing
on the city and outside communities for the coming year. So early in the day
(hour after sunrise) the crowds have gathered in the Forum Romanum near the
the Senate house. Each senator is wearing his heavy, woolen toga over the
broad purple stripe of his tunic, the patricians wearing scarlet shoes, the
plebeians regular sandals. Of the 300 likely 250 would be present on such a
special occasion-all those not hindered by illness or extreme age or absent
on the public service in or outside Italy.
Then who follows them are the 'knights' or Equities: wearing their togas over
the narrow purple stripe of their tunics, men rich enough to afford the
expense of a horse, so that they can provide the cavalry of the army.
Next, the people of the city themselves. The shopkeepers, artisans,
servants, laborers, farmers in for the day from the nearby country; and
almost as numerous and not very detectable from their dress, freedmen and the
slaves, immigrants or the domestics climbing towards citizenship.
The procession would form up as the Consuls, dressed in the purple and
embroidered togas of consuls, appeared from the Senate house. At the front
moved the senators and knights; then, immediately preceding the consular
pair, their lictors, each with the fasces that traditional bundle of rods but
no ax supported in left hand and on left shoulder showing the imperium of a
Roman magistrate, having the power to punish the citizens if it was
warranted. Behind the Consuls would carried the ceremonial Etruscan folding
stools of metal inlaid with carved ivory,
their curule chairs (sellae curules).
Following the procession at its end would be implements of the sacrifice, the
priests, a herald, flute player, the victimarius, (the slayer) his assistant
and young boy. (To follow the ancient tradition both his parents must be
still living), together with the sacrifices: white oxen from the Faliscan
heights or the plains of Clitunno, their horns covered in gilt.
At the foot of the Capitoline slope the congregation would turn left, and
move north-westwards towards the Capitol, past the high dais of the Temple of
Saturn, up the steep slope of the paved, slightly curving Sacred Way that led
along the South part of Capitoline Hill. Once through the gate and into the
sacred area, they squeezed into position among the columns fronting the
Temple of Jupiter, Juno and Minerva. Within the doorway of the central
shrine, that of Jupiter, the consuls would take their places for the first
time upon their sellae curules, facing outwards towards the altar, the body
and Rome. It would be now necessary to take the auspices and make sure, that
the God would accept the coming sacrifice. The cage containing the sacred
chickens, was administered by a special official, the pullarius. If the birds
scurried away instead of pecking at the pieces of pulse thrown to them, no
sacrifice could be carried out. Instead the ceremony will be resumed on the
morrow. But today the pullarius reports in due course that the birds have
fed. The altar fire crackles with saffron, casting
a glow on the gilded coffers of the shaded pronaos. In the presence of the
togate consuls, and of the Senate and People of Rome, keeping holy silence,
the purple-veiled priest offered prayers for the state, a formulae repeated
from a written page and checked for correctness by a listener appointed for
the purpose. Any slip of the tongue, any stumble or mispronunciation tainted
the proceedings, the spoken ritual would have to start from the beginning.
To muffle unlucky noises the piper played while the ritual was carried out.
Then the head of the ox was sprinkled with meal by the priest, and turned
sideways; the animal's throat was slit; the victim was disembowelled and the
entrails laid upon the altar. Only if the ritual could be duplicated
undeviatingly like those of the past years could another year of success be
expected to come to Rome.
Afterwards would come a second offering, this time made by the twelve
Brethren of the Fields, an ancient and exclusive body. Its descent lay in the
faraway and obscure past, when Rome and her community was a little town
dependent on the yield of the land, so this yield must be assured by
reverence.
Now only a few nobles would carry on the ancient traditions. Once this
ceremony was concluded, the procession would re-form and descend the way it
came. The consuls, magistrates and senators would make their way to the
Senate house in the north-east corner of the Forum for the first meeting of
the year.
The citizens would head for their place of employment. As it was then so it
now.

Salvete,

Though I am not a senior magistrate or anything notable of that sort, I would like to say a few things about the year, for the
duration of time I was a citizen during that passed year.

First, perhaps I should begin in late May. The last day of which, I finally applied for citizenship. From there things took off.

My citizenship was approved on the Kalends of Sextilis, somewhere around 18:30 Eastern Daylight Time. Soon thereafter, the Senator,
Consul, and Curator Araneum M. Octavius Germanicus appointed me as a Scribe, with the duty of maintaining the Tabularium. As the
Tabularium looks now, I hope it is updated. Otherwise, I have failed to do my job, haven't I?

Later that month, as I had too been asked to work on the provincial website of Lacus Magni, I succeeded M. Octavius as Retiarius,
and have since then tried to maintain an informative website for the Citizens of Nova Roma concerning the Great Province Lacus
Magni, under the Propraetorship of M. Bianchius Antonius.

And yet again, in November, the Praetor (and now Consul) T. Labienus Fortunatus appointed me to the position of scribe with the duty
of assisting in the moderation of the Main List (so I hope things have been moderated enough for you since that time).

In the year coming, I hope to again be of service to the Citizens of Nova Roma in some small way, and to the Magistrates of Nova
Roma in whatever ways I may.

All that now said, I will get to the real point of this....

I'd first like to thank the former Consul and current Censor Marcus Octavius Germanicus, for allowing me to assist him in his duties
as Curator Araneum, and for allowing me to hold the title of Scriba Curatoris. I would also like to thank him for allowing me to
succeed him in his post as Retiarius of Lacus Magni. And I hope I have succeeded him well.

I'd also like to thank the Propraetor Marcus Bianchius Antonius, for allowing me to serve his province in my position of Retiarius.

Third, I would like to thank the former Praetor and current Consul Titus Labienus Fortunatus, for allowing me the honor as serving
as a Praetorian Scribe. And I shall be willing to assist both he and his colleague Caeso Fabius in this coming year as they sit in
the seats of the Consuls.

Fourth, I would like to thank the Censors at the time of the approval of my citizenship, Lucius Equitius Cincinnatus and Caius
Flavius Diocletianus, for allowing me to join the Citizenship of Nova Roma.

Fifth, I would like to thank the Senate of Nova Roma, for dealing with my occasional immaturities, and for allowing good and well
qualified persons serve the Citizens in the ways they best may.

And sixth, though hardly least, I would like to thank the Citizens of Nova Roma, also for dealing with my immaturities, and for
electing good magistrates to the positions which they serve. I also want to thank you all for allowing me to be a (probably very
miniscule) part of your lives, and for teaching me all that I have learned in my short time here thus far. My Latin teacher always
comments on how much I've learned from being in Nova Roma, and I must agree that I've learned a lot from each of you. I hope that I
may do honor to you all in my future and yours.

Lastly, I would like to wish you all good years in this coming, and those after. I realize we all have our differences with each
other, but we have come together for a common cause. I think that speaks volumes about we as a People, that we can come together and
deal with each other because we all have the common cause, and the common goal, though our means may not all coincide with each
other. I wish you all the best in your coming endeavors, and all those that may arise after those soon arising, and I wish that you
all learn what you may from these endeavors. A wise man said ignorance to be the only evil. I agree with that man.

It is with regret I accept the resignment of Honorable Vibius
Minucius Falco. He has served as my Legatus Regionis Suecicae for
nearly 18 months. His life has arrived at a stage were he needs to
concentrate on his studies. As his friend I have encouraged that
development., even if it has lead to this resignment

In this situation it is a great pleasure for me, Caeso Fabius
Quintilianus, to appoint a new citizen and close friend to the
position of Prolegate within Provincia Thule and the Cohors
Propraetoris (The Propraetorian Staff, Provincial Governament)! As a

I would like to take this opportunity to publicly welcome our new
magistrates and wish them all the best for the year to come.
As our retiring consuls, Lucius Cornelius Sulla Felix and Marcus Octavius
Germanicus, pointed out, much has happened last year and it will be a
challenging task for our new leaders, Caeso Fabius Quintilianus and Titus
Labienus Fortunatus, to organise with the help of the Censores a practical
and efficient census.
I for one agree with Senator Cornelius Sulla on the importance of such an
undertaking and share his views that any other legislation on citizenship,
taxation or gentes should be postponed until the results of the census are
published.
I am really looking forward to discovering just how many of us there really
are and to laying the first real stone towards the building of a community
based on real people rather than electronic blips.
Although I haven't been elected to any office, I gladly offer my services to
all people of goodwill should my spare time be of help to anyone.

My heart today also goes to Diana Moravia : May our mater use her usual
brilliance and common sense in her office as tribuna plebis. I wish her

Caeso Fabius Quintilianus Quiritibus Romanus SPD

This day I stand before the Senate and the Populus of Roma to mark
the changing of inauguration of our magistrates for the year 2756.

We install our magistrates on this day, the Kalendae Januarii, in
keeping with regulations dating back to 153 BCE. Were we all
fortunate enough to be swept back to Roma Antiqua for this solemn
occasion, we would be standing on the steps of the temple of Jupiter
Capitolinus, where my illustrus colleague, Titus Labienus and I, clad
in our togae praextextae, would offer a sacrifice of white bulls.
After this, the Senate would be convened. There the Senior consul
would report on affairs concerning the Republic: the fixing of feriae
Latinae, the holidays, distribution of provinciae, and many
administrative matters. In our time this will, if possible, be done
during the following few weeks.

One other historical note: it may interest you to know that I am not
the first Caeso Fabius to sit in the sella curulis: Caeso Fabius
Vibulanus was consul three times, in 484, 481 and 479 BCE
respectively. He seems to have been fairly successful as a Roman
Consul and I will set him as my pattern for the coming year.

But enough of history! As the Senior Consul I will hold the fasces
for January and then my colleague and I will alternate as the Consul
holding the fasces during the year. I am sure that my noble colleague
Titus Labienus Fortunatus and I will be privileged with having a
creative and friendly relation during this coming year. Let's hope
that the the Senate and the Citizens of Nova Roma will look at our
joint Consulship as an good example for generations to come!

I also want to greet all other Magistrati as their term of office
begins! I am convinced that we soon will have two competent Praetores
elected and that WE the magistrates of Nova Roma for the year
MMDCCLVI A.U.C will be able to "move mountains" for the greater good
of our beloved Res Publica!

Let me now address the needs of Nova Roma, which are our most
pressing concerns!

January is named for our god Janus who is, in addition to serving as
the guardian of doorways and gates, a god of new beginnings. Today
is a day of new beginnings for us all in Nova Roma, and I ask you
all to set aside old quarrels and differences and join with me in
forging new resolutions for the coming year. It will take a united
effort from each one of us to continue to spread the word of the New
Rome and grow from the 1,601 cives we have today to thousands and
thousands of Quirites in the years to come.

My goals for this new year include:

I. Establishment of Diplomatic standards

II. Promotion of Nova Roma in the macronational states

III. Revision of the Census Law

IV. Reformation and improvement of communications between the
Senate and Populus of Nova Roma

V. Expansion of the Nova Roma scholarship endowment

Ever since I became a citizen of Nova Roma I have worked hard to
involve as many citizens as possible, for it is only through service
that strong commitments are made. This Consulate is no exception, and
I am proud to tell you about my Cohors Consularis CFQ, the team who
will assist me in reaching these goals.

* the Officina ad Consuetudines et Communicationes (Relations and
Communications Office) shall assist me with all matters related to
contacts within and outside Nova Roma;

* the Officina Aerarii (Financial Office) shall assist me with
matters related to financial and economical issues;

* the Officina Iuris et Rei Politicae (Law and Politics Office)
shall assist me in political and legal issues.

* the Ductorium Cohortis (the Steering Committee of the Staff) shall
consist of me as the Consul, the Ductor Cohortis (Chief of Staff) and
the Capites et Vicarii Officinarum (Heads and Deputies of Offices).

* the Conclave ad Praeparationem Cohortis Consulis (the Briefing-Room
of the Consular Staff) shall consist of me as the Consul, the Ductor
Cohortis and every member of the Executive Branch of the Cohors.

* and at last, the Consilium Accensorum Magnorum (the Council of
Major Assistants) shall consist of every Accensus Magnus, and shall
offer advice to the me when asked. The Consilium Accensorum Magnorum
shall be part of the Advisory Branch of the Cohors Consulis CFQ.

The Cohors Consulis CFQ is staffed by talented and hardworking
Accensi, or assistants, who have graciously volunteered their time
and talents to implementing these goals and to assist me in all of my
other duties during my term.

But there is still room for you, Amici, Colleagues and Quirites! Our
historical roots are strong, but our branches are yet growing. I
invite you to join with me in building a strong Nova Roma for the
year 2,756 and beyond.

(The First Consular edict CFQ on the establishment of the Cohors Consulis CFQ)

Preamble:
The duties and responsibilities of the Consuls are many and varied,
and often require much time, thought, research and effort to be given
to many different tasks at once. For this reason, in accordance with
the constitution of Nova Roma, clause IV.A.2.e, the Senior Consul
shall be appointing a number of Accensi (Assistants) to assist and
advise him. In the interests of efficiency and order, these Accensi
shall be gathered and organized as members of the "Cohors Consulis
Caesonis Fabii Quintiliani" (Cohors Consulis CFQ). This edict
establishes the Cohors Consulis CFQ and sets out its internal
structures.

I. Every member of the Cohors shall be ultimately answerable to the
Consul, and the Consul shall have the final decision in any matter he
delegates to the Cohors or to any part of it.

II. The Accensi shall be ranked as follows, with the highest rank first:

A. Accensus Magnus (Major Assistant). There shall be no hierarchy
within this rank.

B. Accensus Superior (High Assistant). These shall be ranked by
number, beginning with the Accensus Superior Primus (First High
Assistant), then the Accensus Superior Secundus (Second High
Assistant), and so on.

C. Accensus Senior (Senior Assistant). These shall be ranked by
number, beginning with the Accensus Senior Primus (First Senior
Assistant), then the Accensus Senior Secundus (Second Senior
Assistant), and so on, except for Accensi promoted to this rank from
the rank of Accensus Ordinarius (Ordinary Assistant), who shall have
no number.

D. Accensus Ordinarius (Ordinary Assistant). There shall be no
hierarchy within this rank.

E. Accensus Iunior (Assistant-in-training). This rank shall be
held only by Accensi under 21 years of age. These shall be divided
into two ranks, the higher being that of Tiro (Cadet), the lower
being that of Petitor (Aspirant).

III. The Consul may at his discretion promote any Accensus to a
higher rank, up to the rank of Senior. Promotion shall be based on
the merit of work done in the Cohors. Promotion to a higher rank
shall not entail any additional duties or responsibilities, but shall
be purely honorary.

IV. The Cohors Consulis CFQ shall consist of two branches: the
Advisory Branch and the Executive Branch.

V. Consilium Accensorum Magnorum (the Council of Major Assistants)
shall consist of every Accensus Magnus, and shall offer advice to the
Consul when asked. It shall be chaired by a Praeses (Chairman), who
shall be one of the Accensi Magni. The Consilium Accensorum Magnorum
shall be part of the Advisory Branch of the Cohors Consulis CFQ.

VI. Conclave ad Praeparationem Cohortis Consulis (the Briefing-Room
of the Consular Staff) shall consist of the Consul, the Ductor
Cohortis and every member of the Executive Branch of the Cohors. The
right to address the Conclave shall belong only to the Consul and the
Accensi Superiores, except at weekends, when all members may speak.
The Conclave Praeparatio Cohors Consulis shall be part of the
Executive Branch of the Cohors Consulis CFQ.

VII. Private Secretaries. The Consul shall have a number of private
secretaries to assist him in organizing his affairs. The Consul may
divide specific duties among his private secretaries as he deems
appropriate. The private secretaries shall be part of the Executive
Branch of the Cohors Consulis CFQ.

VIII.
A. Ductorium Cohortis (the Steering Committee of the Staff) shall
consist of the Consul, the Ductor Cohortis (Chief of Staff) and the
Capites and Vicarii Officinarum (Heads and Deputies of Offices; see
IX).

B. The Ductorium Cohortis shall be part of the Executive Branch of
the Cohors Consulis CFQ.

C. The Ductorium shall meet regularly to coordinate the work of
the Officinae (see IX).

D. Meetings shall be chaired by the Ductor Cohortis, or in his
absence by the Vicarius Primus Ductoris Cohortis (First Deputy Chief
of Staff), or in the absence of both by the Vicarius Secundus
Ductoris Cohortis (Second Deputy Chief of Staff), and so on.

E. These posts shall be filled as follows:
i. The Accensus Superior Primus shall be Ductor Cohortis;
ii. The Accensus Superior Secundus shall be Vicarius Primus
Ductoris Cohortis;
iii. The Accensus Superior Tertius shall be Vicarius Secundus
Ductoris Cohortis;
and so on.

F. The Ductor Cohortis shall have a private secretary (Primus
Adiutor Cohortis - First Staff Assistant) to assist him in organizing
his affairs. This post shall be filled by the Accensus Senior Primus.

G. At meetings of the Ductorium, the secretary shall be the
Secundus Adiutor Cohortis (Second Staff Assistant), or in his absence
the Tertius Adiutor Cohortis (Third Staff Assistant), and so on.

H. These posts shall be filled as follows:
i. The Accensus Senior Secundus shall be Secundus Adiutor Cohortis;
ii. The Accensus Senior Tertius shall be Tertius Adiutor Cohortis;
and so on.

IX.
A. There shall be three Officinae (Offices):
i. Officina ad Consuetudines et Communicationes (Relations and
Communications Office). This Officina shall assist the Consul with
all matters related to contacts within and outside Nova Roma.
ii. Officina Aerarii (Financial Office). This Officina shall
assist the Consul with matters related to financial and economical
issues.
iii. Officina Iuris et Rei Politicae (Law and Politics Office).
This Officina shall assist the Consul in political and legal issues.
Each Officina shall be part of the Executive Branch of the Cohors
Consulis CFQ.

B. The Members of the Officina
i. Each Officina shall be headed by a Caput Officina (Head of
Office), who shall be answerable directly to the Ductor Cohortis; and
by a Vicarius Capitis Officinae (Deputy Head of Office), who shall be
answerable directly to the Caput Officina. The Caput Officina shall
be an Accensus Superior; the Vicarius Capitis Officinae shall be an
Accensus Senior.
ii. Each Officina shall also contain a number of members who
shall be Accensi Ordinarii or Iuniores, who shall be answerable
directly to the Caput Officina.
iii. The Caput Officina may assign specific tasks and
responsibilities to other members of his Officina at his discretion.

X. Each Accensi of the Cohors Consulis CFQ is required to swear the
oath issued in the "Edictum Consulare CFQ III de Iusiurando
Apparitorium (The Third Consular Edict Concerning the Oath of
Attendants/Apparitores)"

XI. This edictum becomes effective immediately.

Given 1st of January, in the year of the Consulship of Caeso Fabius
Quintilianus and Titus Labienus Fortunatus, 2756 AUC.

The Cohors Consulis has been established by "Edictum I CFQ de Cohorte
Consulis CFQ Constituenda". This present edict shall accordingly fill
the positions and offices created within the Cohors Consulis CFQ by
appointing a number of Accensi (Assistants).

I. Consilium Accensorum Magnorum:
The following persons shall be members of the Consilium Accensorum
Magnorum: Marcus Minucius Audens who will the Praeses (Chairman),
further Patricia Cassia and Pompeia Cornelia Strabo, all three of
them holding the rank of Accensus Magnus. In the future more Accensi
Magni may be appointed.

II. Ductorium Cohortis:
a. Heads of the Ductorium Cohortis:
Caius Curius Saturninus is appointed to the office of Ductor Cohortis
(Chief (Guide) of Staff), with the rank of Accensus Superior Primus.
His personal secretary shall be Manius Constantinus Serapio, Accensus
Senior Primus.
b. Members of the Ductorium:
The following persons shall be members of the Ductorium Cohortis in
their capacity as heads of the three Officinae: Franciscus Apulus
Caesar as Vicarius Primus Ductoris Cohortis (First Deputy Chief
(Guide) of Staff), Gnaeus Equitius Marinus as Vicarius Secundus
Ductoris Cohortis (Second Deputy Chief (Guide) of Staff), Sextus
Apollonius Scipio as Vicarius Tertius Ductoris Cohortis (Third Deputy
Chief (Guide) of Staff), Julilla Sempronia Magna, Patricia Cassia and
Manius Constantinus Serapio. They shall hold their ranks as specified
below in paragraphs III.a, IV.a and V.a.

III. Officina ad Consuetudines et Communicationes:
a. Heads of Office:
Franciscus Apulus Caesar is appointed Caput Officinae ad
Consuetudines et Communicationes (Head of the Relations and
Communication Office). He shall hold the rank of Accensus Superior
Secundus. His deputy shall be Julilla Sempronia Magna, with the rank
of Accensa Senior Tertia.
b. Accensi Ordinarii:
The following persons are assigned to work in the Officina ad
Consuetudines et Communicationes:
Emilia Curia Finnica, Lucius Salix Cicero and Arnamentia Moravia
Aventina, each holding the rank of Accensus Ordinarius.
c. Accensus Iunior:
Titus Arminius Genialis is appointed Petitor (Accensus Iunior) in the
Officina ad Consuetudines et Communicationes.

IV. Officina Aerarii:
a. Heads of Office:
Sextus Apollonius Scipio is appointed Caput Officinae Aerarii (Head
of the Financial Office), with the rank of Accensus Superior Quartus.
His deputy shall be Patricia Cassia, holding the rank of Accensa
Senior Secunda.
b. Accensi Ordinarii:
The following persons are assigned to work in the Officina Aerarii:
Titus Octavius Pius, Tiberius Apollonius Cicatrix, Flavius Galerius
Aurelianus Secundus and Lucius Rutilius Minervalis, each holding the
rank of Accensus Ordinarius.

V. Officina Iuris et Rei Politicae:
a. Heads of Office:
Gnaeus Equitus Marinus is appointed Caput Officinae Iuris et Rei
Politicae (Head of the Law and Politics Office). He shall hold the
rank of Accensus Superior Tertius. His deputy shall be Manius
Constantinus Serapio, with the rank of Accensus Senior Primus.
b. Accensi Ordinarii:
the following persons are assigned to work in the Officina Iuris et
Rei Politicae:
Gnaeus Salix Galaicus, Gnaeus Octavius Noricus, Caius Minucius
Scaevola, Gaia Fabia Livia and Aulus Apollonius Cordus, each holding
the rank of Accensus Ordinarius.
c. Accensus Iunior:
Spurius Postumius Tubertus is appointed Petitor (Accensus Iunior) in
the Officina Iuris et Rei Politicae.

VI. Personal secretaries:
The Consul shall have two personal secretaries, namely Sextus
Apollonius Scipio, holding the rank of Accensus Superior Quartus, and
Titus Octavius Pius, with the rank of Accensus Ordinarius and office
of Accensus Observator (Political Accountant).

VII. Above appointed Accensi are asked to observe that they are bound
by the Constitution of Nova Roma (see
http://www.novaroma.org/tabularium/constitution.html) and the Edictum
I de Cohorte Consulis CFQ Constituenda

VIII. As an official of Nova Roma the above appointed Accensi are
asked to, within one week, swear the public oath which will be
published in the Edictum Consulare CFQ III de Iusiurando Apparitorium
(The Third Consular Edict Concerning the Oath of
Attendants/Apparitores), using both their Nova Roman name. The Oath
must be published both on the NovaRoma-Announce List and the Nova
Roma Main List!

VIII. This Edictum becomes effective immediately.

There have been a discussion about oaths in Nova Roma that has
convinced me that there is a need for a separate oath for Appiatores,
as I do think that their positions certainly are serious, important
and needed in their own way. It is my intention that this oath should
be sworn by every Appiator in Nova Roma and that also other more
informal "officials" could be required to swear this oath. I end by
thanking Illustrus Decius Iunius Palladius, who provided me with the
major part of this oath and my colleague Illusrtus Titus Labienus
Fortunatus who supported me in this work.

While reviewing Cicero's letters, I came across the following
greeting used among Romans in written communication:

paulo ante xvi Kal. Ian. 57 MARCUS QUINTO (FRATRI) SALUTEM

That is, the Roman date* followed by the sender's praenomen MARCUS,
and QUINTO, the recipient's praenomen. SALUTEM means "greeting", and
the names could be fleshed out for clarity, as here, where Cicero
writes FRATRI, or "brother".

The sender's name was given in the salutation above, so that "vale"
did not need to be supplied at the end.

As you take your first tentative steps holding the fasces this day,
I thought I would give you some advice as one who has been there,
and completed the office.

I. Always honor the Gods in all your dealings.
Nova Roma is a government whose main purpose is the
revival of the Religio. You must keep the Gods before the
populace. Carry out the sacrifice to Iuppiter Optimus today,
and ask for protection and sustenance for Nova Roma
during the duration of your consulship.
Before calling a Senate meeting, consult an augur
and choose the most auspicious time.
Do the same when summoning the Comita. If it is a bad time,
do not summon, until a favorable time is chosen by the augur.

Always invoke the Gods' protection of Nova Roma in
all your speeches. Other than the Pontifix Maximus,
you are the official representative of the people to the
state Gods of Nova Roma. The people speak thru you.

II Listen to your Senate.
The best dedicated and most knowledgeable historians
and service people are in the Senate. Listen to what they say,
and weigh their comments carefully before proceeding.
The historical purpose of the Senate is to advise the Consuls.
Let them do their job.


III. Avoid making numerous changes right away.
When you become the number one magistrate in Nova Roma,
you suddenly realize what you have been charged by the
people to do. You must pilot the state through all pitfalls,
make it stronger against its detractors, and most of all follow
the Vedian constitution. We are Romans. We leave our various
cultural differences at the entrance to the virtual pomerium.
We all must speak as Romans, act as Romans, cleave to Rome.
If you remember that, you will seldom go wrong.
Also important is to make sure you don't undertake too
many changes at once. Redefinition is ok, when I came into office
I had two main priorities, establish taxes, and protect the citizens
from internet stalking. I accomplished the latter,
but it was Vedius working off my example that got the former
instituted the following year. I spent most of the year refining
old laws and the constitution.
If you try to do too much, you won't get anything done.
I know this from past experience.
Also, you must remember what Nova Roma is about.
If your changes are implemented to quickly
this year, they may have unforeseen side effects that will
cause Nova Roma worse problems in the future.
Think of it as a game. You change the rules to improve the
game, except an aspect you did not foresee now causes a
worse problem in the rules which is not an improvement.
Leges are sometimes like this.

IV. Don't try to please everybody.
The first thing you will want, is for everybody to like you.
Fabius, in your position that can't happen. Not all people
are going to like you because that is how people are,
no matter what you do, those people are going to think
you are not doing the job the way they want you to.
Accept this and do the job for all the people,
not just the ones that like you.

V. Confide in your fellow Consul.
Always have agreement before informing the Senate and People.
What happened last year was a prime example of the actions
of secrets held out. Neither Consul trusted the other.
If you cannot agree, table the item and revisit it later.
Agree to compromises. Just because you think a lex might pass,
in the Senate or by the People, it may not, if there is a perception
that the Consuls are not in agreement. Better to be sure.

VI Obey the Laws.
As Consul you are going to have great Imperium and the
temptation to "cut corners" to make things easy on you.
Don't. It always comes out, and it could land you in legal
trouble. And remember, you as the Curule magistrate you
are responsible to keep your staff from engaging in
illegal activities. You wouldn't want that anyway,
it is a stain on your honor.

My Lewis and Short backs up this definition as well. Not a word about
