Having recently read your self-introduction and being Acting Praefectus
Provincia Britannia for Sodalitas Egressus in Nova Roma, I would like to
bring to your attention a position that may fullfill your own ambition to
"contribute something worthwhile." Since your application for citizenship
will be approved shortly, I feel I can offer you a position on my staff in
the Sodalitas Egressus. As a Scriba, you would assist our team in the
locating, organizing, and writing of information for publication or
presentation to the general populace. Any documents produced will be
archived in the HistRomArch, Militarium, or Egressus and put on the main list
for all to enjoy. You would have input into the determination of the topics
chosen for these documents, which may include archeology, architecture, art
(I also am very interested in mosaics), culture, communications, daily life,
economy and industry, law, politics, Republic and Empire, towns and
countryside, and travel and trade. As part of the Sodalitas Egressus we
would make lists of Roman museums in Britain, Roman sites in Britain, and
contact colleges, universities, and professional organizations with an
interest in Roman Britain to let them know we exist and what Nova Roma has to
offer. We could also incorporate more "modern" aspects of ancient Rome
interest, such as film and literature.

If you are interested in this position, please contact me as soon as
possible. From what I have read in your emails, you impress me as being a
person that has a lot to share with us all. Here is a chance for you to
participate productively in Nova Roman society.

I have been enlightened by this post, but have not had the
opportunity to fully reply until now.

I have a belief that any positive service you render, any effort at
learning new skills and knowledge.... all falls into place along the
path of life, in a benevolent way. The example you cite is so
practical, and sends a valued message to us all.

On a personal note, I wish you the very best with respect to your
academic endeavors, although I have the feeling you should probably
*already* be on the faculty :) much less a student!

Salvete Propraetor Gallia et Omnes:

A very interesting article on the Tools of Ancient Medicine....I
recommend it...how 'little' things have really changed in light of
our impressive technologies, and how, in other cases, we have managed
to 'build' on the knowledge of the ancients.
Frankly, the practise of removal of kidney stones back then, is quite
new to me....I had no idea.....

Salvete cives et patres conscripti,

I, Claudius Salix Davianus, elected Tribunus of the year MDCCLV by the People of Rome,
that declared my intention of resign in order to assume my possible political responsibilities, declare that:

I) I have received the support of 4 of the 4 others Tribunes that have the right to be members of the Collegium Tribunicium.
II) I have received public explicit support of at least 12 citizens desiring I reconsider my resignation [other 4 give me his/her support privately]
II) My wish is to serve the people of Nova Roma, and having received the public and private rogations of so many citizens,
III) I have received no official confirmation of any instance accepting my resignation
IV) In addition As for legal intrincacies, two Tribuni, Astur and Procopius have technically vetoed the resignation.

By the above mentioned reasons I think there is no problem in continuing with my Tribunatus and I declare my intention of withdrawing my previous declarations and continue as Tribunus, as so many citizens desire as Collegium Tribunicium also desires. I expect this would be welcome by these kind citizens and magistrates which show his/her support to me.

I am writing these lines to publicly announce my intention to summon
the Comitia Populi Tributa and the Comitia Plebis Tributa.

I have already requested an augury from augur Cincinnatus, who has
given an aves admittunt.

I will present four legislative proposals on this occasion. Next to
each title, I provide the Comitia to which this proposal will be
presented:

I. Lex Labiena de Intercessione (Comitia Plebis Tributa)

II. Lex Octavia Salicia de Libertate Gentilium (Com. Populi Trib.)

III. Lex Salicia de Tribunicia Comitiorum Convocatio (Com. Pop. Trib.)

IV. Lex Salicia de Prorogatione et Cumulatione (Com. Pop. Trib.)

The texts of these proposals will be presented in my following posts.

Contio (discussion) will take place from today until a.d. III Nonas
Sextilis (August 3rd) in which voting will begin at 0:00 Roma time. The
voting will continue for a nundina, until a.d. III Idus Sextilis
(August 11th) at 0:00 Roma time.

LEX LABIENA DE INTERCESSIONE

I. Pursuant to fulfill what is ruled in Paragraph IV.A.7.a.3 of the
Constitution, this lex is enacted to define the process by which
tribuni plebis may use their power of intercessio.

II. A tribunus plebis may use intercessio by making an official
announcement to at least one of Nova Roma’s main communications fora
(as defined by the Constitution) within 72 hours of the announcement of
the item or action to be vetoed. The items and actions which tribuni
plebis may use intercessio against are defined in paragraph IV.A.7.a.1
of the Constitution.

III. The issuance of intercessio shall place the item or action on
hold, preventing it from being in any way effective, for 72 hours from
the time at which the intercessio is announced.

IV. During this 72 hour period, other tribuni plebis may officially
announce their agreement or disagreement with the particular use of
intercessio.
IV.A. Such announcements shall be made to at least one of Nova
Roma’s main communications fora, and shall be made to the forum in
which the original announcement of intercessio occurred.
IV.B. A tribunus plebis who chooses not to state his agreement or
disagreement with the use of intercessio shall be assumed to have
abstained, and his abstention shall be counted neither for nor against
the use of intercessio.
IV.C. The initial use of intercessio shall be assumed to be a
statement of agreement with itself. Therefore, the tribunus plebis who
initially issued the intercessio in question need not state his
agreement with his own action.

V. Should more tribuni plebis agree than disagree with the use of
intercessio in question, it shall stand, and the action which
was vetoed shall be void.
Otherwise, the action which was vetoed shall be allowed to take
effect starting immediately at the end of the period allotted for
tribuni plebis to state their agreement or disagreement.

LEX OCTAVIA SALICIA DE LIBERTATE GENTILIUM

I. The right of adult citizens to freely choose to terminate
their membership in a gens is hereby affirmed, and may not be
interfered with by any magistrate or citizen.

II. An adult citizen wishing to leave his or her gens for any
reason may do so by contacting the Censores. A minor
citizen may do so with consent of his or her parent.

III. Within seven days of receiving this request, the Censores are
required to inform the citizen's current paterfamilias of the
citizen's intent to leave. The paterfamilias or materfamilias
(hereafter, simply "paterfamilias") shall then have fourteen days
to respond to this notification, during which he can choose to
impose a waiting period.

A. Email to the address of the paterfamilias registered in
the Censores' database is considered sufficient notification.
If that address is no longer valid, then the notification
period is waived, and the citizen may immediately depart the gens.

B. If the paterfamilias fails to respond in the time alotted,
or if he consents to the departure, then the Censores shall
immediately remove the citizen from that gens; no further
delay is necessary or allowable.

C. If the paterfamilias chooses to impose a waiting period,
and notifies the Censores of such within the fourteen days
after the initial notification of departure, then there
shall be a single thirty day period during which the
departing citizen will remain a member of that gens.

D. At the end of the thirty day waiting period, if the citizen
notifies the Censores that he still intends to leave the gens,
then that citizen shall no longer be considered a member of that
gens. This decision by the departing citizen is final and
may not be contested.

LEX SALICIA DE TRIBVNICIA COMITIORVM CONVOCATIO

Preamble.

In order to fulfill the article VI.7. of the Constitution of Nova
Roma, this lex seeks to establish the procedures by which the Tribuni
Plebis shall call the Comitia Plebis Tributa and the Comitia Populi
Tributa to order.

I. The Tribuni Plebis shall always be allowed to call the Comitia
Plebis Tributa to order when the issues at hand concern the internal
operation of the Comitia Plebis Tributa themselves, or to elect the
plebeian magistrates.

II. In any other occasion, a Tribunus Plebis that wishes to present
his proposals to the People shall first announce his intention on the
public fora established by the Laws of Nova Roma for magisterial
announcements and edicta. This announcement shall include a call for
the Censores to publicly disclose the following information:

a. Current total number of ciizens of Nova Roma.
b. Current number of members of the Ordo Patricius (Patrician Order).
c. Current ratio between the two figures above (nº of Patrician
citizens/total nº of citizens).

The censores shall have three days (72 hours) to present the required
information. Should the censores fail to do so, and should the
information not be easily available at the Nova Roma main web site (if
it is available, the Tribunus Plebis shall use that information as if
it had been provided by the Censores), the Tribunus Plebis shall
consider that the numbers of the last summoning of the Comitia are
still valid.

III. Should the ratio between the number of Patricians and the total
number of citizens exceed 0.1 (the Patricians thus representing over
a 10% of the total population of Nova Roma), the Tribunus Plebis shall
then proceed to call the Comitia Populi Tributa within fifteen (15)
days from the first tribunician announcement mentioned in paragraph
II of this lex.

IV. Should the ratio between the number of Patricians and the total
number of citizens *not* exceed 0.1 (the Patricians thus representing
over a 10% of the total population of Nova Roma), the Tribunus Plebis
shall then proceed to call the Comitia Plebis Tributa within fifteen
(15) days from the first tribunician announcement mentioned in
paragraph II of this lex.

LEX SALICIA DE PROROGATIONE ET CVMVLATIONE

Preamble. Pursuant to fulfill the Preamble of the Constitution of Nova
Roma and, according to that paragraph, to bring our Res Publica as
close as possible and reasonable to the political system of Ancient
Rome, this lex seeks to reestablish the ancient prohibitions of
prorogatio, continuatio and cumulatio.

I. This lex covers the presentation of candidacies for the different
magistracies of the Res Publica. Just elected magistracies fall under
the scope of this lex; appointed officials do not have to follow what
is indicated below.

II. The election of new magistrates for the following year shall be
announced by the consules for the Comitia Centuriata and the Comitia
Populi Tributa, and by the Tribuni Plebis for the Comitia Plebis
Tributa, before the idus of November. Candidacies for these offices
will have to be made public as established by the law before the
kalendas of December.

III. In this first round of candidacy presentation, no current holder
of a magistracy shall present his or her candidacy for that very same
position (prorogatio). No individual shall present his or her candidacy
to more than one magistracy (cumulatio).

IV. If, after the kalendas of December, a certain magistracy has a
number of legal candidates that is lower than the number of offices to
be filled, the period of presentation of candidacies shall be extended
by an additional nundina for that magistracy only. During this extended
period, the provisions indicated in paragraph III of this lex shall be
considered temporarily withdrawn for candidacies to that magistracy.

V. The consules shall ensure the application of this lex.
