The E-mail tax is a hoax, but don't think you are off

a fee to be imposed on ALL internet accounts to pay
"compensation" for the music that is pirated by it's

recordable CDs to be handed over to them so they can
pay artists (considering the RIAA's history, small

Neither of these plans even pretend to consider
charging the people who actually pirate the music,
both are everybody pays scams, even if they have never
downloaded an mp3, copyrighted or otherwise.

The "file sharing" services created this situation,
"compensation" is their responibility, how they recoup
it from their users is their problem, not mine.

On a related front the Motion Picture lobby is pushing
for laws that would require "anti-piracy" hardware to
be built into every computer, driving up the cost of
purchasing a new computer regardless of weather you
have ever even loaded a DVD into your PC, let alone
attempted to pirate one, again a scam that will cost
everyone rather than actually going after those who
infringe copyrights.

If I had a nickle for everytime I've seen/received a warning about a
5 cent surcharge on email.....

The reality:

1) There is no such person as Congressman Schnell.

2) Email is an electronic medium and in the USA electronic media is
regulated by the Federal Communications Commission. Taxes involving
media services go to general revenue and can not be used to support
the United States Postal Service. The USPS is an independent agency
that can not be funded through general revenue (a polite term for
your taxes) The only funding the USPS can receive is through sales
of its services (postage, value added services like insurance,
overnight delivery, boxes, ect.)

3) The House of Representatives in May 2000 extended a moratorium on
new taxes targeting Internet Services. That bill will not expire
until 2005.

4) At the same time the House passed House Resolution H.R. 1292 that
prohibits the FCC from >ever< imposing such a tax on email.

That is one of the stories of Roman history that has always

Just as a point of information (not accusing anybody
specific of anything),
the above email *itself* could be what is called "a
social crack". If an
attacker knows that you're supposed to get an
important e-mail - say, some
financial information or a new password - then all he
has to do is convince
the possible senders that "he" has changed his e-mail
address. Typically,
such an e-mail will include a plea to "delete anything
coming from the old
address" (this may, of course, be a coincidence.) All
the actual account
owner will see is a drop in his mail volume... which
may not be very
noticeable.

The standard solution, in cases of this sort, is to
ask the person to
re-athenticate himself - e.g., update the e-mail
address on his NR
information page. Using the address that you find
there should add a
measure of security.

If I am elected, I would very much like to devote myself to help T.Apollonis Cicatrix to boost the position of aedilis plebis, which has been unjustly forgotten to date.

To such an effect I would make a series of proposals for the organization of some public activities, always taking into account not to interfere, - neither by type of activity nor in dates- with those currently organized by the Cohors of the Aedilis Curules C. Fabius Quintilianus. Some of the many ideas I have in mind which would be presented before T.Apollonius Cicatrix are as follows:


a. August 27th (Volturnales) Celebration of the Naumachiae


b. October 4th (Theseia): Munera Gladiatoria's celebration, as well as the proposal of a series of improvements with regard to that already celebrated by the aedilis plebis Cicatrix, and for the sake of increasing everyone’s interest in it. It would involve some reforms already experienced successfully in the Province Hispaniae that would make them become similar to the rules of the circus’ races, celebrated by the aedilis curules C. Fabius to great acclaim.


c. December 1st to 24th (Saturnalia): celebration of a Contest Rhetoricae in English, for the whole Nova Roma, with a few rules similar to the ones that the Province Hispaniae will soon put in practice on the occasion of its own spanish version Contest.


Obviously, and besides these new proposals plus some others that I would further contribute, I am conscious of what the position of Quaestor entails, and I am prepared " to put my shoulder to the wheel along with Cicatrix to become his right-hand man for everything he may ask me to (limited to the position, certainly ;-) ).

Today is one of the dies nefasti (N), a day on which no legal action can
take place.

Today is the first day of the Lemuria in honour of the Lemures. The Lemures
are the haunting ghosts of the dead, usually of wicked people or of those
who did not receive the proper rites after death. These are not received by
the Gods of the Underworld and as such are condemned to roam and to haunt
the living.
But today the ghosts that concern us are those of the Manes themselves, who
come from underworld ruled by Dis to take from the living what his theirs by
right.
The Lemuria are held on 3 consecutive odd numbered days: 9, 11 and 13 May.
Rites are performed at home by the "paterfamilias" (family father) and these
are well documented in [Ovidius, Fasti, V.419-454].
At night, the paterfamilias gets up from bed and walks barefoot throughout
the house, making the "mano fico" gesture (see attached image) in order to
protect him from the shadows of the dead. He washes his hands with water
brought from a spring. He takes some black beans. He throws the beans
several times over his shoulder without looking back, while saying nine
times:

"haec ego mitto, redimo meque meosque fabis"
Tr. "These I cast; with these beans I redeem myself and mine [i.e. 'my
family']".

The shadows are supposed to pick up the beans behind him. After throwing all
beans he performs another ablution washing the hands and clashes some bronze
pieces. He then asks the ghosts to go away by saying nine times:

"Manes exite paterni"
Tr. "Manes of our ancestors, go away!".

After this he looks back and the Lemures are surely gone, for the rites were
correctly accomplished and the dead have taken what is theirs by right.

As a personal comment, some say that those black beans are offered in place
of real human lives, offered by our ancestors in remote times. In fact, some
Greek Pytagorean and Orphic 'theologoi' say that beans are charged with
life, and they even consider it a sin to eat them.

The Vestals are preparing the mola salsa since May 7th and this will
continue until May 14th.

I remind you that Maius is the month of the old and the dead. Maia, the
Lares and the Manes and their mother (Mater Larum) are specially honoured.

I am more than happy in seeing what a good collaboration this
election is going to create!
I don't know Ianus Minicius Sparsus, but given the opinons by the
citizens of his Provincia, I am sure he is a man of great abilities,
and a collaboration with him will certainly be wonderful to help in
any way illustrus Apollonius Cicatrix in his task!

Anyway, it doesn't means I stop running for the office of Quaestor!
I continue in thinking that I could be a very good Quaestor!
Since it seems to be likely that Apollonius Cicatrix will have two
people in his "staff", I certainly confirm the good ideas of Ianus
Minicius, and propose:

- a Website for the Office of Aedilis Plaebis to contain all
informations about Ludi, contest, etc...

- an architecture-contest (no architectural experience needed)

- a contest for a text of an anthem for Nova Roma (the winner text
could also be set to music by me, since it is my job!)

-and..... for the first time in Nova Roma... VENATIONES! I am
elaborating a programm to set up virtual venationes where you are the
fighter against lions and other wild beast!

Citizens Of Nova Roma;

The following is one of the messages sent to me by Praefectus Dominus
Manius C. Serapio, while he was serving in his country's military. He
had the opportunity to make this venture into the area around where he
was assigned and made this report to me. There are three sketches that
go with this piece.

I need a contact to which I can send sketches in order to have them put
on the internet. Thank you very much for your efforts Praefectus

Carthago

Excavations are in course at the boudaries of Julia Concordia Carthago,
a city founded by Caesar in 44 B.C. in the ruins of the Punic City.
Here there is a monumental sysems of fresh water cisterns.

It is the largest covered water reserve of theancient world yet
uncovered. It is composed of sixteen rectangular cisterns whose total
capacity is approximately 1, 800, 800 cubic feet of water storage. The
complex is found in line with the Main Axs of the Rural
Centurionization. Dominus Praefectus Serapo obtained permission to make
th following sketches of plans which were drawn up during the
archaelogical work being done in the area.

Near the complex there is the "waterworks of Zaynuan," built between 146
and 159 A.D. The archaelogical team found the following remais as well:

--Via Pomerianius (rebuilt many times);

--Propylaeum of the Age of Adrianius;

--Other public buildings between the Circus and the Cisterns such as he
Bath.
