I'm afraid that I don't know enough about I Claudius in particular to
comment on the story in particular, but I do know enough of the
historical fiction genre to make a brief comment about the genre in
general

One must remember that in historical fiction history is merely the
skeleton the author provides the flesh. History rarely records
private conversations (unless one is in the Nixon White House) nor
does history record the internal motivations of people. Not to be an
apologist for Hitler, but one can only begin to guess at his "hidden
demons." The motivations, the hidden thoughts, the private
conversations within historical fiction are purely the speculation
and imagination of the author and tend to say more about the author's
own psyche than the actual people about whom is being written.

A good example of which I am more familiar would be Colleen
McCullough's works. Marius in his later years is drawn as a rather
pathetic figure. Marius was a brilliant general but as a politician
he was rather inept. My read on history is not so much Marius the
poor pathetic once brilliant man robed of his faculties but as a man
with an ax polical ax to grind and later in life when he had nothing
left to lose ground it very well indeed. The contrasting between the
noble Marius and the ignoble Sulla makes for a good literary device
but my personal read on history has it six of one and half a dozen of
the other. Marius in his early years was not as noble as Colleen
make's him out to be and I doubt Sulla as ignoble. I doubt in the
conservative climate of the times that someone who lived a life as
debauched as Sulla's early years according to the novels would have
risen to the heights he did.
