Salvete Omnes,

It is my pleasure to announce that we have had 17 volunteers in response to
the call for more Lictors in Nova Roma. After some correspondence all
applicants were accepted. The Comitia Curiata is now at 30 members; full
strength in accord with the Constitution! The Censors have been notified of
this update.

I would like to take this opportunity to publicly thank all those who have
stepped forward to fill these empty positions. Let no one say that the
Citizens of Nova Roma are unwilling to work on behalf of their micronation -
the response to the call for volunteers was both immediate and enthusiastic.
I am sure all our new Lictors will be a credit to their position.

Our new Lictors will shortly have the opportunity to fulfill their duties
when our elections are over, so the Citizens will be 'introduced" to them
soon! :)

May there soon be shed some light upon the historical role these officers
played, since they accompanied the magistrates on public duties to affirm
their imperium. There is as far as I know little known about concrete
actions lictores undertook. Perhaps there is anybody who has more
information about them?

Anyway, via this way I want to stress that I'm looking forward to a fruitful
collaboration with my collegae-lictores and the magistrates we will serve.

I unfortunately don t have the full headers of messages from the former
monthes and can t check when I stopped to be "moderated", but clearly
contrarly to what the curatrix affirmed on Dec04 the delays in my mails
of Dec04 where not due to my ongoing "moderated" status, but to my very
fresh "moderated" status.

What induced you, Priscilla vedia, to put me BACK on moderated status in
the middle of the Contio ?

Once Rome began to acquire more territory, one of it's primary concerns
was to secure the frontiers of it's empire. Often this was done by
establishing buffer zones immediately outside the frontier, by
controlling kingdoms within the empire through client kings, by
alliances and in some cases by making a neighboring territory a
protectorate of Rome. When political means of controlling a neighboring
state failed and resulted in a threat to the frntier, such states often
would be annexed, becoming provinces within the empire.

Most if not all boundaries and frontiers underwent some changes during
the Roman Period, and often the evidence from which a boundary line has
been reconstructed is uncertain. For this reason provincial and
diocesan boundaries shown on the maps** should be taken as approximate
indication only, rather than precise positions of boundaries.

(**Figure 3.7 indicates a rough map of the dioceses and prvinces of the
Roman Empire in Ad 314 after Diocletian's reorganization. The povinces
are numbered 1 through 104.)

In the following discussion of provinces, "Diocletian's reorganization"
refers to the creation of dioceses and splitting up of provinces in the
early 4th century.

Originally "province"(provincia) meant the task of a magistrate that was
given during his term of office, so that, for example, the "provincia"
of a Praetor of Rome was jurisdiction. Gradually "province" came to
mean the territory that was governed, usually by Proconsuls in the
Republic. Under the Empire the provinces were divided into senatorial
and imperial provinces. The senatorial (peaceful) provinces were
administered by govenors appointed by the Senate, while imperial
provinces (ones needing a military presence) were controlled by the
emperor who appointed provincial governors. Any new provinces
automatically became imperial provinces.

This is a dies nefastus publicus (NP), a day for special religious
observance in which no legal action can take place.

The Idus of every month are sacred to Iuppiter. An white ewe is sacrificed
to Iuppiter by the Flamen Dialis.

Today is the aniversary of the temple of Tellus (Earth) at Carinae, a
district on the south-west end of the Esquiline on a site once occupied by
the house of Sp. Cassius, which was destroyed in 495 BC. This temple was
vowed by P. Sempronius Sophus in 268 BC when an earthquake occured during a
battle with the Picentes. In the disturbances in Rome in 56-55 BC and the
alleged desecration of sacred places, the 'magmentarium' (an archaic word
meaning inner sanctuary) of the temple of Tellus had been exposed to public
view; the temple was restored by Cicero's brother, Quintus, whose house was
adjacent. The Senate sometimes met in this temple and on its walls was a map
of Italy.
The celebration of the dedication aniversary may have consisted on a
'lectisternium' (as sugested by the Praenestine Fasti) and as Arnobius also
mentions a 'lectisternium' in honour of Ceres 'in the birthday of Tellus',
maybe the two goddesses were associated in today's celebrations. In fact
Tellus and Ceres were often associated or even equated and both had the pig
for their sacrificial animal [Varro, quoted by Nonius Marcellus, De
compendiosa Doctrina (Lindsay edition), p. 163]:
"porca praecidanea suscipienda Telluri et Cereri"

The month of December is sacred to Vesta.

I have a question for you since you are the list
moderator. A couple months ago I was placed on
moderated status when I decided to engage in one of
the discussions which heated up and I think got out of
hand. Now my question is, since I just came across
the saved correspondence I had with you, am I still on
moderated status? If so what will it take for me to
get off of it since I haven't engaged in many
debates/discussions since I felt I had nothing to
contribute?
