Although we still have a Comitia Centuriata vote in process, it is time once
again to begin the end of year election process in Nova Roma. As of this
moment, Citizens are asked to don their white togas and declare themselves as
candidates for the various open magistracies!

This year the Citizens of Nova Roma will elect:

2 Consuls -(Higest elected magistrates, whos duties include convening the
Senate and putting up items for vote by the Citizens of Nova Roma organized
as the Comitia Centuriata. One year term of office.)

1 Censor -(Responsible for keeping the Citizen Rolls and processing new
Citizen applications. 2 Year term of office.)

2 Praetor Urbanus -(Responsible for laws and courts within Nova Roma. 1 Year
term.)

2 Aedilis Plebeianus -(Responsible for public markets, games and gatherings.
1 Year term.)

2 Tribunas Plebis (Report Senate business to the Citizens, also responsible
for championing the cause of Plebeian (or any) Citizens in the face of
disputes with magistrates. 1 Year term.)

8 Quaestors (minimum of four) (Assistants to senior magistrates, such as the
Consuls. In ancient times considered to be the first step of a public career,
the "Cursus Honorum". 1 Year term.)

Vigintisexviri (At least four with various functions) (Minor magistrates
assigned to fill a variety of functions, from special projects to assisting
other magistrates and performing duties assigned by one of the Comitia.
Another excellent first step toward the Cursus Honorum. 1 Year Term. Of
particular importance are the Curator Sermonem - list moderator - and Curator
Differum - editor of the Nova Roma newsletter, "The Eagle.")

I. I affirm that the primary function of Nova Roma is the furtherance

II. To improve Nova Roma's relationships with reenactor legions,
I shall do the following:

A. Offer web server space to all legions accepted for sponsorship,
so that they may build their own sites. This would be in a
subdomain of novaroma.org.

B. Grant membership in the Ordo Equester to commanders and
centurions of sponsored legions. This will require a change to
the Constitution, expanding the definition of the Ordo Equester,
which I shall seek at the earliest opportunity.

III. To maintain a high level of involvement and interest by the Senate,
there shall be at least one vote by the Senate every forty-five days,
on average.

IV. A new office of Vigintisexviri rank shall be created, the
Curator Tabularii. He or she shall have the task of maintaining the
Tabularium, the repository of laws and edicts; posting new items
in the Tabularium promptly, and editing old items to indicate
which laws or portions thereof are in effect or have been
superceded.

V. I shall seek to establish a standard protocol for diplomatic
relations with other serious micronations, including detailed
applications and appointment of ambassadors.

VI. The Praetores shall be asked to review proposed laws and
Senatus Consulta for logical consistency and compatibility with
existing laws, and advise the Consuls of any necessary changes.

I. English is not my native language. Maybe the word tyranny is not
the right word to use. It is a strong word, especially here in this
forum, since our honorable ancestors saw it as their sworn duty to
put an end to all who use such methods – at knifepoint if need be.
Call it domination then. The rule of the majority over the minority
can, if the formers interests are not somehow looked for, make great
rifts in a society, and cannot, in my opinion, been seen as wholly
democratic. In Denmark we have had some votes for our commitment in
EU, where the margins between yes and no have been very small, around
45000 votes out of 3.500.000. I think USA has seen the same thing in
the recent presidential election.

II. I really do not think we disagree in the practical use of politic.

I write to add to Cassius' announcement by saying a little more about
the office of Quaestor. Traditionally and in NR, the Quaestores handle
the day-to-day work of the Treasury, and advise the Senate and Consuls
on financial matters.

Nova Roma now stands on the brink of implementing its first tax (dues)
system, and the need for expertise is greater than ever. If you have
skills in bookkeeping, fund-raising or budgeting, I encourage you to
seek this position.

I believe I was NR's first Quaestor. When I began, the Treasury was a
roll of cash in Germanicus' pocket. We now have bank accounts, money
set aside for long-term projects, and official tax-exempt status in the
United States, and have made our first donation to help preserve a
Roman-related historical site.

I am pleased with the progress I have been able to make, and offer my
thanks again to all who advised or assisted me.

This year I do not plan to seek the Quaestorship again. It is time for
me to devote my energies to the area of Nova Roma which is most
meaningful to me, the Religio Romana. I hereby pledge to work with the
newly elected Consuls and Quaestors to ensure a smooth transition for
the Treasury.

Again, I encourage all who would see NR thrive and grow to consider
offering their service as Quaestores. This is a chance to do something
practical and concrete in service to NR, and to see the rewards of your
work.

I stand before you clad in the toga candida, asking you to allow me to take
another step along the cursus honorum and serve the Respublica as a praetor.

While it is somewhat embarrassing to sing one's own praises, I shall take some
time to outline my qualifications for the office. I have served the Respublica
for nearly the entirety of my time as a civis. I was half of our first team of
rogatores, and wrote the Rogator’s Handbook along with my colleague, C Marius
Merullus. Indeed, the idea of producing handbooks for the various magistracies
was mine. Being unable to stand for office in the following year, I served as
scriba censorialis to C Marius Merullus and, for part of the year, as accensus
to M Minucius Audens. Finally, I have been the only constant tribunus plebis
in this past year, and believe that I have acquitted myself well in the office.

Additionally, I am quite familiar with the constitution and laws of Nova Roma
and have studied the laws of Roma Antiqua. As a Stoic, I have also made it my
business to study ethics and to critically examine my own behavior on a regular
basis. I have often provided advice to other magistrates and cives on legal
and ethical matters--some examples of which pepper the archives of the main
list--and it at least appears to me that many here regard me as the fair and
upright person that I strive to be.

If elected, I plan to carry the work of this year’s praetores to fruition.
While Nova Roma’s size and nature preclude most forms of legal action and
obviate the need to define most forms of crime, it is still possible to provide
the basis for a legal system that can be built upon in the future. Therefore,
I intend to work with my future colleague in order to provide that foundation
by defining the forms and limitations of our legal system. For example, I
would continue Praetor Fabius’ work in establishing court procedure. Also, I
would present legislation to combine the ancient practices with some modern
protections, such as the protection against being tried more than once for the
same crime.

If the above is pleasing to you, then I hope you will vote for me. Even if you
prefer someone else, please vote. The choices you make determine Nova Roma's
future. It is your interest and activity that will make that future a happy
one.

I, Tiberius Apollonius Cicatrix, step forward in front
of the people of Nova Roma to announce my candidature
for the office of Aedilis Plebis. For those of you who
do not know me, I will shortly present myself.

First of all, since I do not meet the exact
requirements to run for this office, the senate has
granted me permission to run after I had requested
this, according to our Constitution.

I am currently 19 years old, and I study History at
the university of Ghent in Belgium. I am very
interested in everything cultural, like art and
litarature. I have been a member of Nova Roma since
March 2001. Right now I am a member of the Sodalitas
Musarum and Militarium, and the moderator of the Nova
Roma Europe list.

If elected into this office, my main goal would of
course be the organization of different games, since
this is the main task of the aediles. I would also
like to bring new life into the Sodalitas Musarum,
because I consider this another important Sodalitas in
the organizing of games (more cultural), next to the
Sodalitas Militarium. The aspect of Romanitas is very
important to me, thus typical Roman festivals will be
held when I am elected into this office!

I would be most honoured if the people of Nova Roma
would let me serve the Res Publica in this office.

Sodalitas Musarum ("the brotherhood of the Muses") which was formed this
year. The Sodalitas immediately became one of the most prominent in Nova
Roma, having an excellent website, and assisting in the Cerealia / Romae
Conditio games earlier this year. Todate, its members have also been
producing poetry, prose, fiction and articles.

itself with the celebration and creation of lyric poetry.

of the Collegium Eratus, a subdivision within the SodMus that occupies
itself with the celebration and study of natural sciences; especially
astronomy.
- Triumvir of the Sodalitas Latinitatis: while in name webmaster of the
Sodalitas Latinitatis, I have been heavily relying on P.A. Claudius to
cooperate in trying to create this website. Within this Sodalitas, I have
also made a modest contribution of translating a page or two of the website
into Latin.
- Writer of the NR Mars novel, which is still in progress.

(provincial government)

- Scriba to I. Querius Armoricus Lutecio, Propraetor Galliae: as his scriba,
my main task has been translating his edicta and other official messages
from English or French into Dutch, since Gallia is a trilingual province.
- Procurator Galliae: while this is in fact a financial position, the Gaul
governor appointed me to this position to serve as his deputy, which I in
some cases did when he had little time or urgent business was pressing him.
- Legatus Galliae Borealis: official legate of the northern territories of
Gallia, which are soon to become the new province of Germania Inferior.

(central government)

- Scriba to Aedilis Plebis M. Arminius Maior: as his scriba, I helped him in
organizing the Romae Conditio and Cerealia festival in April this year, and
then tried to organize a second Ludus, which was cancelled due to the
tragedy in the USA. Along with all Aediles, I have also initiated a
Sodalitas evaluation report which todate has not been completed yet.
- Scriba to Censor L. Equitius Cincinnatus: as one of his scribae, I
assisted in fixing the century point problems that arose earlier this year,
and have as such made a modest contribution to the fairness and correctness
of our century point system.

(religion)

- Lupercus Fabiani: a "wolfman", and priest to the rural fertility diety
Faunus, I'm officially in charge of organising the Lupercalia festival for
the youth, which has until now been impossible due to a lack of
participation, and a lack of colleagues. I hope to change this next year.



As a person outside of Nova Roma, it might be worthwhile to mention a few
things about myself. I am a college student in Germanic Languages (German
and English), and being a Belgian of nationality, also speak Dutch (mother
language) and French. I have done six years of Latin, and five years of
ancient Greek, in secondary school, and thus have a basic understanding of
most romanic languages (Spanish, Italian, Portuguese...). My main hobbies
are writing (science fiction, short stories and poetry) and philosophy
(emphasis on classical and 19th/20th-century philosophy). I am also
considered to be politically engaged.

INTENTIONS?

Should I be elected, my intentions are simple and clear: to present
entertainment and relaxation to the People of Nova Roma, but, most of all,
chances of active participation that does not involve political action. I
intend to organise Ludi, and to try organising the first Lupercalia festival
in NR. Furthermore, I would gladly assist in Sodalitates being formed, or
already formed, where I can - which I would consider my duty as one of those
responsible for entertainment in its broadest sense. A third intention would
be to regulary attend to Market Day Chats. In short, be there for the people
when they are in need of relief and depressurizing, and provide them with
laughter, joy and excitement, like the Aediles of old.

I come before you clad in the white toga of a Candidate for the
Magistacy of Quaestor. I have served as Quaestor when not serving in
other Magistrate Positions almost since my first entry into Nova Roma.

In regard to my service, I ask the patience of the older citzens of Nova
Roma, while I relate to those new Citizens my record, such as it is:

I have been honored to have approved by the Honored Senate two proposals
for the development of Sodalitas, the first Sodalitas Militarium, and
the second Sodalitas Egressus.

I have had the extreme honor to be elected to the position of Praetor by
the Citizens of Nova Roma, thereby automatically entered in the Senate
by the vote of those Citizens. I have had the honor to serve as Senator
for a perid of close on two and one-half years.

I have been honored to serve Nova Roma as the "Eagle" Editor at the
specific request of Dictator Germanicus to fill a vacancy for the
remainder of the year.

I have completed the Cursus Honorium (Quaestor, Praetor and Consul), the
second Magistrate in Nova Roma to do so, and have been asked to
undertake the Office of Censor by three serving Magistrates.
Unfortunately that task is impossible for me to undertake as I do not
have a computer, but rather a WebTV Network;

I have served as Quaestor and as ProConsul to Nova Britannia in the past
year, the first as a response to the request of Praetor Q. Fabius
Maximus, to assist him in the development of a Civil Law Package, the
second to follow in the footsteps of the previous ProConsul of Nova
Britannia, Consul Julianius, Also during this last year I have had the
honor of serving as Advisor to both Consuls, serving as a Special Senate
Assistant to Consul Julianus, serving as Advisor to the appointed
Govenor of Britannia, and being selected as the Senate Respondorum
unanimously by my Senate Colleagues.

I have posted to the Main List on virtually every subject which has
arisen there with my views, and my suggestions, as appropriate. I will
not seek to evaluate those postings to you, as each voter will be
pleased to do that for him / herself. I seek to follow the Roman
Virtues as well as the Christain Commandments and the Golden Rule, to
the best of my ability, and have striven, since my entry into Nova Roma,
to aquire some small recognition as a Roman Gentleman. My success in
those spects must be determned by those who will judge me in the coming
weeks.

I seek a further term as Quaestor because I wish to continue my work,
with the Civil Laws, which I began in concert with my Consular Colleague
Q. Fabius Maximus two years ago. I am also inerested in establishing a
solid set of standards for the future diplomatic activities of this
micronation, when those opportunities come upon us. Those activities
have the interest of others as well, with whom I am quite willing to
work. In addition, to the above, I have been instrumental in creating
the Annual Budget for the First Two Years that such a budget was
established, and was pleased to work closely with Quaestor Cassia in
finalizing last year's budget and in insuring that the Budget was
properly posted.

Citizens of Nova Roma, during the above office tenures, I have been
asked to consider many things, and I have been asked to compare the
benefits of individuals, even good friends against the needs and
benefits of the micronation which I have had the honor to serve. In
making those deisions and in casting my votes, I have done my best to
adhere to the words of the Magistrate's Oath, the Will of the Majority
nd the Right of the Minority to be heard. I have endeavored to the best
of my ablty to look hard at my opponent's view to see what value may be
therein that I have missed, and I have sought out the views of both
those who have a greater wisdom than I, a different view, than I, and
those whose background, religion, culture, and education are differnt
from mine. Armed with those views, and with the widest possible extent
of information to which I have access, I have made my decision, and have
stood by those decisions until "proven" wrong. Such is my way.

My religion is not of the Roman Gods, and I state here that I am a
Christian. However, as I have said many times on the Main List and
before the Senate, I stand in perpetual awe of the accomplishments of
those ancient peoples who were inspired by the Gods of Roma. I have
endeavored during my tenure in Nova Roma to show respect for the Gods of
Rome and to the Pontiffs selected in Nova Roma. I have sought out the
proper procedures to show my respect to those Gods on special occasions,
as I felt the need to do so, and have been pleased and honored to have
appointed Pontiff Graecus as the Militarium Chaplain, and my personal
Roman Religio Advisor, and have been even more honored at his
acceptance. These actions have I taken and these actions will I
continue -- such is my Candidate's Pledge to the Citizen's of Nova Roma.

In regard to my earlier posting on the subject of Scribae Senatoris, the
resultant information relayed back to me by those appointees was so
pointed to my desires and so interesting that I have reconsidered the
appointment parameters. I have also recieved a message from the Senior
Consul asking me about the program.

On consideration, both of the Senior Consul's message, and the excellent
job that these gentlemen had done, I have decided to make an award of
sorts. As usual with most of my "awards" this action will require some
further effort, but considering the excellent responses from my
appointees, I don't think that will be a problem

The appointees that I announced last Monday (Nov. 19); I have decided to
elevate to Section Chiefs within the Sodalitas Egressus, which is an
advancement from the position of Scribae Senatoris. A Section Chief is
a new position which will encompass the original areas assigned to each
gentleman, as well as the original tasks to which they were assigned by
myself. However, due to thier excellent and timely responses, the
Position of Section Chief, also has the additionl privaledge to recruit
Nova Roma Citizens as Scribae Egressus for specific duties within the
Individual Section Chief's deliniated area, and in addition they will
have the privaledge of recommending to the Egressus Praefectus, that any
person so recruited on his staff, be made a Section Chief in their own
right, pending the development of the kind of efforts that will support
such an advancement.

I am very pleased to be able to make these new appointments, and place
these hard-working young men into a position of responsibility
commensurate with thier production. While it is nice to have a title,
it is better to have a position of responsibility and authority.

I remember the discussion regarding such a possible requirement, but to
my knowledge nothing further was done about the situation. I have been
a Quaestor for the past year, and have heard no more about the idea.

I thought at one time, the Senior Consul's former Consular Quaestor was
to be involved in that effort, but I may well be wrong. I have not been
asked to be actively involved in financial duties to any degree this
year, other than assisting Quaestor Cassia settle and finalize last
year's budget. However, I should expect that were any actions taken
along those lines that all of the elected Quaestors would be notified.

Perhaps Quaestor Quintillianus or Praetor Q. Fabius Maximus may be able
to shed some light on this item. I am not sure to what extent that
either were asked to be involved in financial matters this year, but as
Quaestor and Praetor respectively, the Consuls would surely have
notified them, if not myself, if any actions were taken. The idea was a
good one, in my view, and one which, again in my view, should be dealt
with if it has not already been taken care of, particularly in view of
the coming tax collections, as you have mentioned.

I have not been involved in any of the central economic dealings during
this year. As You may remember, I had some ideas for a broadening of the
office of Quaestor and I also had ideas about what I could do as a
Quaestor, but after the election I was appointed assisting Quaestor of
Plebeian Aedile Illustrus Marcus Apollonius Formosanus. In this position I
have never heard anything from any of the Consuls, I have only dealt with
Illustrus Marcus Apollonius Formosanus as I have understood my duties. I

I stand before you in my toga candida, prepared for my first step on the
Cursus Honorum, presenting myself four your approval.

I became an approved citizen in March, and made my first post to the
main list soon after. I have not been overly active in the discussions,
but whenever I've felt the need to express my opinion, I have done so.
In these debates, I have tried to maintain a level head and a calm
temper, which I believe I have at least partly succeeded in.

My work thus far in Nova Roma has centered mostly around Provincia
Thule, where I have assisted propraetor Caeso Fabius Quintilianus in
both constructing the provincial website and, as far as I've been able,
advice him on how I perceive situations in and around the provincia.

Outside of my provincia, I've been, to my great honor, appointed scriba
to my paterfamilias, Marcus Octavius Germanicus, in his capacity as
Curator Araneum.

I am 21 years old, an age which corresponds with the age when young
romans traditionally donned the toga candida, so I felt this candidacy
not only be a logical next step for me as a person, but also in the
spirit of Roma.

I myself am a student of computer science from Sweden, with a taste for
roleplaying and novels. These hobbies put me into contact with Caeso
Fabius Quintilianus, who in time introduced me to Nova Roma. Not a week
after his initial salespitch, I found myself adopted into gens Octavia,
and discovering a society of people with similar interests.

Now I feel I want to give something back to our beloved nation, to "get
my hands dirty" by taking an active part in the administration of Nova
Roma. I ask of you all to let me do this, by trusting me with the office
of Quaestor.

I Caeso Fabius Quintilianus, Quaestor and Propraetor Thules come before You
and the Gods on this day to declare my candidacy for the office of CURULE
AEDILE.

My campaign platform is as follows:

I. As Aedile I will, as tradition bids, aim for at least one public game.

II. I will also try to, together with the other Aedilii, organize at least
one public gathering in Europe and one in Amerca, open to all cives.

III. I will also "administer the law" according to the duty laid down in
the Constitution of Nova Roma. I will in this respect do everything needed
to fullfill and develop this requirement.

IV. I will in all my tasks seek cooperation with other magistrates and work
for the growth of Nova Roma.

A few words about me as a macronational person. I am 51 years old, I have
one daughter and work as a teacher in History, Social Science, Religion and
Geography. My main hobbies are the breeding of Saluki hounds, horses and
riding, History (especially Napleonic and Roman), roleplayng and going to
Conserts. I also put quite some time into working with and assisting my
pupils, even in my private time.

As most of You may know I have been active as Propraetor in Thule during
the last year. During this time I have published a complete Provincial
"Constitution", known as the Regula. Furthermore I have also, as a result
of the Regula, built a complete administrative structure covering the whole
of Thule, involving eleven Adiutores et Adiutrixes (Assistants). I have
also together with my Cohors Propraetoris founded the Academia Thules, the
"Conventus Decemviri Informatoria Thules" and have presided over three
meetings in the Consilium Provinciale Thules. I have also supervised the
creation of the Provincial website and a couple of Regional ones. I have
taken the initiative to ask the Senate to include Iceland into Provincia
Thule as Regio Islandica, an inclusion which also has been concluded. For
the next year a lot of activities are planned in Provincia Thule. As a
private citizen (Auctor Legionis), I have founded the Independent
re-enactment Legio VII "Res Publica".

I think I can honestly say that I have shown some adminstrative talent. I
hope to be chosen this year to have the chance to show more of this ability
in the office as Curule Aedile.
