| AMERICA AUSTRORIENTALIS EDICTUM NUMBER THREE 
 ESTABLISHMENT OF PROVINCIAL OFFICES
 
 I, Lucius Sicinius Drusus, Propraetor America
 Austrorientalis, issue the following Edictum to
 establish the Offices of the Provincia.
 
 1. The Concilium Provincia Shall consist of all
 Legates appointed to Provincial Offices.
 A. The Concilium Provincia shall keep the
 Propraetor informed of the conditions in the
 Provincia, and offer thier advice to the Propraetor.
 
 2. The Following Tittles and Duties are established
 for the Legates Of America Austrorientalis.
 
 3.  The Legatus Provincia shall be the chief aide to
 the Propraetor. The duties of the office shall be:
 A.  To serve as Chairman of the Concilium
 Provincia.
 B.  To serve as acting Governor when the
 Propraetor is absent from the Provincia.
 
 4. The Praefectus Fabrum shall oversee relations with
 the Legions of the Provincia. The duties of the office
 shall be:
 A. To assist citizens of the Provincia who wish to
 join a Legion.
 B. To assist members of the Legions who wish to
 become citizens of Nova Roma.
 C. To coordinate Legion events and Provincial
 events.
 
 5. The Sacerdos Primus shall oversee the official acts
 of the Religio for the Provincia. The duties of the
 office shall be:
 A. To perform the rites of the Religio on behalf
 of the Provincia.
 B. To advise other officials regarding the
 calendar.
 C. To assist citizens who wish to perform private
 rites of the Religio.
 
 6. The Praefectus Regios shall  oversee the Regios of
 the Provincia. The duties of the office shall be:
 A. To report the conditions of the Regio to the
 Propraetor.
 B. To settle disputes between Citizens of the
 Regio, subject to Appeal to the Propraetor.
 C. To establish the boundaries of any Municipia
 within the Regio.
 D. To settle disputes between the Municipia of the
 Regio, subject to Appeal to the Propraetor.
 
 7. Each Legate shall have the power to appoint a
 Scriba to assist him/her.
 
 8. The Following Tittles and Duties are established
 for the Provincial Scribes Of America Austrorientalis.
 
 9. The Curator Provincia shall be the chief Scribe of
 the Provincia. The duties of the office shall be:
 A. To maintain the Provincial web site.
 B. To serve as moderator of the Provincial mailing
 list.
 
 10. The Quinquennalis shall maintain the Album
 Provincia. The duties of the office shall be:
 A. To hold a Provincial Census at the discretion
 of the Propraetor.
 B. To assist the Consular Quaestors in the
 collection of taxes from the Provincia.

| In the last Senate vote, we rejected a proposal for an alliance with a "micronation" called Numidia, and as part of my vote against that
 alliance I mentioned that we should have some standards by which to
 judge such proposals.
 
 Flavius Vedius Germanicus challenged me to come up with ideas for such
 standards, and I offer them here, along with an idea for an annual
 award. It is to be understood that I am not an expert on the
 micronation movement or macronational diplomacy.

 I. Nova Roma should forge alliances with other groups which are in
 harmony with our charitable, educational and religious purposes. I am
 not interested in recognizing groups which exist only as playacting or
 social clubs. I'd like to see signs that the group at least intends to
 do some good in the world.
 
 II. Evidence of this intent might include assuming nonprofit status (by
 whatever term is appropriate in its macronational home), conducting
 public-service projects and maintaining useful informational resources
 for the public.
 
 III. The field of groups covered by such alliances should not be
 limited to organizations calling themselves "micronations." Examples
 might include archaeological clubs, historical preservation
 organizations and Latin language groups.
 
 In a related but possibly separate move, I'd like to propose a law that
 would establish an award for "Friend and Ally of Nova Roma" or some
 similar term. This would be awarded by the Senate annually, along with
 a cash sum of perhaps $200, to a nonprofit organization that we decide
 has done the most valuable work in education and preservation of Roman
 history. The Vindolanda Trust would be one example. Citizens would be
 encouraged to nominate projects that appeal to them.

 and i happily leave this task to the Senate, but i
 would like to suggest something with regards to the

 It seems to me that any nation forms alliances when it
 is in that nations best interest to do so, and refuses
 to form or terminates the alliance when it would be
 contrary to that nations interest.
 Because this would be open to interpretation as to
 whether or not any alliance would be beneficial to the
 people of Nove Roma, the Senate would be responsible
 for determining which alliances would be appropriate
 and which would not.
 I therefore mildly disfavor a specific criteria that
 all alliances must meet. But of coarse this too is a
 matter for the Senate to decide.
