My modem has been down for nigh on two weeks now,
and rather than sift through 766 e-mails to find the
answer that I'm sure is there, would anyone mind if I
just asked the question?
Are the coins avaliable yet? If so, where?
I'm so anxious to order mine--for myself, my
fellow fourth-year Latin classmates, a few professors
I know, and a dear friend of mine who collects rare
coins. When I told him I was going to get him Roman
coins from the year 2001 a.d., he looked slightly
confused. I can't wait to surprise him!

I have read your last posts, and an idea has ocurred to me.

Why don't you try to convince a few of your friends to join you in your
"Roman" activities? In that way, you would not feel so "lonely", and
you'd probably have a great time, too.

It may sound stupid, but it has somewhat worked for me.

Edictum Propraetoricium XIII
about the Approved Proposal for Edictum concerning
"The structure of the Provincial and the Regional websites in Provincia Thule".

I. Regarding the structure of official websites in Provincia Thule

1.1. A "webpage" in this document refers to a document written in a
standardized internet-based programming language, viewable in one frame,
and published on the internet.
1.2. A "website" in this document refers to a number of linked
webpages dedicated to the same topic, located on the same internet-based
server.

2.1. The person responsible for the Provincial website(PW) is the
Praeco Anarei (PA). Only the Propraetor (PP) may veto the actions of the
PA in matters regarding the PW.
2.2. Each legate is responsible for the Regional website(RW) of
his/her Regio. Only the PP or the PA may veto the actions of the
Regional legate in matters regarding the RW.

3.1. The PW is not recognized as such until approved by the PP.
3.2. The RW is not recognized as such until approved by the PP and
the PA.

4.1. For a website to be allowed the status of PW, it must fulfill
the following criteria:
4.1.1. It must be of a style consistent with that used on the main
Nova Roma website (MNRW), both in general layout, and in colouring.
4.1.2. It must contain one or more link(s) to the MNRW.
4.1.3. It may not contain any ideas, explicit or otherwise,
contrary to the basic ideals of Nova Roma, as stated on the MNRW.
4.1.4. It may not contain anything that would be considered illegal
in any of the temporal nations making up the Provincia.
4.1.5. All information on the PW must be presented in english, the
official Nova Roman language, first and foremost.
4.1.6. Versions in other languages may be made available in
whatever manner the PA finds most convenient.
4.1.7. It must, within two weeks after the approval of a RW in the
Provincia, contain a link to the RW.

4.2. For a website to be allowed the status of RW, it must fulfill the
following criteria:
4.2.1. It must be in colors consistent with those used on the PW.
4.2.2. It must contain one or more link(s) to the MNRW.
4.2.3. It must contain one or more link(s) to the PW.
4.2.4. It may not contain any ideas, explicit or otherwise, contrary to
the basic ideals of Nova Roma, as stated on the MNRW.
4.2.5. It may not contain anything that would be considered illegal in
any of the temporal nations making up the Provincia.
4.2.6. All information on the RW must be presented in every language
recognized as an official language in the Regio, first and foremost.
4.2.7. All information on the RW should be presented in english, the
official Nova Roman language, in whatever manner the RL finds most
convenient.
4.2.8. Versions in other languages may be made available in whatever
manner the RL finds most convenient.

5.1. Changes made in the PW must be approved by the PP within four
weeks of their implementation.
5.2. Changes made in a RW must be approved by the PA or the PP
within four weeks of their implementation.

6. Changes made in a website, Provincial or Regional, in violation
with the rules stated in 4. and 5. cause an immediate loss of status
granted in accordance with 3.

7.1. The PP may delegate his/her rights as stated in this edict to a
citizen of his/her choice, by issuing an edict on the Provincial mailing
list (PML) stating this.
7.2. The PA may, with the approval of the PP, delegate his/her
rights as stated in this edict to a citizen of his/her choice, by
sending an official mail to the PML declaring this.

8. The PA is responsible for providing each RL with some basis for
the structure of a RW.

9. For the first plenum of every year, the PA should prepare for a
discussion regarding the development of the PW and the various RW.

10. Further legislation regarding security will be amended when the
technological infrastructure of Provincia Thule allows this.

II. Above Edictum has the support of the Consilium Provincale Thules

III. This edictum becomes effective immediately.

Given April 29th, in the year of the consulship of Flavius Vedius

1. Introduction
"Nova Roma Academia Thules" (N.R.A.T.) is an organisation that helps
citizens to take part in Nova Roman life and acquire information about Nova
Roma and Roma Antiqua. The Nova Roma Academia Thules is a kind of Nova
Roman Internet University in Thule. There may of course also be other
"Academia" in other Provinciae. Though we hope that our "Academia "will get
the support of other Provincias.

1.1 The Idea
Nova Roma Academia Thules is an idea for helping citizens to take part in
Nova Roman life. Activating new citizens to learn about Nova Roma (N.R.)
and Roma Antiqua (R.A.) and to deepen other citizens' knowledge of N.R. and
R.A. This could be done by arranging official courses (official = courses
are lead by teachers and there is an administration to coordinate the
courses) about various aspects of N.R. and R.A. There are several ways in
which this kind of arrangement will be carried out, as the following
chapter 1.2 shows.

1.2 Different Stages
As the idea about N.R.A.T. is in it's very early planning stages, it is
necessary to present different basic solutions about how N.R.A.T. will be
organized in different stages of its development.

1.2.1 Basic
N.R.A.T. will be only one course for citizens who would like to learn in an
easy way, what N.R. is all about and what laws N.R. has and what one can do
as a citizen. This can be arranged as a simple e-mail list. The moderator
of the list would serve as a teacher and there will be, for example, one
theme to be discussed per week. The teacher will send an e-mail to the list
which, for example, concerning the administration structure of N.R., it's
history and various other points. Then there would be free discussion about
the teachers lesson for a week, that everybody could join and send thoughts
and questions about week's theme. This course could take, for example, 8
weeks, during which time the pupils will get to know each other and N.R.
This model will be applied to Thulean citizens as well as the whole N.R.
population. The administration could be as little as 1 or 2 people.

1.2.2 Advanced
Otherwise the same idea as described in the 1.2.1 but with variety of
courses. There will be different courses on laws, both N.R. and R.A.,
history, Latin, courses targeted specifically to prepare people to take
positions in adminstration (e.g. position of Censor etc.), courses for
cooking, basically whatever there is enough pupils and teachers for. In
this model there will be substantially larger adminstration, as someone
must be responsible for coordinating the general activity and to make sure
that teachers will do their job properly. There will also be some kind of a
certificate proving that one has gone through this and that course and some
sort of approval from the teachers of those courses. And why not some kind
of academical degrees that would be applied if there is enough courses.
There will be courses for people with only very limited knowledge and
courses for more advanced.

1.2.3 State-of-the-art
Otherwise the same as described in the 1.2.2, but with higher objectives.
The main objective will be to develop N.R.A.T. to very high quality
institution, also at macronational level, and possibly achieve some value
for it's certificates in real academical world. Achieving this would
require very hard work and many years, but it also could be a really
beneficial to N.R.

2. Proposal for organizing Nova Roma Academia Thules
With this chapter I take a closer look into the organizing of N.R.A.T.

2.1 Organisation
2.1.1 Adminstration
Administration is very important aspect to consider when building N.R.A.T.
At the beginning the administration has to be abel to make N.R.A.T. popular
and take proper actions to promote the Academia. Also, the administration
has to make decisions about the contents of the courses that are to be
arranged and about such things as finding teachers, controlling them and
creating some kind of certificate system for pupils who take courses and
maybe to construct some kind of certificate for pupils passing certain
amount of courses.

At first it would be wise to start just one or two courses, possibly in
close cooperation with some Sodalitas. This way the administration could
consist of two or three persons running the administration and being
responsible to develop things further. The Propraetor will appoint a
"Procurator Nova Roma Academia Thules" and an appropriate number of Scribae
(with appropriate titles) to assist the Procurator. The planing and
strategical decisions of N.R.A.T will be made by the "Triumviri N.R.A.T.".
The President of which is the Procurator, the other two Triumviri (of
Scribae rank) are appointed by the Propraetor on the suggestion of the
Procurator. The day-to-day leadership of the N.R.A.T is attended to by the
Procurator.

The Procurator and the Triumviri are responsible for the N.R.A.T. They have
the main responsibility for the N.R.A.T. But the Propraetor Thules will
have the power of veto against all decisions of the Procurator and the
Triumviri!

Lectores (Teachers) will be acquired by administration of Academia
(Procurator, Triumviri and appointed Scribae), maybe some sodalitas would
be willing to contribute a Lector for courses that are close to their field
of operation, and maybe some citizens are willing to serve as Lectores, it
would be beneficial for them to aquire contacts amongst the pupils (and
this is also a reason for the administration of Academia to watch Lectores
over and control the content of courses).

In the future the Provincia may want to change this organizational model
for administration of Academia. Until that time, this is the organisation
of the N.R.A.T.

2.1.2 Operation
In practise courses would be e-mail courses. The courses should be divided
into one-week sessions, and one course would take a certain amount of
weeks. The amount of weeks will be discussed and it will vary a bit from
course to course, each week of the course there will be one to three themes
to discuss. In the beginning of the week Lector (or Lectores) sends an
email to the pupils which serves as a base for the week's discussion. After
reading the teachers message the pupils can present their questions and
thoughts about the issuethe Lectores tries to answer or can arrange a small
groups amongst the pupils to prepare a short speech/essay about certain
issues that are connected of that weeks theme. Or the teacher can send
homework for the pupils if necessary. The amount of work for each week
should be kept in the minimum, and this is something that administration of
Academia has to control. The Lectores have to present detailed plans of the
courses for administration and get official approval for them before a
Lector may teach in the Academia. At the end of the course the Lector sends
a personal mail for each of the pupils including his evaluation of the work
the pupil has done, this mail is also archived in the Academia. There can
also be tests during or after the course, but Lectores should ask for a
permission to hold a test from the administration, there at least should be
a good reason for having testsThe Triumvri may in the future decide to have
tests in the N.R.A.T. The number of participants in a one course should be
somehow controlled and if there will be lots of participants, it might be
of use to have more than one Lector for such course. The Triumviri will
have the right to decide what to do with students that has problems.

2.2 Lectores
Lectores (Teachers) should be respected citizens of N.R. and they should
have some kind of experience about the issue of the courses they are
teaching, this isn't a must, but it would make courses more creditable. It
is the job of the administration of the Academia to choose the Lectores and
see that they are qualified to teach the subject of the course. Also,
Lectores should have a very detailed plan for the course to present to the
administration before he/she gets the permission to teach. There might also
be visiting Lectores to prepare a certain week's theme for pupils. For
these visiting Lectores there should be the same qualification process as
for the whole course's Lectores.

2.3 Proposed outline for courses
At the beginning there might be only one or two courses. These courses
should be targeted at first to the new citizens. When the demand for the
courses builds up, the administration of Academia should decide what
courses are needed. I recommend to start with four courses:

1. The "Welcome to the Nova Roma" course
This course will consist of 6 topics and 7 weeks. The first week would be
dedicated to the basics of Nova Roman living, the contents of the course
and people to get to know each other. The second week there could be
teaching about the roman virtues and philosophy. The third week would be
philosophy and religion and mythology. The fourth week would be history and
social structures and administration of R.A. The fifth week would be
history and administration on N.R. The sixth week would be activities in
N.R., roman days, sodalitas etc "what one can do in N.R.". The seventh week
would be free discussion or topic chosen by participants of the course.
This is just a rough outline and needs a lot of modification, but I think
it represents the idea quite well.

2. Roman history
In this course there would be different aspects of Roman history, politics,
military, art, religion, philosophy.

3. Course preparing to serve in the provincial administration
In this course there would be teaching for persons who wish to take part in
different stages of provincial administration. Different provinces listed
and their administration model introduced and explained. Visiting Lectores
from different positions to answer questions and tell about their work.

4. Latin course for new citizens
This course could be carried out in close cooperation with Sodalitas Latinas.

2.4 Schedule
The basic work to build up the Academia shouldn'd take more than a couple
of months, it will possible to have N.R.A.T. to hold its first course at
the autumn of 2001. This depends on, however, the administration of the
Academia and the momentum it can build up for the project.

I. Guidelines regarding the organization of "Roman Days" in Provincia Thule

1. A "Roman Day(s)" is defined as a/several day(s) dedicated to the ideals
of Nova Roma at a specific location. The goal is that they shall be of a
certain quality.

2. The official responsible for Roman Day(s) within Thule is the
Procurator ad Res Internas (PCRI). The Procurator ad Res Internas has the
task to overview that the Roman day(s) is/are of a certain quality. He has
complete jurisdiction regarding which events are entitled the label Roman
Day(s). In case of any dissenting opinions, appeals may be made through the
Propraetor.

3. Any Roman Day(s) recognized as such should be presented to the PCRI
with an agenda at least two weeks before the event is scheduled.

4. Roman Day(s) consists of two different types of events:
1. Roman Day(s) as a social activity, for fun and education
2. Roman Day(s) for information and recruitment

5. Roman Day(s) of the first category are intended solely for citizens and
those currently applying for citizenship.

6. Roman Day(s) of the second category are intended for a wide audience, so
as to attract as many new citizens as possible, and to inform the public of
Nova Roma and Nova Roman ideals.

7. At least one Roman Day of the first category should be organised every
year in Provincia Thule. Every Regio will once every four years be
responsible for such an event on the Provincia level. This is the
responsibility of the legatus of the Regio hosting the event. The
coordination of these event is the responsibility of the PCRI.

8. Provincia Thule should have at least one Roman Day(s) of the second
category annually.

9: Each Regio of Provincia Thule should have at least one Roman Day(s) of
the second category annually. Any official, appointed by the Propraetor can
apply to organise such an event.



Appendix: (parts taken from the "New citizen" site of the Senior Consul)

Example of things that can be done on a "Roman Day":

1. Serve Roman Food
2. Hold a convivium (a full-blown Roman feast, complete with couches!)
3. Show Roman Books
4. Show Roman clothes
5. Costuming party (find a sewing machine, get some fabric, and togas for
everybody!)
6. Inform about Nova Roma and Provincia Thule
7. Inform about the Roman history and culture
8. Arrange a lecture by a local college professor on some Roman topic
9. Book discussion (find a book, get everyone to read it, then get together
and chat about it)
10. Have a movie night (Gladiator, Spartacus, Quo Vadis, etc.)
11. Get involved with the Sodalitas Munera (which is working on live
gladiator combats)
12. Form a re-enactor legion (with the approval of the Propraetor) of your
own (then you've got drills, armor-making and kit-making sessions)

4. Roman Day(s) consists of two different types of events:
1. Roman Day(s) as a social activity, for fun and education
2. Roman Day(s) for information and recruitment

5. Roman Day(s) of the first category are intended solely for citizens and
those currently applying for citizenship.

6. Roman Day(s) of the second category are intended for a wide audience, so
as to attract as many new citizens as possible, and to inform the public of
Nova Roma and Nova Roman ideals.

7. At least one Roman Day of the first category should be organised every
year in Provincia Thule. Every Regio will once every four years be
responsible for such an event on the Provincia level. This is the
responsibility of the legatus of the Regio hosting the event. The
coordination of these event is the responsibility of the PCRI.

8. Provincia Thule should have at least one Roman Day(s) of the second
category annually.

9: Each Regio of Provincia Thule should have at least one Roman Day(s) of
the second category annually. Any official, appointed by the Propraetor can
apply to organise such an event.


Appendix: (parts taken from the "New citizen" site of the Senior Consul)

Example of things that can be done on a "Roman Day":

1. Serve Roman Food
2. Hold a convivium (a full-blown Roman feast, complete with couches!)
3. Show Roman Books
4. Show Roman clothes
5. Costuming party (find a sewing machine, get some fabric, and togas for
everybody!)
6. Inform about Nova Roma and Provincia Thule
7. Inform about the Roman history and culture
8. Arrange a lecture by a local college professor on some Roman topic
9. Book discussion (find a book, get everyone to read it, then get together
and chat about it)
10. Have a movie night (Gladiator, Spartacus, Quo Vadis, etc.)
11. Get involved with the Sodalitas Munera (which is working on live
gladiator combats)
12. Form a reenactor legion (with the approval of the Propraetor) of your
own (then you've got drills, armor-making and kit-making sessions)

II. Above Edictum has the support of the Consilium Provincale Thules

III. This edictum becomes effective immediately.

I am saddened for you that you will carry through your life the burden
of "distrusting people in general." Such an attitude is one which
cannot be hidden from others, and which will in all likelyhood earn you
the same distrust in turn. However, as you have often indicated you
have little to learn from experience and such is your view.

I understand that you feel that you have a clear understanding of the
world, and everything in it at this point in your long life and many
significant experiences. I felt the same as you do at the age of
eighteen. However, when I turned 21, I was amazed to find out how much
those rather stupid and dull oldsters in whose company I was forced to
stay had learned in a mere three years!!

Of course, this will probably not happen to you, since as you have
indicated to all by word and inference that your life experience is far
ahead of the rest of the common people and I commend you on that
situation since few of us have been able to achieve such a complete
control of age and environment. Even I realized that there was value in

then I would ask that you direct your remarks to the administration of
that country, and not to an individual, since such accusations and

refect the inability of the accuser to discern between an individual and

feel that I do not deserve such words of praise, but I do appreciate the
sounds of such as they swirl around me.

There is certainly no reason for you to agree with all of my comments,
since they are my own, and noone elses.

I have never been privaleged to visit Norway, although I have several
friends from the International Boy Scouting Association from
Scandivavian Countries who came to the U.S. during the Cold War and who
have since settled here. The BSA agreed that during the Cold War period
the Boy Scouting precepts of those nations who were strongly influenced
by Russian domination could work alongside the BSA here in America and
retain the ranks, uniforms and the procedures of thier National
Organization. Through that medium I was very fortunate to meet some
outstanding individuals with whom I still work and correspond.

So, you will imagine my desire to visit the countries of Scandinavia and
witness for myself the magnificet vistas and the warm lively people
about whom I have heard so much. There is of course the possibilty that
we will be able to meet with you and your Gens while we are there, and
that will of course be an added treat, very dear and valuable to me.

I never intended to make any sort generalizing reference to a group of
people in general. If that were true, I'd never have American, British,
Brazilian or Korean friends. More about this below.

What I meant was that in general, I distrust people, but I don't necessarily
act on it. You could say that it's the voice in the back of my head that
keeps warning me for possible harm, injustice or evil. More often than not,

then it was all the better for me and for those other people. But I'm, quite
simply, not naieve.

Are above paragraphs meant as irony? If they are not, please forgive me, but
they do seem to be written with the intent. To summarize my own viewpoint
about experience: older people have more experience than younger people,
period. But everything depends on what you do with those experiences. I am
not stating, and will never be, that I am wise, enlightened, or know it all
or have seen it all. Change is an expected part of my life, but it doesn't
make my perspectives of life invalid for that reason. If that were true, any
perspective would be invalid.

I thank you for your very kind words. As I have indicated many times
before I probably do not deserve the praise sometimes given me, but I do
appreciate the intent.

I have been very fortunate in my travels , I suppose, and in my dealings
with others of the nations I have visited.

My view is that they are as proud of thier country as I am of mine, and
while everyone has problems, it is best to dwell on the positive rather
than the negative. I believe most people strive to put thier best foot
forward when dealing with others new to thier country, and I tend to
stay in areas where people of that probable determination normally are
found.

I am apprecative of the long history of the many countries that I have
visited, and if possible try to get some idea of it in detail, so that I
can better appreciate what I see and hear. It is pretty obvious to me
that some people do not appreciate Americans, so I do not make a special
thing of my nationality when I travel abroad. I find that helps a great
deal as well. Learning a few words of the language where I will visit
is a great help as well. I believe people appreciate the effort made.

In closing, thank you for you kind words, I do appreciate them.

You know I see many posts on how can one become an active citizen within our
res Republica. There are many ways within the Government, Provinces,
Religion, I can keep going. One has been forgotten, overlooked even.

What I'm talking about my fellow citizens is the Arts. Not enough
contributions, the Muses are frowning and I know we can do better. I am
quite positive about this and brazenly thought ways how to solute the
problem. So here goes it's a treat, not a complete solution.

May 1st through the 8th, another showcase featured on the SodMus list. A
Classical showcase I might add. Literature of the all greats: Ovid, Catallus,
Cicero, Caesar, Vergil, Sappho, Sulpicia, and countless others. Feel free to
post works by these authors, if you have sacred songs,war calls or Orphic
Hymns, feel free to post. If you have a parodies or your own authorical
interpretations feel free to post. Roman,Etruscan,Greek, if it has classical
merit
post it. Latin and English translations it matters not both are welcomed.

Sure I my speech may have been a bit on the cheesy side. But if it will
