Salvete,

I don't know if it's necessary for us to form political parties to help
greenies know whom to vote for. I believe all we need to help them is more
extensive campaigning before the elections. In fact, I don't even think the
people who have been citzens since the begining know how all of the
candidates would run Nova Roma if elected. So, I just suggest that the
candidates advertise themselves more thouroughly.

I must agree with M. Cornelius Felix. I was there during the regrettable
"Civil" War of June-July, and it was all about political ideologies and
posturing. Thoroughly nasty stuff IMHO. Character assassinations flying
about on list like so many gnats, you couldn't tell who disliked who some
days. Accusations, counter-accusations... horrible mess. When I would do my
daily devotions I started to feel Ceres and Vesta asking me why I asked
Their benediction on a people who were abandoning their ideals for the for
the feces that was being slung about as if all concerned had devolved into
baboons. I hope it never happens again.

You are mistaken. The War did not occur because people abandoned their
ideals, it was because everybody was angry and concerned that NR was not
working as designed. The ideal was still there, and both sides clung to it
during the War.
While I'm writing a history of the War and going though the scores of e-mails
that were generated during it one common thread emerges, both sides thought
they were right. Both wanted a strong Nova Roma, and both were willing to
shred the Roman Constitution to obtain one.

By rewriting the constitution, and opening up the Senate, several problems
that had plagued NR from the start were eliminated, and I doubt you'll ever
see such a circus again, unless the Central government tries to trample on
the civvies' freedom once more. Both Marcus Municius and myself are
dedicated to seeing that does not happen.

I will agree to disagree with you on this. Everyone may have wanted a strong
NovaRoma, but these same people were seemingly willing to destroy NovaRoma
to get things done their way. This is abandonment of the ideals that it
seems to me NovaRoma was founded in, and with which I was acquainted from
the beginning of my citizenship. People were so caught up in their own
visions and need to be right that they gave not a fig for the impact it was
having on NovaRoma. When I went on sabbatical I was sick at heart for the
situations I was seeing take shape. I thank Vesta and Ceres that things were
settled without NovaRoma going the way of Disco.

I respect your point of view that those involved were vehemently sticking to
their ideals, but I to me it was all a matter of sheer bloodymindedness.

My apologies for the delay , but I left my notes at the Naval Medical
Facility and had to retrieve them before writing this report.

On Dec. 11th and 12th we got together at a smal but homey Motel just
outside Uxbridge, Massachusetts (Northeast US) for our weekend meeting.
Those attending were:
--Pro-Consul Cassius Julianus;
--Quaestor Cassia Julianus;
--Rogator G. Marius Merrullus, his lovely wife and baby girl;
--Consul D.I. Palladius;
--Ovidia Luna;
--Gaius Imperius;
--Consul Palladius friend who , I am ashamed to say that I did not
record his name, (deepest apologies!!!!)
--Praetor M. Minucius Audens

The Agenda for the Meeting was as follows:--

1--Discussion of the Development Of Certificates for Magistartes,
Pontiffs, Citizenship and Achievement or Special Awards;

2--Cassius' Nova Roma Flags;

3--Nova Roma Incorporation Papers;

4--Ovidia Luna's Eagle Submissions;

5--Consul Sulla's Nova Roma Survey;

6--Provincia / Nova Roma Outreach;

7--Plans For Future N.B. Provincia Get-Togethers;

8--Two other Provincial Concerns.

1--The Certificate Roughs were presented by Merrullus and Audens and
were reviewed. It was decided that the project should go forward as a
way to raise money for Nova Roma. The Certificates would b 8 1/2 x 11",
colored and of four types as indicated above. Further, they would be
offered for sale to Nova Roma Citizens and also offered as an
incentative with other items in response to donations to Nova Roma. The
Certificate Sales will be conducted through one of the existing
businesses on the Macellum, and the Donation Packages will be announced
when the materals are completed. Hopefully, both will be announced
within the next few months.

2--Cassius Julianus demonstrated the new NR flags and answered questions
about them. He brought along a supply for sale to the members present.

3--The Provincial meeting was turned over to Consul Palladius for the
Signing of the Nova Roma Incorporation Papers. Consul Palladius
declared the Meeting to be a Nova Roma Business Meeting for this item of
business and the Incorporation Papers were read and reviewed. All
present agreed on the content of the Papers and signed as follows"

--Consul / Censor Palladius signed the papers as Censor (Secretary);
--The slot for President (Consul) was left blank for Consul Sulla to
sign;
--The slot for Vice-President (Praetor) was signed by Praetor M.M.
Audens;
--The slot for Treasurer was signed by Quaestor Cassia Julianus;
--Senator Cassius Julianus signed the remainig slot as Nova Roma
Senator.

Just today, Consul Palladius has announced that the Incorporation Papers
have been forwarded to Consul Sulla in California (West Coast of US) for
signature.

Consul Palladius returned the meeting to the N.B. Provincial
Chair-person.

4--Ovidia Luna provided Consul Paladius with a significant amount of
material for future Eagles in the new year, and has offered her
assistance in editing and publishing the Eagle as well.

5--Consul Sulla's Nova Roma Survey was discussed in detail and it was
determined that the new magistrates will address the Survey Responses
during the coming year. The Secular Responses will be the
responsibility of the Consuls and the Religio Responses will be the
responsibility of the Pontifex Maximus.

6--Provincia / Nova Roma Outreach.

It was explained that there are already two NR Citizens who have
evidenced and interest in this program and Q.Fabius Maximus is
considering putting together a Public Relations Package for the effort.
The Program has been laid before the Consuls for consideration as a
possible Sodalitas and the proposal by Senator Julianus that there be a
member of the elected government assigned as an advisor to insure a
standard of information, was agreed upon. The effort as a Provincial
Program has the support of the Pro-Consul and will continue under those
auspices while it is being considered for Sodalitas Status.

7--Plans for Future Get-Togethers were looked at and a prospective plan
of three get-togethers per year for the N.B.Provincia was ageed upon.
One annual meeting per year, and two additioonal meetings along the
borders of the N.B. Provincia to encourage bordering Provincias to visit
these meetings and perhaps to hold joint meetings in the future. Rough
plans for next year may include a meeting in Welles, Maine, and another
in New Haven , CT, (Mithras Conference) wth a third at Roman Days as a
East Coast Event. Further information with be forthcoming about these
plans as they are formalized.

We all enjoyed a "catered lunch" on Saturday and a very nice supper
together Saturday Evening. Sunday Morning saw those remaining having an
early Breakfast together, and the remainig few adjourned to Ovidia
Luna's comfortable apartment for a most delicious home-cooked meal of
lasagna and some further conversation.

The weekend get-together was labeled successful by all who attended and
worth the effort. My personal thanks to Ovidia Luna for her
arrangements at the meeting place and a delicious lunch. My thanks to
all who made the effort to attend. There were no "last minute"
cancellatons and we actually ended up with more people than we had
expected which was great. This reporter had a very good time, and was
very pleased to meet those with whom I have been involved with on the
internet for so long, without a face-to-face meeting.

Anything that I have forgotten or negleted to mention is open to anyone
who remembered my lapses.

I want to say that I agree with Q. Fabius Maximus and stand strongly
beside him in the support of the Citizens rights, and in working to see
that these kinds of problems do not again occur. We have learned that
communication is all important in this endeavor, and the slightest
relaxation of that attention can be disasterous.

However, I think that there was some pretty spectacular work done during
that period, and some firm friendships made as well as disappointments
shared. People learned to listen and exend a hand of friendship in an
unlikely appearing opportunity only to find that the person on the other
side was just as anxious to repair the damage. That says a lot to me,
that supports what my colleague has already indicated. That both
"sides" were after the same thing, just their methods differed.

The ease in which former "antagonists" are working smoothly together for
a common good in NR is to my mind an excellent indication of that truth.
This last opportunity in the NE to meet those very people face-to-face,
to sit down and work out ideas with them, to agree on future programs
and to complete previously planned programs is a very rewarding and
revealing glimpse into the truth of those comments.

It is one thing to dwell upon the evils of the world around you, and
repeat with dismal regularity the down side of all that you see, but
quite another to discover friends and collegues where before there were
those whose "face was turned away" and to find out that possibly you
were too hasty in certain judgements. The pleasure of finding friends
where none seemed to exist before is a thrill that can only be imagined
by those willing to make that extra effort, and it is that kind of
effort that will bring NR home, not the brooding on the dark days of the
past, and situations that seemed impossible to mend. Do not forget them
to be sure, but those memories should be lit by the brightness of that
which NR has accomplished in the meantime, not dimmed by assertions of
problems and agonies long past.

I would ask that we put these problems behind us where they rightly
belong, and move forward again, join hands with others of like mind and
work for the fulfillment of NR, and leave off the negative resurrection
of the "dragons" of past mistakes.

The Lex Iunia de Magistratuum Aetate is being voted on by the
Comitia Centuriata, which does not adjourn until 19 December
at 2300 Roma time (1700 EST). Results of that election should
be available within 24-48 hours of the conclusion of voting.
